Item 1 - Call to Order
The City Council of the City of Wichita Falls, Texas met in regular session on the above
date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with the
following members present.

Item 3a – Proclamation – Cancer Awareness Month, American Cancer Society

Mayor Barham proclaimed April 2015 as Cancer Awareness Month in Wichita Falls and
urged citizens to become involved through donations, volunteer opportunities, and participation
in events sponsored by the American Cancer Society .
Karel Davis invited everyone to Relay for Life and encouraged everyone to be proactive
in their health.

Item 3b – Proclamation – Mayors Recognition of National Service Day, Nortex Regional
Planning Commission

Mayor Barham proclaimed April 7, 2015 as Mayor’s Recognition of National Service Day
in Wichita Falls and recognized the service done by volunteers. Betty Jo Harvey, representing
the Retired and Senior Volunteer Program of North Texas , expressed appreciation to those who
volunteer.

Item 3c – Proclamation – Child Abuse Prevention and Awareness Month, Patsy’s House

Mayor Barham proclaimed April 2015 as Child Abuse Prevention and Awareness Month
in Wichita Falls and called on the citizens to promote programs and activities to support healthy
families and children.
The representative from Patsy’s House invited everyone to the Walk of Knowledge to
learn about their efforts.

Item 3d – Proclamation – National Telecommunicators Week, Wichita Falls Police
Department

Mayor Barham proclaimed April 12-18, 2015 as National Telecommunicators Week in
Wichita Falls and thank the 9-1-1 operators for the contributions they make in making the
community safe.
Police Lt. Joe Puddu recognized the work done by the telecommunicators and offered
tours of the police department.

Item 3e – Proclamation – National Public Health Week – Wichita Falls – Wichita County
Public Health District

Mayor Barham proclaimed April 6-12, 2015, as National Public Health Week in Wichita
Falls and urged citizens to adopt better health practices to keep the community healther.
Lou Kreidler thanked the staff of the health district for their everyday work and invited
attendance at the upcoming Health Fair.

Item 3g Presentation of Comprehensive Annual Financial Report by Edgin, Parkman,
Fleming, & Fleming, PC

Jim Dockery introduced Mike Edgin who presented the audit report.
Mr. Edgin said the audit is presented in the form of a Comprehensive Annual Financial
Report, which will be submitted for a Certificate of Achievement for Excellent in Financial
Reporting. He said the auditor’s opinion is unmodified, which means it is a clean. It is the
highest rating for an audit. He reviewed the audit, noting that the city looks very solid. He
thanked the finance department for their help during the process.

Item 4- Comments from the Public to Members of the City Council Concerning Items That
Are Not on the City Council Agenda.

Anthony Carlisle, 1648 Pearl Avenue, said the city proposes to spend $142,000 on a
flight simulator but he thinks the money would be better spend on curbs, gutters, and sidewalks.
City Manager Darron Leiker noted the flight simulator is proposed to be purchased through
economic development funds which cannot be spent on streets and sidewalks.
There were no other citizen comments.

Resolution Approving the Programs and Expenditures of the Wichita Falls Economic
Development Corporation (WFEDC) and Amending the Budget to Include up to $140,000 for the
Cobra Kai Flight Simulator Project
Councilor Ingle recused himself from this item and left the room.
Moved by Councilor Hooker that Resolution No. 43-2015 be passed.
Motion seconded by Councilor Quintero.
Michael Parrish, Wichita Falls Chamber of Commerce, noted that the forgivable loan is
forgivable over a five year period.

Martin Vaughan, 4515 Old Jacksboro Highway, said he would like the help for the
expansion project for hangar space, airplanes, and the simulator. He noted the closest similar
simulators are in Dallas and Oklahoma. He said he hopes to bring people into the city while
they train on the simulator.
Kinley Hegglund said there must be a finding that Cobra Kai is a career center so it can
qualify for the 4A funding.
Beverly Ellis, 1605 Parkdale, clarified that the business is at Kickapoo Airport. She
asked if the flight school is civilian and military. Mr. Vaughan said it is a civilian training
program but military personnel also use the training for their civilian use. She asked if there is
also federal funding. Mr. Vaughan said there is no other funding source.
Councilor Smith asked if the local schools have considered using this program in their
aviation program. Mr. Vaughan said he has discussed it and there is an interest in expanding
the program to include A&P training.
The motion carried by the following vote:

Item 9a – Staff Reports

Lindsay Greer, Convention and Visitors Bureau, gave an update. She listed new events
that are scheduled as well as events the staff is working on. She discussed new promotional
efforts through social media. She said surveys have been done about a ne w hotel. She said
the response to indoor soccer has been very good.
Henry Florsheim introduced Ann Arnold Ogden, the new community marketing director
for the Chamber of Commerce.

Item 9b – Discussion of Items of Concern to Members of the City Council

The following items of concern from members of the City Council were presented:
Councilor Dotson said there is a pothole on Rosewood at Harding. She asked how repairs
are determined. Teresa Rose said they are done by work orders. It can probably be done within a
day or two once it is reported.
Councilor Ingle asked about a recent event where a pilot did not land due to landing lights
being off. Mr. Burrus said there have not been problems with the lights on the runways, and there
was visibility and runway length. Mayor Barham said the problem was pilot incompetency because
runway lights can be turned on by radio.

Councilor Smith said the city’s website needs updating on several pages. He also noted that
the Animal Services Center recently had its 200th adoption. He said that feral cats can be adopted at
no cost through the barn cat program. He commented on the concern expressed through citizen
comments about sidewalks. He said sidewalks are the responsibility of the property owner.
Mayor Barham said there has been a lot of press lately about the bird situation at Kemp and
Call Field. Lou Keidler said the property owners have been notified that they need to clean up their
property. The Parks Department has done an excellent job on cleaning the median area. The
drought has made it more of an effort to clean but action is being taken.

City Council went into Executive Session at 9:48:43 AM in accordance with Texas
Government Code §551.087.
