ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WICHITA FALLS,
TEXAS, AMENDING CHAPTER 62, ARTICLE I, SECTION 62-5 OF THE
CODE OF ORDINANCES TO ESTABLISH THE WEST FLORAL HEIGHTS
HISTORIC DISTRICT; FINDING AND DETERMINING THAT THE
MEETING AT WHICH THIS ORDINANCE WAS PASSED WAS OPEN TO
THE PUBLIC AS REQUIRED BY LAW.
WHEREAS, the Landmark Commission, a Commission appointed by City Council,
has recommended amending Chapter 62, Article I, Section 62-5 of the Code of
Ordinances, to establish the West Floral Heights Historic District; and
WHEREAS, the City Council has determined that the establishment of such
District is in the public interest.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. The Historic Preservation Ordinance is amended to establish a new
historic district, the West Floral Heights Historic District, as described in Exhibit `A,'
attached hereto and incorporated herein for designation. Chapter 62, Article I, Section
62-5 is hereby amended at subparagraph (26), so that such subparagraph shall read as
follows:
"(26) A residential historic district, to be known as the West Floral Heights
Historic District, is hereby established, to consist of the following area:
Beginning at a point at the southeast corner of Tenth and Buchanan
Streets, said point also being the northwest corner of Lot 11, Block 41,
Floral Heights Addition;
Thence southwesterly along the east right-of-way line of Buchanan Street to
the northwest corner of Lot 9, Block 41;
Thence southeasterly 150 feet to the northeast corner of Lot 9, Block 41 to
a point, said point being the west line of a 20 -foot wide northeasterly -
southwesterly alley in Block 41;
Thence southwesterly along the west line of said alley, crossing Avenue C
and continuing in Block 53, crossing Avenue D and continuing in Block 60,
crossing Avenue E and continuing in Block 69, crossing Avenue F and
continuing in Block 76, crossing Avenue G and continuing in Block 85 and
continuing to a point, said point being the southeast corner of Lot 9, Block
85;

Thence northwesterly along the north right-of-way line of Avenue H to the
southwest corner of Lot 9, Block 85, crossing Buchanan Street and
continuing along the north right-of-way line of Avenue H to the southeast
corner of Lot 8, Block 86, continuing along the north right-of-way line of
Avenue H to point, said point being Lot 9, Block 86, continuing along said
right-of-way crossing Grant Street, continuing northwesterly along the north
right-of-way line of Avenue H from the southeast corner of Lot 8, Block 87
to the southwest corner of Lot 9, Block 87, crossing Tilden Street and
continuing along the north right-of-way line of Avenue H to the southwest
corner of Lot 6, Block D to a point, said point being the east right-of-way line
of Hayes Street;
Thence northeasterly 300 feet along the east right-of-way line of Hayes
Street to a point;
Thence westerly across Hayes Street to the southeast corner of combined
Lot 2 and 3, Block 9, continuing along the southern lot line to a point, said
point being the southwest corner of said lot;
Thence northerly to a point in the south line of Lot 1, Block 9, said point
being 45 feet east of the southwest corner of said lot;
Thence westerly 45 feet to a point, said point being the east line of a 20 -
foot wide north -south alley in Block 9;
Thence northeasterly along the east line of said alley, crossing Avenue G
and continuing in Block 8 to a point, said point being the northwest corner of
Lot 1, Block 8, continuing northeasterly across Avenue F along the east line
of said alley to the southwest corner of Lot 8, Block 5, continuing
northeasterly to the northwest corner of Lot 1, Block 5 and crossing Avenue
E to a point, said point being the southwest corner of Lot 8, Block 4, West
Floral Heights Addition;
Thence northwesterly 170 feet along the north right-of-way line of Avenue E
to a point, said point being the southwest corner of Lot 9, Block 4;
Thence northeasterly along the east right-of-way line of Garfield Street to
the northwest corner of Lot 15, Block 4, continuing northeasterly across
Tenth Street to a point, said point being in the north right-of-way line of
Tenth Street and also being in the south line of Lot 11, Block 1;
Thence west following the north right-of-way line of Tenth Street to a point,
said point being the southwest corner of Lot 9, Block 1;
Thence north along the east right-of-way line of Garfield Street to the
northwest corner of Lot 9, Block 1;

Thence east along the south line of a 20 foot east -west alley to the
northeast corner of Lot 16, Block 1, crossing Hayes Street and continuing in
Block 31 along the south line of said alley to a point, said point being the
northeast corner of Lot 16, Block 31, crossing Tilden Street and continuing
in Block 30 along the south line of said alley to a point, said point being the
northeast corner of combined Lot 9 and 10, Block 30;
Thence southerly 150 feet along the east line of Lot 10, Block 30 to a point,
said point being the southeast corner of said lot;
Thence easterly along the north right-of-way line of Tenth Street in Block
30, crossing Grant Street and continuing in Block 27 to a point, said point
being the southwest corner of Lot 12, Block 27;
Thence northerly 150 feet to the northwest corner of Lot 12, Block 27 to a
point, said point being in the south line of a 20 -foot east -west alley;
Thence easterly along the south line of said alley to a point, said point being
the northeast corner of Lot 16, Block 27;
Thence southerly along the west right-of-way line of Buchanan Street to a
point, said point being the southeast corner of Lot 16, Block 27, continuing
south to a point in the south right-of-way line of Tenth Street;
Thence easterly along the south right-of-way line of Tenth Street to a point,
said point being the northwest corner of Lot 11, Block 41 and also the place
of beginning."
SECTION 2. Article III, Division 1, Section 62-66(b) of the Code of Ordinances
allows any owner whose property is included in an application for historic district
designation to remove such property from consideration by the City Council, by filing a
written notice with the Community Development Department at least one day prior to the
date of the City Council meeting at which such application will be heard.
The following property owners have filed a written notice with the Community
Development Department requesting removal from inclusion in the West Floral Heights
Historic District:

In the event any of the above referenced properties are thereafter sold or
conveyed to another party, the property shall immediately be included in the West Floral
Heights Historic District and shall comply with all the requirements of the District.
SECTION 3. It is hereby officially found and determined that the meeting at which
this ordinance was passed was open to the public as required by law.
