Min 03/03/2015 CITY COUNCIL MINUTES March 3, 2015 Page 1 CITY COUNCIL MINUTES Wichita Falls, Texas Memorial Auditorium Building March 3, 2015 Item 1 - Call to Order The City Council of the City of Wichita Falls, Texas met in regular session on the above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with the following members present. Glenn Barham - Mayor Tim Ingle - Councilors Ben Hoover - Annetta Dotson - Brian Hooker - Michael Smith - Tom Quintero - Darron Leiker - City Manager Kinley Hegglund - City Attorney Tracy Norr - City Clerk Mayor Barham called the meeting to order at 8:30 a.m. - - - - - - - - Item 2a - Invocation Pastor Rod Payne, First Baptist Church, gave the invocation. - - - - - - - - Item 2b - Pledge of Allegiance Mayor Barham led the Pledge of Allegiance. - - - - - - - - Item 3a -Employee of the Month 8:31:58 AM Fire Chief Jon Reese recognized Fire Captain Nick Hillner as the Employee of the Month. Moved by Councilor Smith that the Consent Agenda be approved. Motion seconded by Councilor Ingle and carried by the following vote: Ayes: Mayor Barham, Councilors Hoover, Dotson, Hooker, Smith, Quintero, and Ingle. Nays: None Item 5 - Approval of Minutes of the February 17, 2015 Regular Meeting of the Mayor and City Council Item 6a – Resolution #24-2015 RESOLUTION NO. 24-2015 Resolution Authorizing the City Manager to Execute the Wichita Falls Transit System Title VI Civil Rights Program to Meet Grant Assurances Required by the Federal Transit Administration Item 6b – Resolution #25-2015 RESOLUTION NO. 25-2015 Resolution Authorizing the City Manager to Execute an Interlocal Agreement with Brazos County, Texas for the Purchase of Certain Supplies, Equipment and Services Item 7a –Receive Minutes Minutes of the following boards and commissions were received: (a) Animal Shelter Advisory Committee, November 14, 2014 (b) Traffic Safety Commission, January 7, 2015 - - - - - - - - CITY COUNCIL MINUTES March 3, 2015 Page 3 Item 8a –Ordinance No. 10-2015 8:36:28 AM ORDINANCE NO. 10-2015 Ordinance Amending Ordinance No. 06-2015 Declaring Certain Structures as Dangerous by Allowing the Property Owner Additional Time to Rehabilitate 409 A Jalonick Street Moved by Councilor Dotson that Ordinance No. 10-2015 be passed. Motion seconded by Councilor Ingle. Josie Rose, 608 Wood Street, asked for time to rehabilitate the structure. The motion carried by the following vote: Ayes: Mayor Barham, Councilors Dotson, Ingle, Hooker, Smith, Quintero, and Hoover. Nays: None - - - - - - - - Item 8b –Ordinance No. 11-2015 8:41:05 AM ORDINANCE NO. 11-2015 Ordinance Amending Ordinance #09-2015, Which Authorizes a General and a Special Election to be Held on May 9, 2015, by Adding Temporary Early Voting Locations and Establishing Regular Business Hours of the City Clerk's Office on the Final Two Days of Early Voting by Personal Appearance Moved by Councilor Ingle that Ordinance No. 11-2015 be passed. Motion seconded by Councilor Hoover and carried by the following vote: Ayes: Mayor Barham, Councilors Dotson, Ingle, Hooker, Smith, Quintero, and Hoover. Nays: None - - - - - - - - Item 9c – Resolution #28-2015 8:50:42 AM RESOLUTION NO. 28-2015 Resolution Awarding Bid and Contract for the 2015 Wayfinding Water Tank Logo Project to Williams Painting and Sandblasting, Inc. in the Amount of $76,330.00 Moved by Councilor Hoover that Resolution No. 28-2015 be passed. Motion seconded by Councilor Dotson and carried by the following vote: Ayes: Mayor Barham, Councilors Dotson, Ingle, Hooker, Smith, Quintero, and Hoover. Nays: None - - - - - - - - Item 9d – Resolution #29-2015 8:51:31 AM RESOLUTION NO. 29-2015 Resolution Awarding Bid and Contract for the 2015 Concrete Street Rehabilitation Project to Freeman Paving LLC in the Amount of $817,960.00 Moved by Councilor Ingle that Resolution No. 29-2015 be passed. Motion seconded by Councilor Dotson and carried by the following vote: Ayes: Mayor Barham, Councilors Dotson, Ingle, Hooker, Smith, Quintero, and Hoover. Nays: None - - - - - - - - Item 9f – Resolution #31-2015 8:55:21 AM RESOLUTION NO. 31-2015 Resolution Authorizing the City Manager to Execute an Agreement with Good To Go Gourmet, a Sole Proprietorship, at Wichita Falls Regional Airport for Food, Beverage and Gift Shop Concessions at Wichita Falls Regional Airport Moved by Councilor Dotson that Resolution No. 31-2015 be passed. Motion seconded by Councilor Hooker. Sally Harlow said the business will be named Gourmet on the Fly. She said the business will initially be open every day, but she would like to determine the regular hours after a month so she can determine the trends. The motion carried by the following vote: Ayes: Mayor Barham, Councilors Dotson, Ingle, Hooker, Smith, Quintero, and Hoover. Nays: None - - - - - - - - CITY COUNCIL MINUTES March 3, 2015 Page 6 Item 9g – Resolution #32-2015 9:02:27 AM RESOLUTION NO. 32-2015 Resolution Authorizing the City Manager to Execute a Professional Services Agreement with Garver LLC for Engineering Services in Conjunction with Taxiway C Reconstruction at Wichita Falls Regional Airport, in an Estimated Amount of $261,600.00 Moved by Councilor Ingle that Resolution No. 32-2015 be passed. Motion seconded by Councilor Smith and carried by the following vote: Ayes: Mayor Barham, Councilors Dotson, Ingle, Hooker, Smith, Quintero, and Hoover. Nays: None - - - - - - - - Item 10a – Staff Reports 9:07:59 AM There were no staff reports. - - - - - - - - Item 10b – Discussion of Items of Concern to Members of the City Council 9:08:06 AM The following items of concern from members of the City Council were presented: Councilor Hoover reminded people to be careful in the inclement winter weather. Councilor Ingle complimented the street crews for their work during the recent icy weather. He also thanked the City Clerk for working with the school board on the election issues. He asked if anyone has used the outside door access for the military appreciation suite at the airport. Mr. Burrus said the protocol has not been set up for it yet. Mr. Burrus added that the city cleans the suite but the Daughters of the American Revolution are in charge of the amenities. He also said there would be some changes to configuration for the restaurant business. Councilor Quintero wished the candidates good luck for the upcoming election. He said he would be working with the officials for burn permits for areas in District 5. - - - - - - - - Item 11 – Executive Session City Council went into Executive Session at 9:12:57 AM in accordance with Texas Government Code §551.072. City Council reconvened at 10:03:07 AM.
