Item 1 - Call to Order
The City Council of the City of Wichita Falls, Texas met in regular session on the above
date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with the
following members present.

Item 3a -Employee of the Month

Fire Chief Jon Reese recognized Fire Captain Nick Hillner as the Employee of the
Month. Mayor Barham presented a plaque, a letter of appreciation, restaurant tickets, and a
check to Mr. Hillner and thanked him for his service.

Motion seconded by Councilor Ingle.
Josie Rose, 608 Wood Street, asked for time to rehabilitate the structure.

Motion seconded by Councilor Hooker.
Sally Harlow said the business will be named Gourmet on the Fly. She said the
business will initially be open every day, but she would like to determine the regular hours after
a month so she can determine the trends.
The motion carried by the following vote:

Resolution Authorizing the City Manager to Execute a Professional Services
Agreement with Garver LLC for Engineering Services in Conjunction with Taxiway
C Reconstruction at Wichita Falls Regional Airport, in an Estimated Amount of
$261,600.00
Moved by Councilor Ingle that Resolution No. 32-2015 be passed.
Motion seconded by Councilor Smith and carried by the following vote:

Item 10b – Discussion of Items of Concern to Members of the City Council

The following items of concern from members of the City Council were presented:
Councilor Hoover reminded people to be careful in the inclement winter weather.
Councilor Ingle complimented the street crews for their work during the recent icy weather.
He also thanked the City Clerk for working with the school board on the election issues. He asked if
anyone has used the outside door access for the military appreciation suite at the airport. Mr. Burrus
said the protocol has not been set up for it yet. Mr. Burrus added that the city cleans the suite but
the Daughters of the American Revolution are in charge of the amenities. He also said there would
be some changes to configuration for the restaurant business.
Councilor Quintero wished the candidates good luck for the upcoming election. He said he
would be working with the officials for burn permits for areas in District 5.

Item 11 – Executive Session
City Council went into Executive Session at 9:12:57 AM in accordance with Texas
Government Code §551.072.
City Council reconvened at 10:03:07 AM.
