Resolution authorizing the City Manager to execute an agreement
with SLA Architects, in an amount not to exceed $70,000 for the
design and construction oversight of the adoption addition of the
City of Wichita Falls Animal Services Center
WHEREAS, the City of Wichita Falls wishes to undertake construction of a new
adoption wing at the Animal Services Center; and,
WHEREAS, SLA Architects has submitted a design fee proposal to complete
basic architectural services as well as civil, structural, mechanical, plumbing, electrical
and fire protection engineering services for the project; and,
WHEREAS, SLA Architects completed the original architectural work on the
Animal Services Center and is familiar with construction of the facility.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
The attached agreement with SLA Architects for design and construction
oversight services of the Wichita Falls Animal Services Center Addition is hereby
approved, and the City Manager is authorized to sign.

Mr. Leiker,
Thank you for your time and consideration of SLA Architects for the Kennel Addition to the WFASC.
It is our goal to provide YOU with a well designed and functional facility meeting your budget and
time requirements, and in addition, to continuing Our relationship with the City and Public Health
Depaftrnent.
Below, we have provided brief summaries of 1) the project, 2) our scope of service, and 3) our
compensation along with other t-niscelloneous costs.
1, PROJECT DESCRIPTION
It is our understanding that the project Fill be located at the existing WFASC facility at Hatton
Rd. In Wichita Falls,Texas.
Utilizing the program information previOUsly discussed, we anticipate the new Addition will
be approximately 2,000 square feet with approximately 18 new kennels and will include
associated site work necessary to comply with regulatory requirernents.
2. SCOPE OF SERVICE
We will provide basic architectural services as well as civil (not including storm water
detention), structural, mechanical, plumbing, electrical, and fire protection engineering
services for the project,including construction observation required by State Law.
3. COMPENSATION
1. Basic Architectural Service:
We propose to perform the services SLIM maCized above for a lump sum fee of $60,000.00 to
be invoiced in proportion to the work completed for the design phases outlined below,with
the total of charges for each part of the work not to exceed the following amounts:

Phases of work of the total AE fee:
Schematic Design (SID) 15% = $ 9,000
Design Development (DD) 20% $12,000
Construction Documents (CD) 40% $24,000
13[ciding/Negoti,ation (13D) 05% $ 3,000
Construction Administration (CA) 20% $12,000 (see caveat)
Total 100% $60,000
"Caveat: The fixed fee for CA services will be invoiced monthly in proportion to the work
COM[Dlete. As an alternative to a fixed fee for CA services we could provide this service
based on an hourly fee with no cap. This could result in some savings during construction,
but it could just as easily exceed the fixed amount above resulting in higher fees.
2. Storm Water Detention Design Service:
At this time it appears that the existing storm water detention facilities will need to be
enlarged to accommodate the now construction. The design fee for this service will be an
additional sum of$10,000.00 and vill be invoiced similar to the architectural design services
above.
If during the course of preliminary design discussions with the City Engineering Department it
is determined that the facilities are sufficient without the additional design effort,this fee will
be credited back to the City.
3. Additional Miscellaneous Anticipated Fees:
Texas Accessibility Standards Fees(TAS) $ 775 (TDLR)
Printing $ 1,000 (SLA/Hudson's)
Total $ 1,775
4. Additional Service (when requested)
Will be provided either on a negotiated lump sum fee or on an hourly basis,using the
following hourly rates:
Sr.Partner/Architect, $150.00 per hour
Jr. Partner/Architect 120.00 per hour
Sr. Engineer 140.00 per hour
Engineer 135.00 per hour
E.I.T. 85.00 per hour
Intern 2/CADD 70,00 per hour
Interior Designer 55.00 per hour
Clerical 45.00 per hour
