Item 1 - Call to Order
The City Council of the City of Wic hita Falls, Texas met in regular session on the above
date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with
the following members present.

Item 2a - Invocation
Pastor Mark Graham, Overcoming Word Praise Center, gave the invocation.

Mayor Barham led in the Pledge of Allegiance.

Item 3a – Proclamation – Crime Stoppers Awareness Month

Mayor Barham proclaimed January 2015 as Crime Stoppers Awareness Month in
Wichita Falls and recognized Joseph Robeson who is the Crime Stoppers coordinator. He
urged citizens to recognize crime stoppers in raising awareness of and defense against crime.

Mr. Robeson said since the program began in 1981, they have seized millions of dollars’
worth of narcotics and stolen property. The goal is to pay out over $1 million in rewards this
year. Mayor Barham noted that all the reward money is private money.

Item 3b – Proclamation – Earned Income Tax Credit Awareness Day

Mayor Barham read a proclamation establishing January 30, 2015 as National Earned
Income Tax Credit Awareness Day in Wichita Falls and encouraged citizens to educate
themselves on the earned income tax credit as well as the United Way income tax service.

Item 3c – Proclamation – Americorps NCCC (N ational Civilian Community Corps)

Mayor Barham recognized the volunteers present who come from all over the country to
help with tax preparation. He then proclaimed January 30, 2015 as Americorps NCCC day in
Wichita Falls. He urged everyone to salute the volunteer team for this work.

Item 4 - Comments from the Public to Members of the City Council Concerning Items
That Are Not on the City Council Agenda.
David Brock, 320 Hilltop, gave a handout to Police Chief Borrego and to City
Attorney Hegglund. He said there is an on-going problem with a tenant who r efuses to
leave the property. He said the police officers don’t understand the law. He said the
Texas Property Code is easy to read and easy to understand. He discussed the problem
he has on four lots. He said the police officers take the side of the tenant and also
harass him as he is taking care of business on the other property. He said he has been
physically assaulted by relatives of the tenant. He asked that the police officers follow
the law as written in the property code and also that new recr uits be given a
comprehensive test.
Chief Borrego said the department has spent a lot of time and resources on the
problem. It is a civil issue and has gone to civil court. There is not a lot the department
can do.

Item 7 – Staff Reports

(a) Russell Schreiber, Public Works Director, and Gary Walker, SOAR, reported on
the cloud seeding project. Mr. Schreiber said the cloud seeding program began about a year
ago. Gary Walker, 504 4th Street, Plains, Texas, said the program was successful. He
reviewed the U.S. Drought Monitor, noting this is the 5th consecutive year of the drought. He
reviewed the rainfall for the past four years. He said the most likely time for beneficial seeding
is around May 20 and during thunder storm activity. He showed the seeding locations for the
watershed and said there were 410 flares used on 38 missions. He showed a radar evaluation
done, showing the total increase in rainfall equates to 391,250 acre-feet of water over the target
area, a 4.2% increase in precipitation. Mr. Walker reviewed the conservative cost benefit
analysis and said the benefit is $1.58 for each $1 spent. He recommended the cloud seeding
program start in April 1 and continue through August 31 if the council decides to proceed for
another year.
Discussion was held about the shared costs. Mr. Walker said a discount could be given
if the program continues. Mr. Schreiber said information would be prepared for the council
workshop for further discussion. Mr. Leiker noted that this year no seeding was done in July,
which was an unusually wet month. Mr. Walker said there is flexibility for the terms of the
contract. Mr. Walker also reviewed the method for the evaluations done by Dr. Ruis of Texas
Tech. He said Dr. Ruis is a PhD in the Wind/Energy section.

(b) Russell Schreiber, Public Works Director, said the lakes were at 97.2 percent
capacity in October 2010 and the state water study said Wichita Falls should not need water until
2060. However, the drought of record began in 2011. A new water study was needed.
Simone Kiel of Freese and Nichols presented information regarding the long term water
study. She said the long-range plan is looking forward about 50 or more years and answers how
much water we have, how much we need, and how we will meet our future needs. She reviewed the
impact of the 2011 drought, the existing water supply evaluation, the reservoir yield evaluation, and
the projected available water through an estimated 2016 end of drought. She reviewed water
demand projections based on the amounts needed for wholesale customers, population growth, and

safety factors, noting a projected shortage of 13.8 mgd to 19.1 mgd. Twenty-two strategies for future
water needs were evaluation based on water quantity, quality, reliability, costs, regulatory
requirements, impacts, time to implement, development obstacles, supply independence and
competition for water. Ms. Kiel reviewed the strategies of indirect reuse, local groundwater, Wichita
River water, conjunctive use, Lake Ringgold, Lake Bridgeport, Lake Texoma, Wilbarger County
gr oundwater supply, and Donley and Gray County groundwater . The supply, time to implement,
capital costs, unit costs, and issues were reviewed for each strategy. She said conservation and
indirect reuse are the best short term options. Kerry Maroney said Oklahoma groundwater was
considered. He said there are water quality and legal issues, and long-term contracting options are
questionable. Ms. Kiel reviewed different scenarios using combinations of the strategies.
The recommendation was to continue developing the indirect reuse, initiate permitting for
Wichita River and Ringgold projects, and continue negotiations on local groundwater. She also
recommended continue to explore immediate drought response by extended use of direct potable
reuse and a brackish groundwater study. Other recommendations include continuing to monitor
available supplies for short-term strategies, reviewing current wholesale contracts, considering a
comprehensive joint operations plan for Lake Kemp with WCWID #2, and making app ropriate
adjustments to this water supply plan as more information becomes available.
Councilor Smith asked about ideas for further water conservation. Ms. Kiel said drought
management is being done, and when the drought ends some of the drought practic es will continue
through lifestyle changes. She said there are some other options for water conservation that could
be considered. Mayor Barham thanked Ms. Kiel for the report.
Darron Leiker said no firm recommendations are being presented by staff beca use of the
amount of information in the report. There will be discussion on the strategies at the planning
workshop.

Item 7b – Items of Concern to Members of the City Council

Members of the City Council presented the following matters:
Councilor Dotson asked if mobile trucks could be used for selling desserts. Lou Kreidler said
a mobile food truck for selling desserts is allowed as long as the mobile food truck is permitted and
the food comes from an approved source.
Councilor Ingle thanked Ms. Kiel and Mr. Maroney for the report. He said he has a neighbor
who fished at the bridge on 281 and Lake Arrowhead and reported there is a dirt buildup at the
bridge. Mr. Schreiber said it is silt and there is no need to dredge at this time.
Councilor Hoover added his thanks for the water plan presentation. He said continuation of
the direct potable reuse project also needs to be considered.

Item 8 – Executive Session
City Council went into Executive Session at 10:44:14 AM in accordance with Texas
Government Code §551.072.
City Council reconvened at 11:25:18 AM. Mayor Barham announced that no polls or
votes were taken during Executive Session.
