Glenn Barham - Ma yor Ben Hoover - Councilors Annetta Dotson - Michael Smith - Tim Ingle - Tom Quintero - Brian Hooker - Absent Darron Leiker - City Manager Kinley Hegglund - City Attorney Tracy Norr - City Clerk - - - - - - - - Mayor Barham called the meeting to order at 8:31:47 AM. - - - - - - - - Item 2a - Invocation Councilor Dotson gave the invocation. - - - - - - - - Item 2b - Pledge of Allegiance Mayor Barham led in the Pledge of Allegiance. - - - - - - - - Item 3a – Proclamation – Recognition of Mary Ward’s Contribution to Christmas in Action and Dedication of Their Building in Her Honor 8:32:52 AM Mayor Barham recognized Mary Ward’s contribution to the Christmas in Action program and the dedication of their building in her honor. He read a proclamation establishing December 7, 2014 as Mary Ward Christmas in Action Day in Wichita Falls. He urged citizens to ad opt Mrs. Ward’s attitude in helping others. - - - - - - - - CITY COUNCIL MINUTES December 16, 2014 Page 2 Item 3b – Presentation of Check from Wichita Falls Citizens Police Academy Alumni for Police Canine 8:36:51 AM Blake Haney presented a check for $4,500 to pay for the new canine dog. Chief Borrego said the alumni association comes from attending the police academy and have been big supporters for the police department. - - - - - - - - Item 4 - Comments from the Public to Members of the City Council Concerning Items That Are Not on the City Council Agenda. There were no comments given. - - - - - - - - Item 5 – 7b – Consent Items 8:39:59 AM City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda. Moved by Councilor Smith that the Consent Agenda be approved. Motion seconded by Councilor Ingle and carried by the following vote: Ayes: Mayor Barham, Councilors Hoover, Dotson, Smith, Ingle, and Quintero. Nays: None Item 5 - Approval of Minutes of the December 2, 2014 Regular Meeting of the Mayor and City Council Item 6a - Resolution #139-2014 Resolution No. 139-2014 Resolution authorizing the City Manager to make application with the Texas Department of Transportation (T xDOT) for a Comprehensive Selective Traffic Enforcement Program (STEP) Grant for fiscal year 2016 Item 7a-b – Receive Minutes Minutes of the following boards and commissions were received: (a) Planning and Zoning Commission, October 8, 2014 (b) Wichita Falls Economic Development Corporation, October 21, 2014 - - - - - - - - CITY COUNCIL MINUTES December 16, 2014 Page 3 Item 8a – Ordinance # 60-2014 8:40:49 AM Ordinance No. 60-2014 Ordinance Amending the 2013-14 Budget in Various Funds as Part of the 2013-14 Fiscal Year End Closing Process Moved by Councilor Ingle that Ordinance No. 60-2014 be passed. Nays: None - - - - - - - - Item 9b – Resolution # 141-2014 8:50:29 AM Resolution No. 141-2014 Resolution Awarding Bid and Contract for the Washington Street Sanitary Sewer Improvements Project in the Amount of $56,600.00 Moved by Councilor Ingle that Resolution No. 141-2014 be passed. Motion seconded by Councilor Hoover and carried by the following vote: Ayes: Mayor Barham, Councilors Hoover, Dotson, Quintero, Ingle, and Smith. Motion seconded by Councilor Quintero and carried by the following vote: Ayes: Mayor Barham, Councilors Hoover, Dotson, Quintero, Ingle, and Smith. Nays: None - - - - - - - - Item 9d – Resolution # 143-2014 8:57:39 AM Resolution No. 143-2014 Resolution Authorizing Award of Bid for the Purchase of Two ¾- Ton, Diesel Pickups from the Low Bidder, Caldwell Country, in the Amount of $57,354.00; or to the Local Bidder, Wichita Falls Ford Lincoln, Inc., in the Amount of $57,923.56 Moved by Councilor Smith that Resolution No. 129-2014 be passed. Motion seconded by Councilor Dotson and carried by the following vote: Charles Fancher, the representative from the local bidder, said they have been within one percent of the low bidder for the past year. He asked that the council keep the money local. He said Wichita Falls Ford sells about 800 new vehicles in Wichita Falls each year. June Ohara, 4113 Aspen, asked why the city is not buying 2014 vehicles instead 2015 vehicles to save money. Mr. Fancher replied that the 2014 vehicles are out of production. The factory will not build the 2014 model, and it would not be possible to find the vehicles. Moved by Councilor Hoover to amend the resolution to purchase the vehicles from the local bidder, Wichita Falls Ford Lincoln, Inc. Amendment seconded by Councilor Quintero and carried by the following vote: Ayes: Mayor Barham, Councilors Hoover, Dotson, Quintero, Ingle, and Smith. Nays: None - - - - - - - - CITY COUNCIL MINUTES December 16, 2014 Page 5 Item 9e – Resolution # 144-2014 9:04:34 AM Resolution No. 144-2014 Resolution Authorizing Award of Bid for the Purchase of One ¾-Ton, 4-Door Crew Cab Pickup from Pruitt Ford in the Amount of $22,027.75; and Award of Bid for the Purchase of Four ¾-Ton Regular Cab Pickups from the Low Bidder, Caldwell Country, in the Amount of $82,352.00, or to the Local Bidder, Wichita Falls Ford Lincoln, Inc. in the Amount of $83,527.20 Moved by Councilor Smith that Resolution No. 144-2014 be passed with the bid to be awarded to Pruitt Ford and to the local bidder, Wichita Falls Ford Lincoln, Inc. Motion seconded by Councilor Dotson and carried by the following vote: Ayes: Mayor Barham, Councilors Hoover, Dotson, Quintero, Ingle, and Smith. Nays: None - - - - - - - - Item 9f – Resolution # 145-2014 9:06:36 AM Resolution No. 145-2014 Resolution Authorizing Award of Bid for the Purchase of Nine Police Patrol Utility Vehicles from the Low Bidder Caldwell Country, in the Amount of $242,910.00 or to the Local Bidder Wichita Falls Ford Lincoln, Inc. in the Amount of $248,240.16 Moved by Councilor Ingle that Resolution No. 145-2014 be passed with the bid to be awarded to the local bidder, Wichita Falls Ford Lincoln, Inc. Motion seconded by Councilor Quintero and carried by the following vote: Ayes: Mayor Barham, Councilors Hoover, Dotson, Quintero, Ingle, and Smith. Nays: None - - - - - - - - Item 9g – Resolution # 146-2014 9:08:32 AM Resolution No. 146-2014 Resolution Authorizing Engineering, Design, Equipment, Labor and Installation of New Tennis Center Lighting at Weeks and Hamilton Tennis Centers through the Buy Board Cooperative Purchasing Program from Musco Sports Lighting, in the Amount of $629,211.00 Moved by Councilor Ingle that Resolution No. 146-2014 be passed. Nays: None - - - - - - - - Item 9h – Resolution # 147-2014 9:12:21 AM Resolution No. 147-2014 Resolution Approving the Transfer of Various Aged Receivable Accounts to Dormant Status as Part of the City’s Fiscal Year End Closing Process and Authorize Collection Activities Thereon Moved by Councilor Ingle that Resolution No. 147-2014 be passed. Motion seconded by Councilor Dotson and carried by the following vote: Ayes: Mayor Barham, Councilors Hoover, Dotson, Quintero, Ingle, and Smith. Nays: None - - - - - - - - Item 10a – Staff Reports There were no staff reports. - - - - - - - - Item 10b – Items of Concern to Members of the City Council 9:21:15 AM Members of the City Council presented the following matters: Councilor Dotson wished a Merry Christmas and Happy New Year to the citizens. She reminded people not to drink and drive. Councilor Ingle added his holiday wishes. He said he is happy with the 4B action to repair the street intersection and the tennis court lights. Councilor Smith reminded everyone that the new airport terminal as many new facilities. He invited people to tour the airport and the museum display of “Jenny to Jet.” He added his holiday wishes. Councilor Hoover added this holiday wishes. He said he is looking for the strategic planning process that will start in January or February. Councilor Quintero asked if there will be anything set up at the airport for airmen who are traveling. John Burrus said the Daughters of the American Revolution are coordinating an CITY COUNCIL MINUTES December 16, 2014 Page 7 appreciation center for military members at the airport. Councilor Quintero also reminded people to reach out to those who are in need during the holiday season. - - - - - - - - Item 11 – Executive Session City Council went into Executive Session at 9:27:53 AM in accordance with Texas Government Code §551.074, and §551.087. City Council reconvened at 10:44:55 AM. Mayor Barham announced that no polls or votes were taken during Executive Session. - - - - - - - - Item 12 – Appointment to the Wichita County – City of Wichita Falls Hospital Board 9:26:33 AM Moved by Mayor Barham to appoint to Troy Farris to an unexpired term which expires on July 1, 2015. Motion seconded by Councilor Hoover and carried by the following vote: Ayes: Mayor Barham, Councilors Hoover, Dotson, Quintero, Ingle, and Smith. Nays: None - - - - - - - - Item 13 – Appointment to the Wichita Falls Housing Authority 9:27:20 AM Mayor Barham announced that he had appointed Jennifer Carr to an unexpired term on the Wichita Falls Housing Authority Board, with term to expire July 1, 2015. - - - - - - - - Item 14 - Adjourn City Council adjourned at 10:45:01 AM.
