Item 1 - Call to Order
The City Council of the City of Wichita Falls, Texas met in regular session on the above
date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with
the following members present.

Item 3a – Proclamation – Skip McBride Week

Mayor Barham recognized Skip McBride upon his retirement from KFDX by proclaiming
November 17-24, 2014 as Skip McBride Week in Wichita Falls. Mayor Barham recognized Mr.
McBride’s military service as well as his 31 years as a weatherman.

Resolution Approving the Programs and Expenditures of the Wichita Falls
Economic Development Corporation (WFEDC) and Amending the Budget to
Include Up to $1,200,000 for the Alcoa Power and Production – Wichita Falls
Naturally Engineered Water Treatment (NEWT) System Project
Moved by Councilor Ingle that Resolution No. 126-2014 be passed.

Resolution Authorizing the Fire Chief to Apply for Funds through the
Assistance to Firefighters Grant (AFG), Department of Homeland Security
(FEMA), in the Amount of $1.383 Million Dollars

Resolution Appointing Ms. Katrena Mitchell of the Animal Services Division
of the Wichita Falls-Wichita County Public Health District to Act as the
Local Rabies Control Authority for the City of Wichita Falls

Item 8a – Staff Reports
Convention and Visitors Bureau

Lyndsey Greer gave an update on events at the Convention and Visitors Bureau. She listed
events that have been held, those that are scheduled, and those that are under negotiations or bid.
She said there has been an increase in events from last year and 2015 looks better, noting there are
more conventions but they are smaller due to the hotel situation. She said they are still working with
the Sports Alliance to bring in sporting events.
Falls Bridge and By-Pass Trail

Jack Murphy discussed the replacement of the Falls Bridge and By-Pass Trail project. He
said funds are available to replace the bridge. He discussed reasons for the bridge replacement,
including vehicle access and ADA requirements. He also discussed improvements to University
Kiwanis Park playground and the prairie dog exhibit. He listed the source of funding as coming from
the RV Park, the Falls Fest, and the Kiwanis Park Donations.

Item 8b – Items of Concern to Members of the City Council

Members of the City Council presented the following matters:
Councilor Quintero suggested inviting Sheppard Air Force servicemen to Thanksgiving dinner
if possible. He also suggested visiting with neighbors and families during the holiday season and
forgiving past slights.
Councilor Ingle asked about the 4A budget, particularly the unencumbered funds. He was
told it shows in the budget. Councilor Ingle also reviewed his notes from the last meeting about the

reasons for establishing drought restrictions such as not knowing the future, not knowing if the reuse
project would be acceptable, and not having the Freese and Nichols report on drought survival
chances. He said the paradigm has shifted and he feels the restrictions should be reviewed and
changed. He noted that the reuse project has brought new life to water projections, there is a
possibility of adding Lake Kemp as source, we have met the goal of using less than 14 million gallons
per day, the PP&G pipeline is almost complete, and the Alcoa project will save water. He discussed
car washes and said he felt they should be allowed to operate without the 20% restriction. He asked
the council to consider his comments.
Councilor Smith noted police department statistics and thanked them for their busy efforts,
particularly during the recent snow and ice event. He also recognized the work of the firefighters in
dealing with the emergencies during the cold weather.
Councilor Hoover agreed it is fair to reconsider the drought restrictions. He asked what the
plans are for the old car rental location at the airport. Darron Leiker said it is private property but the
city is looking at options. Councilor Hoover also asked for the phone number to call in case of water
main breaks. He was given the number for water distribution.
Mayor Barham wished everyone a Happy Thanksgiving. He urged everyone to be safe if
traveling.
