Item 1 - Call to Order
The City Council of the City of Wichita Falls, Texas met in regular session on the above
date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with the
following members present.

Item 2a - Invocation
Reverend David Sapata, Disabled American Veterans, Texas Chapter 41, gave the
invocation.

Item 2b - Pledge of Allegiance
The Disabled American Veterans, Texas Chapter 41, led the Pledge of Allegiance.

Item 3a – Proclamation – National Hospice and Palliative Care Day
Mayor Barham read a proclamation establishing November 4, 2014 as National Hospice
and Palliative Care Day. He encouraged citizens to increase their understanding abo ut end-of-
life care. He also applauded those who provide hospice and palliative care.
Libby Hastings and Shelby Crabtree expressed their thanks and invited participation at a
community event discussion abo ut end-of -life planning and care choices.

Item 3b – Proclamation – American Diabetes Month to Help Stop Diabetes
Mayor Barham read a proclamation establishing November 2014 as National Diabetes
Month in Wichita Falls and encouraged participation in the walk-run for diabetes research.

Item 3c – Proclamation – Johanne Edwards, Volunteer Services to Fifty Plus Zone
Mayor Barham presented a proclamation naming November 4, 2014 as Johanne
Edwards Day in Wichita Falls and recognizing more than eleven years of volunteer services to
the Fifty Plus Zone as well as service to our country.

Item 3d -Employee of the Month
Kevin Hugman recognized John Campbell, Lake Lot Coordinator, as the Employee of
the Month. Mayor Barham presented a plaque, a letter of appreciation, restaurant tickets, and a
check to Mr. Campbell and thanked him for his service.

Item 4- Comments from the Public to Members of the City Council Concerning Items That
Are Not on the City Council Agenda.
Marion Stade, 4801 Greenbriar, said a consent agenda item was approved at the last
meeting. She said she understands the purpose of the government for water and roads. She
said the hotel and motel tax should be used for roads instead of non-profit organizations. Mayor
Barham said a council committee directs where those funds are spent. It is part of the budget
process. That is why it was on the consent agenda. Councilmember Quintero said he believes
government should fund some of these activities so some people have the opportunity to
participate. Kevin Hugman added that some of the organizations are funded through
community development block grant funds, not hotel/motel taxes.

Item 5 – 7e– Consent Items
City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda.
Moved by Councilor Ingle that the Consent Agenda be approved.

to Purchase Phase III of the Central Services Complex Roofing Project from

Ordinance Adopting and Enacting a New Code for the City of Wichita Falls, Texas;
Providing for the Repeal of Certain Ordinances Not Included Therein; Providing a Penalty
for the Violation Thereof; Providing for the Manner of Amending Such Code; and
Providing When Such Code and this Ordinance Shall Become Effective

Health Services and Authorizing the City Manager to Execute Contract Accepting Same

Councilor Hooker recused himself from this item and left the room.

Moved by Councilor Hooker that Ordinance No. 57-2014 be passed.

Jim Dockery, Assistant City Manager, asked that a motion be made to table this item at this
time.
Moved by Councilor Ingle to table this item until the December 2, 2014 meeting.

Item 9b – Resolution #123-2014
RESOLUTION NO. 123-2014
Resolution Awarding the Bid for Phase 1: Hike & Bike Trail from Seymour Highway to
Lucy Park to Mega Prime Contractors Inc. in the Amount of $1,299,066.86

Item 9c – Resolution #124-2014
RESOLUTION NO. 124-2014
Resolution Approving the Programs and Expenditures of the Wichita Falls Economic
Development Corporation (WFEDC) and Amending the Budget to Include up to $310,364
for the Lone Star Milk Transportation Project and up to $688,500 for the Safety Design
USA, Inc. Project
Moved by Councilor Ingle that Resolution No. 124-2014 be passed.
Motion seconded by Councilor Hoover.
Michael Paris, Wichita Falls Chamber of Commerce, introduced the CEO of Lone Star
Milk Transportation. Felice Baird thanked for consideration of the proposal and said the move
has been contemplated for two years. She said the existing 49 -50 staff members and 200
trucks will be moved to Wichita Falls. Capit al improvements will be made to the building that is
being leased. She said maintenance of the trucks will continue to be done at existing terminals.
She discussed the location of milk pickup and delivery.
Mr. Paris introduced Antonio and Jose To rrent of Safety Design. Mr. Torrent explained
their company’s purpose and the location. Mr. Paris said there will be manufacturing as well as
teams of service.
The motion carried by the following vote:

Item 10a – Staff Council Discussion
Kent LeMasters and Steve Maughan presented the 2014 season report for Castaway
Cove. Mr. LeMasters said the season was challenging due to the severity of the drought. The

park revenues will cover the operating costs and leave a small profit of approximately $1,570.
The amount includes the funding of hauling in water, which cost $78, 640. He highlighted
attendance, revenues, expenses and profit. He discussed marketing strategies and a
management review for the park. He presented potential areas for improvement. He recapped
the surveys done as people enter and exit the park. He said the new aqua loop water ride will
be heavily marketed.

Item 11 – Executive Session
City Council went into Executive Session at 10:52 a.m. in accordance with Texas
Government Code §551.074, and §551.087.
City Council reconvened at 11:13 a.m. Councilor Hoover was not present.
Mayor Barham announced that no polls or votes were taken during Executive Session.

Item 12 – Appointment to the Wichita County/City of Wichita Falls Health District Board
Moved by Councilor Ingle to appoint Dr. Keith Williamson to a term on the Wichita
County/City of Wichita Falls Health District Board to fill an unexpired term and to fill a full term to
expire December 31, 2016.
Motion seconded by Councilor Quintero and carried by the following vote:
Ayes: Mayor Barham, Councilors Quintero, Dotson, Ingle, and Hooker.

Item 9d – Resolution #125-2014

Resolution of the City Council of the City of Wichita Falls, Texas, Appointing a City
Attorney for the City of Wichita Falls
Moved by Councilor Ingle that Resolution No. 125-2014 be passed.
Motion seconded by Councilor Dotson.
Motion by Councilor Hooker to appoint K inley Hegglund as the city attorney.

Item 10b – Discussion of Items of Concern to Members of the City Council
The following items of concern from members of the City Council were presented:
Councilor Ingle said he had calls about his stance on the car wash exemptions to the drought
ordinance. He said he felt when the restrictions were set there were many unknown concerns and
he felt the restrictions were acceptable. However, there has been a paradigm shift with the reuse
project and the increased water rates. There has been an economic boost with new jobs and new
water sources are being contemplated. He said he feels there are reasons to allow the continued
use of car washes and added that other cities are allowing commercial car washes. He would like to
see car wash restrictions removed.
Mayor Barham issued a reminder to vote.
