Traffic Safety Commission Minutes - 09/03/2014d MINUTES OF THE MEETING FOR THE WICHITA FALLS TRAFFIC SAFETY COMMISSION OF Sept 3, 201.4 MEMBERS PRESENT: Laney Oliver Charles Grady Dennis Marquardt Carrie Ann Taylor Mark Beauchamp Stan Horton Scott Vaughn (WFPD) EX- OFFICIO MEMBERS PRESENT: Ben Hoover- Councilor (Excused) GUESTS: MEMBERS ABSENT: Toby Catlin (Unexcused) Darrell Choate (Unexcused) Bill Horton (Excused) Andy Kocher (Excused) Phil Golden (Excuse T.J Herrell TX Dot (Excused) Tim Hertel (Excused) EX- OFFICIO MEMBERS ABSENT (SAFB) Excused Charles Grady called the Sept. 3, 2014 meeting of the Wichita Falls Traffic Safety Commission to order at 1 :30 p.m. The minutes were approved for Aug 2014. The financial report for Sept 2014 was presented by Stan Horton. The balance is S1,522.56. Accident Statistics: WFPD advised the total crashes for July were 241 of which 53 were injury accidents including 0 fatalities. There have been 10 fatalities for 2014. PAGE 1 City Traffic Report Mark Beauchamp discussed the following: 1. Bicycle friendly community project is still in the works. 2. Illumination relocation project on Kemp - moving from center of roadway to roadside. 3. Mark Beauchamp and Laney Oliver represented the TSC in the Back to School Project. Over 750 pieces of educational material were handed out to the children and parents. 4. October involves Walk to School Day. Zundy will be the target school this year due to the population of children walking to this school. 5. Zundy and Scotland Park schools were fine tuned in the safety area at the start of the school year. State Traffic Report No State Report Committee Reports None Unfinished Business: 1. Item 01 -13: Adding a Bicycle /Pedestrian Representative to TSC - a nomination was previously made to accept Caden Burross as a new member to the TSC which passed unanimously. This information was passed on to the City Council. However, Mr. Burros has moved. Therefore, another person will be appointed to this position. Mark Beauchamp advised Brad Altman had expressed an interest in the position. Mark advised he would follow up. 2. 03 -14: Three Foot Traffic Ordinance - this would make drivers of motor vehicles give a bicycle /pedestrian a safe clearance when passing. This is a widely adopted practice for other cities. Mark Beauchamp presented a copy of an ordinance from another city that will be forwarded to the City Attorney for suggested approval by council. Mark also advised 24 states have passed this as law. Assistant City Attorney Peter Scott advised the city's legal department looked over the information presented by the TSC. To date, the Legal Department and the TSC have not reached an agreement on a document to present to City Council.
