Glenn Barham - Mayor Ben Hoover - Councilors Annetta Dotson - Brian Hooker - Michael Smith - Tim Ingle - Tom Quintero - Darron Leiker - City Manager Julia Vasquez - Acting City Attorney Tracy Norr - City Clerk - - - - - - - - Mayor Barham called the meeting to order. - - - - - - - - Item 2a - Invocation Pastor Ron Barnard, Heritage Assembly of God, gave the invocation. - - - - - - - - Item 2b - Pledge of Allegiance Mayor Barham led in the Pledge of Allegiance. - - - - - - - - Item 3a – Employee of the Month Jack Murphy recognized Ruben Paniagua, Parks Department, as the Employee of the Month. Mayor Barham presented a plaque, a letter of appreciation, restaurant tickets, and a check to Mr. Paniagua and thanked him for his service. - - - - - - - - CITY COUNCIL MINUTES October 21, 2014 Page 2 Item 3b – Outstanding Leadership Award Mayor Barham recognized Gary Shores, former chair of the Wichita Falls Economic Development Corporation. He presented a plaque to Mr. Shores and thanked him for the work he has done in bringing new business to the city. - - - - - - - - Item 3c – Proclamation – National Disability Employment Awareness Month and White Cane Day Mayor Barham read a proclamation establishing October 15, 2014 as White Cane Day as part of National Disability Employment Awareness Month. He urged people to accept the blind fold challenge and realize the contribution of disabled citizens. Anita Villalobos thanked the council and city for their recognition. - - - - - - - - Item 3d – Proclamation – Empty Bowls – Empty Bowls Committee Mayor Barham read a proclamation establishing October 21, 2014 as Empty Bowls Day in Wichita Falls and encouraged citizens to applaud the success of the Empty Bowls project and to support the Empty Bowls event. - - - - - - - - Item 3e – Proclamation – National Red Ribbon Week Mayor Barham read a proclamation establishing October 23-31, 2014 as Red Ribbon Week in Wichita Falls and encouraged citizens to participate in drug prevention activities. - - - - - - - - Item 4 - Comments from the Public to Members of the City Council Concerning Items That Are Not on the City Council Agenda. Marion Stade, 4801 Greenbriar, said there is crumbling concrete at MPEC and some is stained. She said concrete is also bad at the new transportation building. - - - - - - - - Item 5 – 7d– Consent Items City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda. Moved by Councilor Smith that the Consent Agenda be approved. Motion seconded by Councilor Dotson. Jim Cadotte, 2609 Cherokee Street, said he appreciates the additional time to find the additional non-potable water resources. He presented data for All Ame rican car wash showing the loss of business and the costs for a different water resource , noting the water is recycled four times. Marion Stade, 4801 Greenbriar, asked if any of the council are business owners and asked if they are okay with their business being allowed to be closed. She said the car wash is being required to spend $100,000 to continue in business. She asked which councilmembers asked for this to be put on the agenda. The motion carried by the following vote: Ayes: Councilors Hoover, Dotson, Hooker, Quintero, Ingle, and Smith. Nays: Mayor Barham - - - - - - - - Item 8b – Ordinance #48-2014 Ordinance No. 48-2014 Ordinance Renaming the Disconnected 175’ Portion of Arthur Street to Avenue E Moved by Councilor Dotson that Ordinance No. 48-2014 be passed. Motion seconded by Councilor Ingle and carried by the following vote: Ayes: Mayor Barham, Councilors Hoover, Dotson, Hooker, Quintero, Ingle, and Smith. Nays: None - - - - - - - - Item 9e – Resolution #120-2014 Resolution No. 120-2014 Resolution Authorizing the Purchase of an Automated Check -in and Sorter System for the Wichita Falls Public Library, through the TXMAS Contract from Alpha Data Corporation in the Amount of $159,650.00 Moved by Councilor Smith that Resolution No. 120-2014 be passed. Nays: None - - - - - - - - Item 10a – Staff Reports – Presentation by Legal Staff Regarding the Decennial Recodification of the City of Wichita Falls Code of Ordinances Julia Vasquez presented information on the updated codification which will be presented for approval at the next meeting. She noted reasons for recodification and major changes that have been made, including removal of penalty provisions where the provision is not different from the general penalty in Section 1-14, removal of fees from the ordinance, and changing state law references to a simpler and more modern format. - - - - - - - - Item 10b – Items of Concern to Members of the City Council Members of the City Council presented the following matters: Councilor Smith said council and staff members had attended the Texas Municipal League conference in Houston. He highlighted some of the sessions that had been offered and attended by representatives. He noted the downtown LED lighting project is finished. He said the local CITY COUNCIL MINUTES October 21, 2014 Page 8 Crimestoppers organization attended the international convention and won several awards for their work. Early voting has begun for the November general election. Councilor Ingle said Barnett Road south of Southwest Parkway seems to be degrading quickly. He also reported a problem that a citizen had with the wheels on his trash bin. He also commented that he believes all restrictions on car washes should be lifted because there are four years’ worth of water left – two years from Lakes Arrowhead and Kickapoo and two years from Lake Kemp. He feels their use of water is insignificant compared to the loss of jobs and tax revenues and water payments. Councilor Dotson asked why there is not a pond in Williams Park. She also thanked staff for the new exercise equipment in the parks. Jack Murphy explained the history of the park and why it is not used.
