Item 1 - Call to Order
The City Council of the City of Wichita Falls, Texas met in special session on the above
date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with the
following members present.
Glenn Barham - Mayor
Tim Ingle - Councilors
Annetta Dotson -
Brian Hooker -
Tom Quintero -
Ben Hoover -
Michael Smith -
Darron Leiker - City Manager
Julia Vasquez - Acting City Attorney
Tracy Norr - City Clerk
Mayor Barham called the meeting to order.

Item 2a - Invocation
Pastor Kile Bateman, Evangel Temple, gave the invocation.

Item 2b - Pledge of Allegiance
Mayor Barham led the Pledge of Allegiance.

Item 3a – Proclamation
Mayor Barham read a proclamation establishing October 5-11, 2014 as National 4-H
Week and urged citizens to commend the 4 -H youth development program.
The representative from 4-H discussed the leadership and programs of th e 4-H.

Mayor Barham noted the council is all wearing pink t -shirts in recognition of Breast
Cancer Awareness month. He thanked the Firefighters Association for their support and noted
the money from the sale of t-shirts goes to the Susan G. Komen association.
Mayor Barham also welcomed a group from Midwestern State University in attendance.
Item 3b – Employee of the Month
Mayor Barham said the employee of the month was unable to attend due to family
concerns and will be recognized next month.

Item 4- Comments from the Public to Members of the City Council Concerning Items That
Are Not on the City Council Agenda.
Marion Stade, 4801 Greenbriar, spoke about art in Albuquerque, New Mexico, along the
freeway. She said our community is in a drought and the plantings at the entrances to the city
are struggling. She suggested having artists paint murals along the freeway.

Item 5 – 7c– Consent Items
City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda.
Moved by Councilor Smith that the Consent Agenda be approved.
Motion seconded by Councilor Hoover and carried by the following vote:
Ayes: Mayor Barham, Councilors Hoover, Dotson, Quintero, Hooker, Smith, and Ingle.

Resolution Approving a Joint Funding Agreement for Water Resources Investigations,
Number 15CMTX039000000, with the U.S. Geological Survey for $76,550.00

ORDINANCE NO. 46-2014
Ordinance Accepting Grant Funds from the U.S. Department of Homeland Security for
the 2014 State Homeland Security Program and Making Budgetary Appropriations in the
Special Revenue Fund in the Amount of $25,643.00
Moved by Councilor Dotson that Ordinance No. 46-2014 be passed.
Motion seconded by Councilor Ingle and carried by the following vote:

RESOLUTION NO. 105-2014
Resolution Authorizing the City Manager to Execute an Engineering Services Agreement
with Freese and Nichols Inc., for the Evaluation and TCEQ Authorization to Integrate
Lake Kemp Raw Water into the Direct Potable Reuse Project for a Total Fee not to Exceed
$85,000
Moved by Councilor Ingle that Resolution No. 105-2014 be passed.
Motion seconded by Councilor Hooker and carried by the following vote:

Resolution Extending the Charge to the Ad Hoc Lake Wichita Study Committee from 18
Months to 36 Months and Changing the Name to the Lake Wichita Revitalization

Moved by Councilor Hooker that Resolution No. 106-2014 be passed.

Resolution Authorizing the City Manager to Execute a Contract with Work Services
Corporation for Services Provided by Vocationally Handicapped Persons, in a Total
Amount not to Exceed $96,200
Moved by Councilor Dotson that Resolution No. 107-2014 be passed.

Resolution Awarding a Proposal for Insurance to The Texas Municipal League
Intergovernmental Risk Pool in the Amount of $141,763.00, with an Option to Renew for

Motion seconded by Councilor Ingle and carried by the following vote:

Resolution Approving the Programs and Expenditures of the Wichita Falls Economic
Development Corporation (WFEDC) Budget for Fiscal Year 2014 -2015

Item 10a – Staff Council Discussion
There were no staff reports.

Item 10b – Discussion of Items of Concern to Members of the City Council
Councilor Ingle asked about efforts to keep the pigeon droppings cleaned up. Mr. Leiker
said some areas are covered with netting but it doesn’t really work. Discussions have been held with
TxDot, but they are not interested in taking any actions. The city will continue to look at options and
costs. Councilor Ingle also complimented the police and fire departments for their response at the
recent helicopter crash.
Mayor Barham said a historic event occurred in the city over the weekend as the Jenny
aircraft was moved from Kickapoo Airport to the regional airport. It is now in the new airport facility
museum.

Item 11 – Executive Session
City Council went into Executive Session at 9:14 a.m. in accordance with Texas
Government Code §551.087.
City Council reconvened at 10:28 a.m.
Mayor Barham announced that no polls or votes were taken during Executive Session.

City Council adjourned at 10:28 a.m.
