I. CALL TO ORDER
The meeting was called to order by Chairperson Metty at 2:00 p.m. Chairperson Metty then
proceeded to make the following comments:
a. This meeting is being broadcast live on Channel 11. It will be replayed at 2:00 p.m.
daily including Saturday and Sunday until the next live meeting is aired which will be the second
Wednesday of next month at 2:00 p.m.
b. Motions made by the Commission members include all staff recommendations and
developmental requirements listed in the staff report. Any deviations will be discussed on a
case-by-case basis and voted on accordingly.
c. Applicants and citizens who wish to address the Commission or answer questions
from the Commission members are asked to please speak into the microphone at the podium.
This meeting is being taped and there is no microphone to record statements made from the
audience.

d. Please silence all cell phone ringers during the meeting. If it is necessary for you to
have a cell phone conversation during the meeting, please use the hallway outside this room.
II. PUBLIC COMMENTS
No one from the audience wished to address the Commission.
III. APPROVAL OF MINUTES
Mr. Kidwell made a motion to approve the minutes of the April 9, 2014 and May 14, 2014
meetings. Mr. Taylor seconded the motion. The minutes were approved with a unanimous
vote.
IV. CONSENT AGENDA
CARPORTS:
1. Case C 14-20
Residential carport in the front setback
4645 University Avenue
Robert C. Taylor requested conditional use approval to construct a carport in the front setback
at the residence of Linda Taylor at 4645 University Avenue. There were two (2) carports in the
front setback of properties within 200 feet of the perimeter of her property.
Twenty-seven (27) surrounding property owners were notified of this request. Five (5) or
18.52% replied in favor and none (0) were opposed.
2. Case C 14-21
Residential carport in the front setback
4622 Summit Drive
Mr. Charles Hines requested conditional use approval to construct a carport in the front setback
at his and Bobbie J. Hines' residence at 4622 Summit Drive. There were no (0) carports in the
front setback of properties within 200 feet of the perimeter of their property.
Sixteen (16) surrounding property owners were notified of this request. One (1) or 6.25%
responded in favor and none (0) were opposed.
3. Case C 14-22
Residential carport in the front setback
1414 Longview Street
Mr. Gerald Wimberley of Pro-Siding & Windows, LLC, requested conditional use approval to
construct a carport in the front setback for his client, Ms. Cheryl Ann Poland, at her residence,
1414 Longview Street. There is one (1) carport in the front setback of a property within 200 feet
of the perimeter of this property.
Sixteen (16) surrounding property owners were notified of this request. No (0) responses were
received.

Residential carport in the front setback
5121 Inlet Drive
Mr. John Harris requested conditional use approval to construct a carport in the front setback of
this residence at 5121 Inlet Drive. There were five (5) carports in the front setback of properties
within 200 feet of the perimeter of his property.
Thirty (30) surrounding properties were notified of this request. Four (4) or 13.33% replied in
favor and none (0) were opposed.
5. Case C 14-26
Residential carport in the front setback
1407 Larchmont Place
Mr. Kevin Reese requested conditional use approval to construct a carport in the front setback
of Karen Reese's residence at 1407 Larchmont Place. There were four (4) carports in the front
setback of properties within 200 feet of the perimeter of her property.
Twenty-seven (27) surrounding properties were notified of this request. Three (3) or 11.11%
responded in favor and none (0) were opposed.
Mr. Kidwell made a motion to approve the Consent Agenda; Mr. Browning seconded. The
motion carried.
V. REGULAR AGENDA
1. Case C 14-24
Residential carport in the front setback
2807 Fleming Rd.
Ms. Barbara Rex requested conditional use approval to construct a carport in the front setback
of Adam Lopez's residence at 2807 Fleming Rd. There was one (1) carport in the front setback
of a property within 200 feet of the perimeter of his property.
Twenty-two (22) surrounding properties were notified of this request. Two (2) or 9.09%
responded in favor and one (1) or 4.55% responded opposed.
The applicant was not present at the meeting.
Mr. Taylor made a motion to approve this carport request; Mr. Kidwell seconded. The motion
carried.
2. Case C 14-25
Residential carport in the front setback
4519 Wynnwood Drive
Mr. Johnnie Williams, Jr. requested conditional use approval to construct a carport in the front
setback of the residence of Johnnie (Jr.) and Toninet Williams at 4519 Wynnwood Drive. There
is one (1) property with a carport in the front setback within 200 feet of this property.

Sixteen (16) surrounding property owners were notified of this request. There were no (0)
responses in favor; two (2) or 12.50% responded opposed; and, three (3) or 18.75% responded
as undecided/other.
Mr. Williams stated that his contractor is Connie Burney who has constructed numerous
carports in Wichita Falls. It will be the best Metal Mart package carport available. He is
requesting this carport to protect his vehicles from the hail, storms and weather. The carport will
be large enough to accommodate three (3) cars.
Ms. Shirlene Nix Wagoner, 4517 Wynnwood Drive, stated she has lived in her home for 33
years. Her objection to the carport was that it would decrease the value of the surrounding
homes. There are no carports in the area that cover three (3) cars. She also noted her view to
the west would be obstructed by the carport. Ms. Wagoner continued stating when Mr. Williams
purchased his home it did not have a garage or a carport. She opposed this carport request.
Mr. Taylor asked how far the carport would extend toward the street. Ms. Wagoner stated it
would be 24 feet. She noted that she discussed this matter with a builder who was surprised the
City would let a carport be built so close to the street. Mr. Browning stated the carport would be
16 feet from the curb to the edge of the carport.
Mr. Williams provided a picture of a similar three (3) car carport located at 4439 Wynnwood.
Mr. Browning asked if that carport was close to Mr. Williams residence. Ms. Coleman stated
the similar carport was out of the 200 foot notification area but in the same neighborhood.
Mr. Williams responded to questioning that the carport would be constructed from 14 and 26
gauge metal. It will be an open style carport and he questioned how it would obstruct Ms.
Wagoner's view.
Mr. Williams stated he contacted Mr. Allen King with Rowland Donnell Realtors regarding this
carport. Mr. King stated that building a carport in an established neighborhood has very little
significance on the value of a home.
Mr. Brock stated he thought the carport would be fine. Mr. Combs expressed concern that more
than 50% of the neighborhood responses were opposed or undecided.
Mr. Wingo stated that Mr. Williams does not have access to the rear of his property to construct
the carport. He felt the applicant is taking prudent steps to protect his property by requesting a
carport. This carport makes good sense.
Mr. Combs stated he is generally opposed to carports if there are none in the area. Ms.
Coleman stated there was one (1) carport within 200 feet of Mr. Williams property. Mr. Combs
retracted his earlier comment.
Mr. Taylor made a motion to approve this carport request; Mr. Combs seconded. The motion
carried.
3. Case 14-27
Residential carport in the front setback
4312 Berwick Drive
The applicant requested this carport case be pulled from the agenda prior to the meeting.

VI. OTHER BUSINESS
City Council Update
Mr. Mantey reported that no items pertaining to this Commission were submitted to Council in
the last month.
