BE IT ORDAINED BY THE ICARD OF ADMEN OF THE CITY OF WICHITA FALLS, T.EXIL: SECTICN 1. There is hereby created a Planning Board for the City of Wichita Falls, composed of not less than 5, nor more than 7 members, each of whom shall be a resident tax-paying citizen of the City of Wichita Falls, and who shall serve without pay. SECTION 2. The Mayor shall appoint the members of the Board and eat ,e person so appointed must be approved by the Board of Aldermen before becoming / Y / member thereof. As soon as practicable after final passage of this Ordinance the Mayor, with the approval of the Board of Aldermen, shall appoint not less a s1, ''. . \ than 5 nor more than 7 persons who shall serve on such Board for a period of three years and as long thereafter as the Mayor shall fail to appoint a new A- member thereof. At the option of the Mayor of said City and with the approval ._ °""'' • of the Board of Aldermen, such terms may be staggered for 1, 2, and 3 years so that not more than two persons shall be appointed any one 1'. p pP y year to replace in- dividuals appointed and acting as members of such Board. Terms of office of � ' ` members of such Board shall begin immediately and shall end on the first day of`� January next, in accordance with their appointment. All vacancies on the Boar .;• :_ ' shall be filled by appointment of the Mayor, with the consent and approval of , r'. the Board of Aldermen, and shall be for the remainder of the term of the vacat-' ing member. Any member of the Planning Board may be removed from his office at any time by a 5/7 majority vote of the Board of Aldermen, without any reason being given therefor. SECTION 3. Statutes of the State of Texas authorizing and empowering cities to regulate the platting and recording of subdivisions or additions situated within the corporate limits, or within five (5) miles of such city, the same being Article 974a of the Revised Civil Statutes of Texas, as amended, `re hereby adopted for and on behalf of the City of Wichita Falls, and the City of Wichita Falls, acting through its duly authorized officials shall have all the rights, powers, privileges and authority authorized and granted by and through said statutes. SECTION 4. All department heads and officials of the City shall be available to the Board for advice and consultation, and they shall co-operate with and render such services for the Board as shall come within the scope of the duties of such department heads and officials. All such department heads and officials shall attend meetings of the Planning Board upon the written request of the Planning Board or its duly authorized official or officials. SECTION 5. The Planning Board shall elect one of its members as Chairman and one as Vice-Chairman, and shall elect one of its members as Secre- tary who shall keep minutes of the proceedings of such Board and shall take care of all the correspondence or communications necessary to the conduct of the Board. The Chairman or Vice-Chairman shall preside at all meetings of the Planning Board and all communications to the Board shall be addressed in his care. As soon as practicable after appointment of such Board under this Ordinance, the Board shall hold its first meeting and shall appoint the Chairman, Vice-Chairman, and Secre- tary. Thereafter, the Board shall conduct meetings as in its opinion may be necessary, but not less than once every sixty (60) days. • SECTION 6. The Planning Board shall have the power and it shall be its duty: (a) To make studies and project plans for the improvement of the City, with a view for future development and extension and to recommend to the Board of Aldermen all matters for the development and advancement of the Cityts facilities and, particularly shall pass upon the application for plats requested under Article 974a of the Revised Civil Statutes of Texas. (b) To make plans and maps of the whole or any part or portion of the City and of land outside the City located within five (5) miles of the City limits and any other land outside the City which, in the opinion of the Planning Board, bears a relation to the planning of the City and to make changes in, additions to, and extensions of such plans or maps when it deems the same advisable. (c) To confer with and advise private property owners pertaining to location and erection of private structures with the view of having same conform to the over-all city plan and to advise with the building inspectors and Department of Public Works in the performance of their duties. (d) To aid and assist the Board of Aldermen in the preparation of budgets and determination of sources of funds and in the procuring of financial and other assistance for the City from the State and Federal Governments and their agencies, for each and all of the purposes herein enumerated. (e) To act with and assist all other municipal and governmental agencies, and particularly the Board of Aldermen of the City of Wichita Falls, in formulating and executing proper plans of municipal development and growth. fl (f) To plan and recommend the location, plan and extent of city alleyways, viaducts, bridges, subways, parkways, airports, automobile parking places and other public grounds and public improvements; for the location of '✓ public buildings, schools, and other public properties, and of public utilities, . _ including bus terminals, railroads, railroad depots, and terminals, whether • publicly or privately owned, for water, lights, sanitation, sewerage, sewage disposal, drainage, flood control, transportation, communication, marketing and shipping facilities, power and other purposes, and for the removal, relocation, widening, extension, narrowing, vacation, abandonment or change of use of any • of the foregoing public places, facilities or utilities. (g) To select and recommend to the Board of Aldermen, routes of streets, avenues and boulevards, including the opening, widening and abandoning of the same, or of any alley, or the changing thereof to conform with the cityts system, present and future, with reference to traffic. (h) To investigate, consider, and report to the Board of Aldermen upon the lay-out or platting of any new subdivision of the City or of property situated within five (5) miles of the City limits, and to recommend the approval of all plans, plats, or re-plats of additions within the City limits or within five (5) miles of the same, or of the rejection of either. (i) To suggest to the Board. of Aldermen of the City plans for clearing the City of slums and blighted areas. (j) To make any recommendation that seems expedient with reference to future zoning plans or laws, and with reference to the use of the present zoning of the City. (k) In all of its deliberations the Board shall take into considera- tion the advice or recommendations of the Park Board of the City of Wichita Falls, as the same has been created by Ordinance No. 1512. (1) The Board shall from time to time recommend to the Board of Alder- men the passage of such ordinances as may be necessary to carrying out its program. PASSED AND APPROVED THIS Zv day of _ _ .1.
