Traffic Safety Commission Minutes - 08/06/2014
MINUTES OF THE MEETING FOR THE WICHITA FALLS TRAFFIC SAFETY COMMISSION OF August 6th 2014 MEMBERS PRESENT: Laney Oliver Charles Grady Tim Hertel T.J HerreIl TX Dot Dennis Marquardt Stan Horton Leland Wright (WFPD) Mark Beauchamp EX- OFFICIO MEMBERS PRESENT: (SAFB) GUESTS: MEMBERS ABSENT: Toby Catlin (Unexcused) Darrell Choate (Unexcused) Bill Horton (Excused) Phil Golden (Excused) Carrie Ann Taylor (Excused) Andy Kocher (Excused) EX- OFFICIO MEMBERS ABSENT Ben Hoover- Councilor (Excused) Charles Grady called the Aug 6th 2014 meeting of the Wichita Falls Traffic Safety Commission to order at 1:30 p.m. The minutes were approved for .tune 2014. The financial report for August 2014 was presented by Stan Horton. The balance is $ 1,522.56. Accident Statistics: WFPD advised the total crashes for July were 215 of which 58 were injury accidents including 2 fatalities. There have been 10 fatalities for 2014. PAGE i City Traffic Report Mark Beauchamp discussed the following: 1. Bicycle friendly community project is stilt in the works. 2. Illumination relocation project on Kemp - moving from center of roadway to roadside. 3. Alleyway lighting in the downtown area and on Harding street. 4. Barnett and Kell installing a new signal cabinet. This installation should help with the efficiency of the intersection. State Traffic Report T.J Herrell TX Dot discussed the following: 1. Windthorst road overpass project completed. 2. Installation of protected turn on Hwy 79 at Professional Drive by Wal -Mart completed. 3. Dynamic message sign on Kell completed. 4. All dynamic message signs will be upgraded to LED lighting. 5. Overlay project US 82 underway. Committee Reports None Unfinished Business: 1. Item 01 -13: Adding a Bicycle /Pedestrian Representative to TSC - a nomination was previously made to accept Caden Burross as a new member to the TSC which passed unanimously. This information was passed on to the City Council. However, Mr. Burros has moved. Therefore, another person will be appointed to this position. Mark Beauchamp has an individual he will discuss this with for consideration. 2. 03 -14: Three Foot Traffic Ordinance - this would make drivers of motor vehicles give a bicycle /pedestrian a safe clearance when passing. This is a widely adopted practice for other cities. Mark Beauchamp presented a copy of an ordinance from another city that will be forwarded to the City Attorney for suggested approval by council.
