Min 04/05/1976 (2)133 Wichita Falls, Texas Memorial Auditorium Building April 5, 1976 Item 1 The Board of Aldermen of the City of Wichita Falls , Texas, met in regular session on the above date in the Council Room of the Memorial Auditorium Building at 8:00 o'clock P.M. , with the following members present: J. C. Boyd, Jr.Mayor Hardy McAlister X Dr. Guillermo Garcia X Bill E. Gowan X Aldermen Joe N. Prothro Lonny Morrison X Peggy McCullough Gerald Fox City Manager H. P. Hodge, Jr. City Attorney Wilma J. Thomas Deputy City Clerk Item 2 Returns of the election held April 3, 1976 were canvassed. RESOLUTION NO. 1795 RESOLUTION CANVASSING RETURNS OF THE MUNICIPAL ELECTION HELD IN THE CITY OF WICHITA FALLS, TEXAS, ON APRIL 3, 1976, FOR THE PURPOSE OF ELECTING THE MAYOR AND ALDERMEN FOR POSITIONS NO. 4, NO. 5 AND NO. 6. WHEREAS, at a regular meeting of the Board of Aldermen of the City of Wichita Falls, Texas , held in the Memorial Auditorium Building on the 5th day of April, 1976, at which time a quorum was present, came on to be considered the returns of the municipal election held on the 3rd day of April, 1976, for the purpose of electing the Mayor and Alderman for Positions No. 4, No. 5 and No. 6; and, WHEREAS, after canvassing the returns of said election, it was found to be duly and legally held in all respects , and that 9788 voters voted in said elections; and that FOR MAYOR: J. C. Boyd, Jr. received 8738 votes Write-in votes 146 FOR ALDERMAN; POSITION NO. 4: Al Ridinger received 2854 votes Ray Ashbrook received 6729 votes Write-in votes 3 FOR ALDERMAN, POSITION NO. 5 : E. D. (Rusty) Eggleston received 3310 votes W. E. (Dub) Ryle received 6182 votes Write-in votes 10 FOR ALDERMAN, POSITION NO. 6: Jerry F. Mathis received 3877 votes Roy W. Parish received 3742 votes Mary Lynn Boyd received 2070 votes Write-in votes 5 AND, it appearing that J. C. Boyd , Jr. received the greatest number of votes at said election for Mayor; that Ray Ashbrook received the greatest number 134 Item 2 cont'd. of votes at said election for Alderman, Position No. 4; that W. E. (Dub) Ryle received the greatest number of votes cast at said election for Alderman, Position No. 5 ; and that Jerry F. Mathis received the greatest number of votes cast at said election for Alderman, Position No. 6. NOW, THEREFORE, BE RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS, THAT: J. C. Boyd, Jr. was duly and legally elected Mayor of the City of Wichita Falls, Texas, at said election, Ray Ashbrook, W. E. (Dub) Ryle and Jerry F. Mathis were duly and legally elected Aldermen of the City of Wichita Falls, Texas, at said election, and that said election was in all respects legally held in accordance with the laws of the State of Texas and the Charter and Ordinances of the City ofWichitaFalls. ifso Moved by Alderman Prothro that Resolution No. 1795 be passed. Motion seconded by Alderman McAlister, and carried by the following vote: Ayes : Aldermen McAlister, Garcia, Gowan, Prothro, Morrison, and McCullough Nays: None Each member of the Council expressed appreciation for having the opportunitytoservewiththeothermembers, and for the citizens as well. It was noted that each departing member has added different dimensions to the Council, and has done what they feel is in the best interest of the City. Mayor Boyd noted the efforts to get more people to vote, stating this was the largest turnout since 1972. Arthur Beyer, Chairman of the Bicentennial Commission, congratulated the whole process. He thanked those who tried and lost. He urged the newly elected officials to do their best, stating that the greatest gift anyone can give is the gift of self. Winston Wallander commended members of the Council and staff, and all those involved in city government in Wichita Falls. He commended Lonny Morrison for coming back and serving. He stated that he feels a closeness to Peggy McCullough, noting that he had served with the only two women who had ever served on the Council. He hopes the people of Wichita Falls learn to appreciate women like her who are dedicated to serving their community. He hopes she sees fit in the future to serve the citizens she is so endeared to. She never shirked her duties in committee assignments, etc. The newly elected officials were administered the oath of office by Mrs. Wilma Thomas. Mayor Boyd present plaques of appreciation to Peggy McCullough, Joe Prothro, and Lonny Morrison. The benediction was given by Bill Pinson. The Board of Aldermen adjourned at 8:50 P.M.
