Ord 1703 10/11/1954ORD IrrAlvcE Igo . n. , - Atli ORD I l[A CE AMENDING THE ADMINISTRATIVE CODE CF THE CITY OF WICHITA FALLS AS ADOPTED BY ORDINANCE NO. 998, SEPTEMBER 24, 1928, AND CREATING A DEPARTMENT OF PUBLIC SAFETY WITH A DIRECTOR OF PUBLIC SAFETY AS THE HEAD OF SUCH DEPARTMENT, WHO SHALL SUPERVISE THE POLICE, FIRE, INSPECTION, TRAFFIC ENGINEERING, AND THE CITY POUND, TOGETHER WITH THE ADMINISTRATION THEREOF AND CLASSIFY- ING OF SUCH EMPLOYEES; REVOKING ANY ORDINANCES OR PORTIONS OF ORDINANCES IN CONFLICT HEREWITH; RECCG- NIING THE CIVIL SERVICE RIGHTS OF THE FIRE AI1D POLICE DEPARTMENTS; AND PROVIDING A SAVING CLAUSE. BE IT ORDAINED BY THE BOARD OF ALDERLEN OF THE CITY OF WICHITA FALLS, TEXAS: SECTION 1. That there is hereby created under the Administrative Code of the City of Wichita Falls a Director of Public Safety who shall have supervision of the Police, Fire, Found., Inspection, and Traffic Engineering, and shalf be under the direction and appointed by the City ?Manager of the City of Wichita Falls. SECTION 2. Said. Director of Public Safety shall be charged with the supervision of the Police and Fire Departments insofar as is consistent with the Civil Service Law as now adopted by this City, or as the same may be hereafter amended. SECTION 3. Said Director of Public Safety shall have charge of his administrative staff which shall consist of the following classes of employees: Secretary, Chief Clerk, Clerk, PBX Operator, Dispatcher, Janitor, Utility Ean, and Permit Clerk. SECTION 4. Said Director of Public Safety shall be in charge of the City Pound and shall have direct charge of the Pound Master and Assistant Pound Master, and such other employees as are employed by, and required for the City Pound. SECTION 5. The Director of Public Safety shall have direct charge, control, and supervision of the Inspection Department of the City of Wichita Falls, consisting of the Fire Marshal, Fire Inspector, Electrical Inspector, Building Inspector, Plumbing Inspector, and such other employees as are needed for such inspection service. ii SECTION 6. The Director of- 'Public Safety shall have direct charge of the Traffic Engineering Department of the City of Wichita Falls, the same.to consist of a Traffic Engineer, Shop and Field Supervisor, Public Relations Officers, 1Meter Repair Supervisor, Mechanic Operators, Signal Repairmen, and such other employees as are necessary to the Traffic Engineering services of the City. SECTION 7. The Director of Public Safety shall have the right, and it shall be his duty, to furnish out of his „department PBX Operators and Dispatchers, together with clerical and secre- tarial help that may be assigned to do that type of work; that is, work that is not police work or the duty of firemen, but work that is incidental to keeping the records and furnishing communications for such departments, together with the other departments of the City. In this connection, the Director of Public Safety may place any employee, save and except police and firemen, at any task to which such employee is suited, under his jurisdiction. SECTION 8. The Director of Public Safety shall be directly responsible to, and appointed by the City Lianager of the City of Wichita Falls. SECTION 9. In the absence of any individual in the Department of Public Safety, either through illness or resignation, the Director of Public Safety is hereby granted, and is hereby given the duties of that individual and the authority appertaining thereto. SECTION 10. Any ordinances, or parts of ordinances heretofore passed.in conflict herewith are hereby repealed. SECTION 11. If any article, paragraph, or portion of this ordinance is declared void or unconstitutional by a court
