Ord 1716 3/14/1955ORDINANCE NO..'171� AN ORDINANCE CREATING A WELFARE BOARD FOR THE CITY OF WICHITA FALLS ;.PROVIDING,.FOR THE APPOIN'T'MENT OF ITS MEMBERS; SETTING OUT.THEIR POWERS AND DUTIES;. PROCURING THE NUMBER AND QUALIFICATIONS OF ITS MEM- BERS AND THEIR TERM OF OFFICE ;.MAKING DEPARTMENT HEADS AND.OFFICIALS OF THE,CITY AVAILABLE TO THE WELFARE BOARD; PRESCRIBING THE POIVERS AND DUTIES OF THE WELFARE BOARD AND PRESCRIBING ITS JURISDICTION AND DECLARING AN.EMERGENCY. BE IT ORDAINED BY THE'BOARD OF ALDERMEN OF THE CITY OF WICHITA , FALLS,, TEXAS: SECTION l., There is hereby created a Welfare Board for the City of Wichita Falls, Texas, composed of not less than five (5) nor more than seven (7) persons, each of whom shall be a resident tax pay'. ing citizen of the City of Wichita Falls, Texas, and shall serve without pay. SECTION Z. The Mayor shall appoint the members of the board and each person.so appointed must be approved by the Board of Aldermen of the City of Wichita Falls, before becoming amember thereof. As soon as practicable after the final passage of this Ordinance, the Mayor, with the approval of the Board of Aldermen shall appoint not less than five (5) nor more than seven (7) persons who shall serve on such board for a period of three (3) years, and as long thereafter as the Mayor shall fail to appoint a new member thereof. At the option of the Mayor of said City, and, with the approval of the Board of Aldermen, such terms may be staggered for one, two and three years, so that not more than two persons shall be appointed in any one year to replace indi- viduals appointe and acting as members of such board. Terms of> office of the members of such board shall begin immediately with the passage of this ordinance and their appoint- ment and shall end on the first day of January next, in accord- ance with their appointment. All vacancies on the Board are to be filledsby.the Mayor, with the consent and approval of the Board..of Aldermen, and shall be for the remainder of the term of the vacating member. Any member of the Welfare Board may be removed from hisoffice at any time by a 5--7 majority vote of the Board of Aldermen without any reason being given therefor. SECTION 3, All department heads and officials of the City shall be available to the Board for advice and consultation and.they shall cooperate with and render_ such services for the Board as shall come within the scope of the duties of such department head and officials.' All such department heads and officials; shall attend meetings of the Welfare Board upon written request of the Board, or its duly authorized official or officials. SECTION 4. The Welfare Board shall elect one of Its members as Chairman and one as Vice- Chairman, and shall elect one of its members as Secretary, who shall keep the Minutes of the Proceedings of such Board and shall take care of the correspondence or communications necessary to the conduct of the Board. The Chairman,or Vice - Chairman in his absence; shall preside at all meetings of the Welfare Board and all communications to,the Board shall be
