Ord 1774 11/12/1956ORDINANCE NO. 7/ AN ORDINANCE AUTHORIZING THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS, ACTING BY AND THROUGH THEIR CITY MANAGER, FOR AND ON BEHALF OF SAID CITY. TO ENTER INTO ALL NECESSARY AGREEMENTS 'WITH THE STATE DEPARTMENT OF PUBLIC WELFARE RELA- TIVE TO FEDERAL OLD AGE .AND SURVIVORS= INSURANCE BENEFITS UNDER THE PROVISIONS OF APPLICABLE STATE AND FEDERAL LADS; AUTHORIZING THE CITY MANAGER TO EXECUTE SAID NECESSARY AGREEIVIENTS AND INSTRUMENTS FOR AND ON BEHALF OF SAID MAYOR AND BOARD OF ALDER- MEN OF SA`@D CTTY; DIRECTING THE CITY CLERK TO MAKE ASSESSMENTS, COLLECTIONS AND REPORTS; -AN-11 ORDERING THE ALLOCATION FOR THE SETTING ASIDE OF SUFFICIENT MONEY FROM AVAILABLE FUNDS TO CARRY OUT THE PRO° VISIONS OF SAID LAMS, SUCH MONEY TO BE SET ASIDE;. AND MAINTAINED IN THE REGULAR CITY DEPOSITORY AND TO BE KNOWN AS THE CITY OF WICHITA FALLS SOCIAL SEC�ff i T Y FUND. wHEREAS, under the provisions of ( 1) House Bill 603, Acts 52nd Leg., R.S. 1951, and (2) Public Law 734, 91st Congress, ch. 809, Zd. H. R. 6000, incorporated cities of this State may enter into agreements with the State Department of Public Wel- fare and secure the benefits of Federal Old -Age and Survivors Insurance, as outlined in said laws; and WHEREAS, it is the opinion of this Board of Aldermen that the extension of this Old -Age and Survivors Insurance System will be of great benefit not only to the employees of the munici- pality but to the municipality by attracting to it and enabling it to retain the best of personnel and thus increase theefficiency of its government; and it is deemed that the payment by the mu- nicipality, of its portion of the cost of said system is a pay - ment for municipal purposes. WHEREAS, it' is the desire of the Board of Aldermen of the City of Wichita Falls, Texas, to authorize the making of any and all necessary agreements in order to secure the benefits of said acts; therefore, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS; TEXAS: Section 1. That the City of Wichita Falls shall enter into alI necessary agreements with the State Department of Public Welfare for the purpose of carrying out the provisions of the above - mentioned acts.' Section 2. That the City Manager is hereby appointed as Agent of the Board of Aldermen of the City of Wichita Falls, to execute all necessary agreements and instruments for and in be- half of said Board of Aldermen, and City. Section 3. That the City Clerk is hereby directed to be the person responsible for making assessments, collections, pay- ments, and reports, as required by the State Department of Public Welfare. 1.
