ORDINANCE NO. ( A
An ordinance amending Section 4 of Ordinance No. 1416 and Section 1
of Ordinance No, 1579, so as to permit the sale of spiritous, vinous and malt
liquors in any area where a package store permit and/or retail dealer's off
premises license was held at the same location at the time said area was

Texas:
Be it ordained by the Board of Aldermen of the City of Wichita Falls,
SECTION 1
That Section. 4 of Ordinance No. 1416 passed and approved by the Board
of Aldermen of the City of Wichita Falls, Texas, on the 21st day of October,
A.D,, 1946, and the amendment thereto, as contained in Section 1 of Ordinance
No. 1579 passed and approved by the Board of Aldermen of the City of Wichita Falls
on the 29th day of October, 1951, both be and they are hereby amended so as to
hereafter read as follows:
"That Ordinance No. 1416 and Ordinance No. 1579, shall
not apply to wholesale dealers, who shall sell at whole-
sale to retail dealers only and to no other persons, firm,
or corporation; that Ordinance No. 1416 and Ordinance No.
1579 shall not apply to retail dealers who were in business
as a package store at the same location, at the time any
area is annexed to and included within the corporate limits
of the City of Wichita Falls, Texas, and who held a legal
package store permit and/or retail dealer's off premises
license, at the time of such annexation."
SECTION 2
The fact that the City has recently annexed areas containing package
stores and the fact that the sale of intoxicating liquors has already been
authorized and legalized within the corporate city limits of the City of Wichita
Falls, Texas, and that the establishment of places of business outside of the
district defined in Ordinance No. 1416 and extended in Ordinance No. 1425 would
jeopardize the peace and health of citizens within the residence districts of
said City creates an emergency, and this ordinance is hereby declared an emergency
measure on the ground of urgent public need for the preservation of peace,
