AN ORDINANCE PROHIBITING THE USE OF KELL BOULEViRD
FRO[ Vi HOLLIDAY ROAD TO KEMP BOULEVARD IN WICHITA FALLS,
TEXAS, BY PEDESTRIANS AM/OR CYCLISTS; PROVIDING A PEN-
ALTY THEREFOR ; AM DECLARING AN EMERGE ICY o
BE IT CRDAI NED BY THE BOARD OF ,ILDERMEN OF THE CITY
OF WICHIT!1 FALLS, TEXAS:
SECTION 1. That the use of Kell Boulevard from
Holliday Road to Kemp Boulevard, in
Wichita Falls, Texas, by pedestrians is hereby prohibited.
SECTION 2. That the use of Kell Boulevard from
Holliday Road to Kemp Boulevard in
Wichita Falls, Texas, by any person, or persons, on a
bicycle, or any other vehicle propelled by the rider, is hereby
prohibited.
SECTION 3. A violation of Sections 1 and 2 hereof
is punishable by fine of not to exceed
Fifty Dollars ($50.00).
SECTION 4. The fact that Kell Boulevard is a thorough-
fare for public use and that the use there-
of by pedestrians and cyclists, in any manner, would be ex-
ceedingly dangerous, in order to protect the public welfare
and to promote safety, this ordinance shall become effective
immediately upon its passage and publication.
