AN ORDINANCE AMENDING ORDINANCE NO. 1642, KNOWN AS THE LIQUEFIED
PETROLEUM GAS ORDINANCE, BY AMENDING SECTIONS 1, 8, and 214. OF SAID
ORDINANCE SO AS TO ALLOW THE RECHARGE OF CERTAIN CONTAINERS IN
TRAILER PARKS, AS DEFINED IN THIS ORDINANCE, AND TO ALLOW THE SALE
OF MINIATURE CONTAINERS IN THE FIRST FIRE ZONE AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS :
SECTION 1.
THAT, Section 1 of Ordinance No. 161.2 is hereby amended to
add the following:
By the term "Liquefied Petroleum Gas Service Station",
shall mean any liquefied petroleum gas service station for the refuel-
ing of motor fuel tanks of automobiles, trucks and tractors.
By the term "Trailer Park", shall mean any site, lot, field,
or track of ground upon which two or more trailer coaches are placed,
and shall include any building structure, tent vehicle or enclosure
used or intended for use as a part of the equipment of such park.
SECTION 2.
THAT, Section 8 of Ordinance No. 1642 is hereby amended to
read as follows:
(a) Persons having liquefied petroleum gas for sale or for
distribution within the corporate limits of the City of Wichita Falls
shall not fill tanks or containers, including tanks and containers on
vehicles, with a gas having a vapor pressure which, at 100 degrees
Fahrenheit, is greater than the working pressure of said tank or
container being filled, nor shall any such gas be transferred when
the pressure in the originating vessel exceeds the safety valve set-
ting on the receiving container.
(b) No consumer container shall be filled at any but any
approved liquefied petroleum gas tank location, except in trailer
parks where an approved location designated by the inspector, for
the filling of liquefied petroleum gas containers, and containers
Larger than twenty five (25) water gallons capacity shall not be
erected, installed or used, in said trailer parks, and in full Compli-
ance with the requirements of this ordinance, and with the require-
ments of the statutes of the State of Texas.
(c) No vehicle containing liquefied petroleum gas shall be
allowed inside the trailer park with a tank in excess of six hundred
(600) water gallons and said vehicle shall be subject to further
regulations as the fire marshal may find necessary in the interest of
public safety.
(a) No person shall operate any liquefied petroleum gas
service station within the corporate limits of the City of Wichita
Falls except upon full compliance with the .requirements of this
ordinance, and the requirements of liquefied petroleum gas division
of the railroad commission of the State of Texas.
SECTION 3.
THAT, Section 24 (b) of Ordinance No. 164.2 is hereby amended
to read as follows:
(b) No person shall use or store liquefied petroleum gas
for domestic, commercial or industrial use or for demonstrating pur-
poses at any location within the first fire zone, excluding miniature
containers offered for sale to be used at another location.
SECTION 4.
WHEREAS, at the present time there are a number of trailer
parks located within the City Limits of the City of Wichita Falls,
Texas, and under Ordinance No. 1642 prior to this amendment, there
was no safe and effective means provided for servicing residents of
these trailer parks, and
WHEREAS, with the cold weather approaching, an effective and
safe means for servicing these residents needs to be put into effect
immediately, this situation creates an urgent public need for the
preservation of the peace, health, and safety of property of the City
of Wichita Falls, an emergency is hereby declared and this ordinance
shall take effect immediately upon passage*
