Ord 1978 2/26/1962 ORDINANCE NO . 1978 AN ORDINANCE AMENDING SECTION IV, ARTICLE NO . 2; AMENDING SECTION IX, ARTICLE NO. 3; AMENDING SECTION X, ARTICLE 1 AND AETICTP 5; AMENDING SECTION XI, ARTICLE 1 AND ARTICLE 15; AMENDING SECTION XII , ARTICLE 3, ARTICLE 4 AND ARTICLE 8; AMENDING SECTION XIX, ARTICLE 22, ALL OF ORDINANCE NO. 1688, KNOWN AS THE WICHITA FALLS PLUMBING CODE, SO THAT SAID SECTIONS AND ARTICLES SHALL HEREAFTER READ AS HEREIN SET OUT. BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS: Section 1: That Section IV, Article 2 of Ordinance No. 1688 is hereby amended by adding to paragraph (c ) the following sentence: "The minimum length of the joint shall be 2-3/L4. inches . " Section 2: That Section IX, Article 3 of Ordinance No . 1688 is hereby amended by adding paragraph (b) , as follows : "(b) The fixture trap for each bathtub shall be either a 4" X 10" extra heavy lead drum trap with 1-1/2" inlet and outlet or 2" cast iron deep seal "p" trap with connection to inlet of ,"p" trap to be made by the use of an approved caulked adapter. " Section 3: That Section X, Article 1 of Ordinance No, 1688 is"fiber here- . o by amended by deleting the words fiber plp e" in the fourth line of paragraph ( a) , and by deleting paragraphs (b) and (c ) . Section L : That Section X, Article 1, paragraph ( d-1) of Ordinance No. 1688 is hereby amended by adding the following sentence : "'Cast iron connections will be allowed for water closets installed in reinforced concrete slab construction. Water closet floor flange shall be slotted cast iron, caulk on type. Section 5: That Section X, Article 1 of Ordinance No. 1688 is hereby amended by substituting the following paragraph in lieu of paragraph (f) : "The building (house ) sewer beginning three feet outside of the building wall or foundation shall be either caulked cast iron, vitrified clay tile with a hot poured joint, cast iron or vitrified clay tile with a pressure inserted joint with pressure seal as approved by the Plumbing Advisory Board. 1° Section 6: That Section X, Article 1 of Ordinance No. 1688 is hereby amended by adding paragraph (h) as follows: "(h) DWV copper pipe used with cast brass drainage fittings will be acceptable for use as waste lines when installed above ground level. Connections to cast iron to be by means of standard copper pipe to cast iron adapters . The pipe shall be joined to the fittings per the requirements covering copper water piping." Section 7 : That Section X, Article 5 of Ordinance No. 1688 is hereby amended by adding paragraph (c ) as follows: "(c ) The minimum size residential drain to a point three feet outside the building wall or foundation shall be 3 inches. The number of plumbing fixtures or fixture units that may be connected to the 3 inch drain shall be no more than the number of units desig- nated in the National Plumbing Code. " Section 8: That Section X, Article 5 of Ordinance No. 1688 is hereby amended by adding paragraph ( d) as follows: " ( d) Soil and waste pipes shall be sized in accordance with 1 the National Plumbing Code except the minimum waste from water closets shall be 3 inch,...:. . " Section 9: That Section XI , Article 1 of Ordinance No . 1668 is hereby amended by adding paragraph (c ) as follows : "( c ) DWV Copper pipe used with cast brass drainage fittings will be acceptable for use as vent lines when installed above ground level. " Section 10: That Section XI , Article 15 of Ordinance Nc . 1688 is hereby amended by adding paragraph ( d) as follows : "( d) Vent piping shall be sized in accordance with the National Plumbing Code except the minimum main vent for any installation shall be 3 inchs . '9 Section 11: That Section XII , Article 3 of Ordinance No . 1688 is hereby amended by adding the following sentences: "No dissimilar metals shall be joined below the ground. Diaelectric fittings will be required where pipe installations of dissimilar materials are joined above the ground. Where the water service is different from the materials used by the City for the water tap, a diaelectr c fitting shall be installed at the b1 ter ":F ter . " Section 12: That Section XII\ Article of of Ordinance No. 1688 is `..mended by adding paragraph (g) as follows : "(g) lhater piping shall be sized in accordance with the National A'1 tubing Gode except that not more than two fixtures shall be supplied kJ ; rs pipe and the minimum service to any structure shall be 314 inert. Hot water drains shall not be required. " S. ction '13: That Section :XII , Article 8 of Ordinance No 166 is hereby amended by deleting paragraph (a) therein and substituting in its place the following: "(a) :ail water heaters shall be installed with a temperature and pressure relief valve. The discharge from the valve shall be into an open sight drain. In residential construction, the discharge from the valve may be extended to the out-side of the building enclosure and turned down to within six (6) inches of ` the finished grade . ��.11 valves shall be rated at the capacity of the water heater. " Section 14: That Section XIX, Article 22 of Ordinance No. 1688 is hreby amended by adding paragraph (b) as follows : r' ( b) All gas pips. and fittings_ installed un lerground shall have not less than 12 inches of cover. Gas yard line shall have 12 inches of cover at meter riser and 24 inches of cover below finish grade at curb line and/or at alley line . Pipe shall be black merchant steel pipe or wrought iron pipe and shall be machine-wrapped with either a coal tar enamel coating (see specifications Section 1-A) or a pressure sensitive plastic tope ( see specification Section I-B) . Steel pipe with an extruded plastic coating may also be used ( see specification Section I-C) All wrapping on pipes shall extend 6 inches above grade. All fittings :<q:.] 7 ie beaded malleable fittings and all couplings shall be recess-typo or line couplings . All fittings and couplings shall be coated with tic tape . All gas stopcocks used in gas services shall be ir,_.l.: body with brass core or lubricated plug stops . Specification Section I-A. COAL TAR COATING SPECIFICATION ( M° m Mill g ) 1. Cleaning - Pipe shall be mechanically cleaned by sand blasting, shot blasting, or knife and cutter mechanical cleaning machine , to a bright metal. 2. i coal tar primer shall be applied by brush, mop or spray.. Primer shall be compatible to a particular coal tar , coating to be later applied. Primer shall not be tacky or dead when hot coal tar is applied. 3. Flood coat of a semi-platicized coal tar to an average thickness of 3/32 inches . 4 . Spirally apply a 15 pound abestos coal tar pipeline felt. 5 . Spirally apply a 30 pound kraft paper. 6. Electrical holiday inspection (5,000 to 12,000 v( lts ) . Specification Section I-B PLASTIC TAPE COATING ±"' SPECIFICATION (Minimum) 1. Pipe shall be cleaned free of rust, grease, dirt, moisture , oil and dust. 2. The plastic tape shall be spirally applied by a tape wrapping machine in such manner as to give a minimum of 1/4. inch overlap with no wrinkles or voids in the materials . 3. Fitting surfaces after installation shall be cleaned free of grease , pipe dope , soap, moisture , dust, rust or dirt, and spirally wrapped with a minimum of 1/2 inch lap of pressure sensitive plastic tape. This application shall bc free of puckers, voids and wrinkles . When fittings are used in conjunction with coal tar coated pipe, the kraft paper shall be peeled back 6 inches from the end of the coating, exposing the pipeline felt. Tape shall then be spirally applied over the coal tar coating and the fittings in the same manner described above . Specification Section I-C EXTENDED PLASTIC COATING SPECIFICATION 1 . ' steel pipe with an extruded plastic coating 30 mils thick and a butyl rubber bonding adhesive between the pipe and the plastic jacket as produced by the major steel companies . When cc. ated pipe of any of the above mentioned specifications is placed in the ditch, care shall be taken that no rock, debris from construction or any` extraneous material shall be used in the back- fill of the ditch.. l.' Section 15: The fact that the present Wichita Falls Plumbing Code is not considered adequate in its various provisions and that such fact creates an emergency, this Ordinance is hereby declared an emergency on the ground of urgent public need for the preservation of peace, health and safety of property, and this Ordinance shall take effect from and after its passage and approval.
