Res 55 4/10/1950P. RESOLUTION NO. „If WHEREAS J. J. 'Perkins and'.wife, Mrs. Lois Perkins, have hereto- fore delivered to the City of Wichita Falls, Texas, certain funds, which were originally so placed with said City for the purpose of constructing Band equipping an isolation ward at the Wichita General Hospital, but due to high construction costs such ward has not been so constructed and equipped, while in the meantime said funds have been invested partly in approved bonds and the remainder placed on deposit with the City National Bank of Wichita Falls, Texas; AND WHEREAS a new City and County Hospital will soon be under con- struction and the plans and specifications provide for the installation and equipment of an isolation ward in said new hospital, and it is now the desire of the said J. Perkins and wife that the funds heretofore donated by them for such isolation ward be transferred and made available for the construction of such new hospital, as indicated by letter from the said J. J. Perkins and wife dated April 5, 1950, a copy of which letter is at- tached hereto and made a part hereof; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS: That said bonds, which cost $64,511.25, be sold, and that the pro- ceeds thereof together with the cash balance of $3628.27 now on hand in said City National Bank, plus any accrued interest or premium derived from the sale of said bonds, all be transferred to and paid into the Wichita County Hospital Building Fund which has been established for the erection of the above described hospital. Motion by Alderman Thomas seconded by Alderman Berry Brown the vote being All yeas and No nays. Declared passed and approved this the 10 day of April, 1950. April 5, 1950 To the Mayor and City Council Of the City of Wichita Falls Wichita Falls, Texas Attention: Mr. Frank Wood City Manager Gentlemen: For the purpose of providing funds to the City of Wichita Falls and Wichita Count. with which to erect and equip an isolation ward orCountyqp building to be used in connection with the Wichita County General Hospital, I conveyed to the City of Wichita Falls a certain interest in producing Oil and Gas Leases covering lands in Gregg County, Texas, the conveyance to be effective until the city had received therefrom oil and gas of the value of $60,000„00. The conveyance is dated August 26, 19143, and is of record in volume 276, Page 408, of the Deed Records of Gregg County, Texas* The conditions governing this gift and the purpose for which the same was made are set out in letter dated August 25, 190, from Mrs* Perkins and myself to the council, which letter accompanied the conveyance. By-appropriate action the City Council accepted the gift subject to the conditions set out in said letter, all of which is fully reflected by the minutes of the council. The City has heretofore received, by virtue of this conveyance, oil and gas of a value of $60,000.00, which 'sum, I am advised, has been set aside in a separate Isolation Ward Account by the city. I am further advised that as of February 21, 1950, there were in this account government bonds which cost $64,511.25, and cash in the amount of $3,628.27* Since the date of this gift, the citizens of Wichita County have voted a bond issue to be used for the erection and equipping of an additional hospital building as well as for the remodeling and repairing of the present hospital,building, and the approved architect's plans show the isolation ward to be included in the new hospital building to be erected rather than as a separate building. To the Manager and, City Council April 5, 1950 Page 2 I understand the Federal Government has agreed to match dollar for dollar the funds in the Wichita County Hospital Building Fund; and if the funds now held by the city in its special isolation ward account are to be matched by the Federal Government, these funds will have to be transferred to and become a part of the Wichita County Hospital Building Fund. Hickerson City Clerk Wichita Falls, Texas Memorial Auditorium August 30, 1943 The Board of Aldermen of the City of Wichita Falls, Texas, met in called session on the above date at 8:00 P. M. in the Council Room in the Memorial Auditorium, with the following members present: W. P. Hood, Mayor C. A. Spragins, 0 J. W. Fitzpatrick, 0 J. W. Hunt, 0 Aldermen W. Ralph Hyer, 0 J. M. bAber, O. G. Stephens, 0 J. A. Giddings, Jr., City Manager Geo. T. Henderson, City Clerk Among other proceedings the following was had: Moved by Alderman Hunt that the Board of Aldermen accept the gratuity of J. J. Perkins for the oil and gas to be produced from a certain oil and gas lease in Gregg County, Texas, in the amount of $60,000.00; said donation being for the purpose of constructing an Isolation Ward at the Wichita General Hospital; further that the Board of Aldermen appoint Ray C. Arnhold, Architect, on the said project with instruction to proceed immediately with the plans and specifications for said Isolation Ward. Motion seconded by Alderman Baber and carried. RESOLUTION That, whereas, on August 25, A.D. 1943, Mr. J. M. Perkins and wife, Mrs. Lois Perkins, residents of the City of Wichita Falls, transmitted to the Mayor and Board of Aldermen of the City of Wichita Falls, an assignment as a gift, cover ng thirty per cent (30%) of three-fourths (3/4) of seven eighths Vs) of all the oil and gas which may be produced from two tracts of land described in said assignment which is recorded in Volume 276 at page 408 of the Deed Records of Gre County, Texas, to become effective from and after seven o'clock A.M. on September 1, 1943, and to remain in effect until the oil and gas so produced aggregated in market value when produced the sum of 1.0,000.00; after which the City of Wichita Falls shall have no further right, title or interest in said properties and the same shall revert to and reinvest in the grantors of said properties, and Whereas, in the letter of transmittal the donors suggested that as and when the proceeds are received under the assignment of said oil and gas lease, that the same be deposited in a special account for the purpose of building and furnishing an Isolation Ward or Building as an addition to Wichita General Hospital of Wichita Falls, Texas. Said addition to be owned jointly by the City of Wichita Falls and Wichita County, Texas. And that such funds should be used for the sole and only purpose of building and furnishing an Isolation Ward Building. And, that such building should not be erected until such time as building costs are near normal to insure that a reasonable value may be secured by the expenditure of the money so received, and Whereas, the said donors have discussed with Ray C. Arnhold, a local architect, the construction of said Isolation Ward and have recommended that he be employed by the City and County when said building is constructed. r 1i NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS: SECTION 1. That said assignment be and the same is hereby accepted as a gift from the donors subject to all the terms and provisions contained in a letter dated August 25, 1943, addressed to the Mayor and City Council of the City of Wichita Falls and signed by Lois & J. J. Perkins, and a letter dated August 26, 1943, °addressed to Mr. J. A. Giddings, Business Manager of the City of Wichita Falls, Texas, and signed by j4 J. Perkins, and all the terms and provisions of assignment of said oil and gas lease executed by J. J. Perkins on August 26, A.D. 1943, and recorded in Volume 276, at page 408 of the Deed Records of Gregg County, Texas, and being a conveyance for the sum of $60,000.00 to be received from the sale of oil and gas produced from said lease if, as, and when produced and not otherwise. SECTION II. That the said Ray C. Arnhold of Wichita Falls, Texas, be and he is hereby designated and appointed as the architect to prepare the plans and specifications and supervise construction of said Isolation Ward if and when the same is constructed from the funds received from Mr. J. J. Perkins and wife, Lois Perkins. Moved by Alderman Stephens that the above and foregoing resolution be approved and passed as read.
