A RESOLUTION AUTHORIZING AND DIRECTING
THE DISPOSAL AND SALE OF REAL ESTATE.
BUD DECLARING AN MMGENCY

WHERS, The City of Mfichi.ta Falls, Texas, is the owner of a tract
of land, consisting of 1185.97 acres, more or less, and generally known
as Sheppard Air Force Base, situate in Wichita County, State of Texas,
more particularly described as follows;, to-wits
A, tract of land in the Lewis Wells Survey, Abstract 323; the Thomas
Curry Survey, ,Abstract 3h4; the Richard Brown Survey, Abstract 521;
and the Maott Brothers Subdivision, Fdichita County, Texas, described
as;
Beginning at the Northeast corner of said Lewis Wells Survey,
Abstract 323, Wichita County, Texas;
Thence West along the North lire of said Lewis Fells Survey
5,234#6 feet to a point in the East right-of-way line of U. S.
Highway No. 70, said point being 50 feet, measured at right
angles, from the center line of said highway;
Thence S. 00 04t E. along said right-of-way lire 2,?75.0 feet
to a point;
Thence East 1*687.0 feet to a point 100 feet West of the 'Nest
edge of pavement of the North-South taxiway (old original North-
South runway);
Thence Ss 00 041 Be parallel with the West edge of pavement on
sai.d..North-South taxiway 1,517.5 feet to a point;
Thence West 687.0 feet to a point;
Thence ,N. 00 041 We 200 feet to a point in the South right-of-
way line of Kell Field A,i.rport entrance road;
Thence Vest 980.0 feet along said right-of—aay line to a point
in the East right-of-way line of U- S- Highway No- 70, said
point being 70 feet, measured at right angles, from the center
line of the original pavement of said highway;
Thence S- 00 04t E- along the East right-of-way line of said
U. S. Highway No* 70, a distance of 2,576.3 feet to a point;
Thence on a curve to the left whose radius is 2,?94.4 feet
along said Easterly right-of-way line 1161 feet to a point;
Thence S- 230 231 E- 3007 feet to a point on the Wbrtch right-
of-way line_ of a county road and 71.9 feet East of the center
line of U. So Highway Nor 70;

Brown Survey, said point being in the 3P-st line of the Lewis
Wells Survey;
Thence N. 00 141 W. along said East line 3,602.5 feet to the
point of beginning., containing 1,185.97 acres of land, more
or less
AND WAS, the above described tract of land and airport facilities
thereon are no . and have been heretofore occupied and used by the Government,
in connection with activities of Sheppard Air Force Base, under lease rights
from the City of Wichita Falls, Texas; and
the Chief of Staff of the United States fir Force has deemed
that a military necessity exists for the acquisition of said land and that
fee simple title thereto should be vested in the United States; and
WHERE. , the United States of America has requested the transfer of
title to said property to it and has .offered to pay to the City of Wichita
Falls, Texas, a nominal consideration, or a .consideration of the sum of
ONE and NO/100 DOLLARS 41*00); and
WHEREd�S, the Mayor and City Council of this City, having duly considered
the above determination of the Chief of Staff of the United States Air Force
and above request of the Government for transfer of title of said property,
deem it advisable, proper, and for the best interests of the City to concur
in such determination and accede to such request by selling and conveying
said property for said ocnsiderati.on„
NOW, THHMWORE, BE IT ORDERED AND RESOLVED by the Mayor and the City
Council of the City of Wichita Falls, Texas, duly assembled in lawful, and regular

session in said City on this 28 day of December 195
a quorum of said Council and a majority of the members being present and
voting "Yes" or in the affirmative on a motion duly made and seconded for
such purpose, that the Cite convey to the United States of America all of
its right, title and interest in said land and lands hereinbef'ore described,
for the sum of ONE and NOAOO DOLLAR ( 1.00) and for no other monetary consid-
eration.
1T IS HEREBY FURTHER RESOLVED AND ORDFPM: That said motion bes and is
hereby adopted, and that the City of Wichita Falls, Texas, is hereby authorized
to convey by an appropriate conveyance the hereinbef'ore described lands in fee
to the United States of Am rica and that the Mayor of said City be,, and is
hereby authorized to make and execute all instruments necessary for the con-
summation of said transaction and execute deed or deeds conveying said
property to the United States of America, pursuant to both the express and
implied provisions of this Resolution, and pursuant to law.
That by reason of the fact that the United States Government is in
urgent need of the fee simple title to said land, it is deemed necessary that
said conveyance be made without delay. Therefore, for the preservation of the
public health, peace and safety an emergency is hereby declared to exist whereby
this Resolution shall be in fUll force and effect from and after its adoption.
This Resolution is given in lieu of Resolution No. 155 passed and ,
adopted 8 November 1951 to include additional land and to revise the descrip-
tion.
