Be it resolved by the Board of Aldermen of the City of Wichita Falls,
Texas, that permission is hereby granted to the Lone Star Tool Company,
they being the owners of all of Block seventeen (17) of the Barwise and
Jalonic Addition to the City of Wichita Falls, Wichita County, Texas, to
fence in said block and to elose the .alley therein with good and sufficient
workable gates, such alley extending through said block from Mississippi to
Virginia streets; provided however, . that the City of Washita Falls retai.nd
such title as it now has to such alley, and that no improvements of a
permanent nature shall be built by anyone so as to obstruct such alleyway.
