That the City Manager, in case of his absence from the City, may
appoint the head of any department of the City that he selects to the position
of Acting City Manager, with full authority to act in his behalf, including
the execution of all contracts and the signing of warrants or vouchers; such
appointment to be made in writing and filed with the City Clerk,
