Ord 2104 8/10/1964 { ORDINANCE NO. c;/6 AN ORDINANCE AMENDING ORDINANCE NO. 2022 (THE 1963 ELECTRICAL CODE OF THE CITY OF WICHITA FALLS) WHICH AMENDMENT CREATES THE POSITION OF AN INDUSTRIAL ELECTRICIAN AND OUTLINES THE EXAMINATION AND DUTIES OF THIS POSITION. BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS, THAT: SECTION 1. Article III, Section 5, be created which will establish the position of Industrial Electrician as follows: Section 5. INDUSTRIAL ELECTRICIAN: A person desiring an Industrial Electrician' s license shall make application for the issuance of a _license to the Secretary.. Examination shall be held at the regular meeting periods. The application shall be presented to the Secretary of the Board and shall be accompanied by a fee of ten dollars ($10) . The applicant shall submit himself to an examination given by the Board. The examination shall consist of questions 'concerning electrical< install:ations, the National Electric Code, and other topics related to the occupation of an Industrial Electrician. The applicant must furnish the Secretary conclusive proof of at least nine (9) years experience, giving dates and location, in the business_:as an Electrical Contractor, Journeyman Electrician, or a combina- tion of the two, to the satisfaction of the Board of Examiners. A credit of 4 years will be allowed to the holder of a completion certificate of at least 576 hours of classroom study from an accredited industry school. A credit of five (5) years will be allowed for an electrical. engineering degree from an accredited college or university:- Falsification of an experience record shall be justification for the Board's refusal to grade an examination paper or to cancel a license. If a license is cancelled due to falsification of an experience record, no refund of any portion of the license fee shall be made. In order .for a per- son to pass an Industrial Electrician' s examination, he must have a grade of seventy (70) or more and meet such other requirements as are stated in this ordinance. If an applicant is successful in passing the examination', he shall submit to the Secretary of the Board the correct name, location and telephone number of the firm, company or corporation by whom he is employed and he shall be employed only by such single firm,' company, ,or corporation, and shall not perform any act of installation, repair or replacement of any electrical installation, apparatus or device on any other premise except that if the said firm, company or corporation is the sole owner of other p.r em.ise, then the successful applicant may list this premise. A successful applicant shall pay to the Secretary the sum of two hundred dollars ($200) as the first year' s license fee.. The two hundred dollars ($200) must be paid within thirty (30) days after the grading of the examination paper and prior to beginning work;' otherwise, the examination shall be null and void. In case of failure to pass the examination, an applicant must wait ninety (90) days before being allowed to take another examination and a waiting period of six (6) months will be required between the second and third examination and between all subsequent examinations. The waiting periods commence on the date the examination paper is graded. The fee of ten dollars ($10) shall' be required for each examination. - 2 - Qualified applicants who comply with the above provisions shall be issued a license signed by the Secretary and Chairman of the Board of Examiners to carry on the occupation of Industrial Electrician... The license shall be valid for the remainder of the calendar year. The license shall state the name and location of the company firm or corporation by whom the holder is employed. The license holder shall be governed by the provisions as prescribed for Master Electricians. All present and future licenses shall expire each December 31, annually. The license holder shall have a grace period of thirty (30) days for renewal of such licenses. If licenses are not renewed by 5:00 p.m. on January 31st, the license holder shall be required to take a new examination and pay all applicable fees. The license may be renewed by paying to the Secretary the sum of one hundred dollars ($100) within thirty days after the ' expiration date of the original license. A license shall be issued to an individual and shall not be assignable. No persons shall engage in the occupation of Industrial Electrician within the corporate limits of Wichita ,Falls, Texas, without having his licenses displayed in a prominate place at all times. No persons shall allow the use of his Industrial Electrician' s license directly or indirectly by any other person, firm or partnership or corporation for the 'purpose of obtaining a permit to construct electrical installations. In addition to the penalty provided in Article VII, any person convicted of violating this provision shall forfeit his license and it shall thereafter be void. It may be renewed after a waiting period of one year and then only after the Industrial Electrician has successfully passed an Industrial Elec- trician' s examination and has paid the license fee of two hundred dollars ($200) for the following year or fraction thereof. A .holder of an Industrial Electrician' s license shall be present at all times during the actual construction of electrical installations as hereafter pre- scribed for Industrial Electricians and shall be responsible for maintenance men, trainees and helpers working under his supervision under the penalties provided in Article VII. An Industrial Electrician may make any installations, repairs, and replace ments of any electrical apparatus, device or equipment within or on the premise of which he has listed with the Secretary of the Board, except that he may not make any installations which will be covered or concealed by the finish of the building or structure. SECTION 2. Section 1 of Article IV shall be amended by adding the fol- lowing paragraph to said Section 1: No electrical installation work shall be done by an Industrial Elec- trician without having first obtained a permit from the Office of Elec- trical Inspector; provided, however, that no permit shall be required for minor work such as repairing flush switches, replacing fuses, changing lamp sockets and receptacles or any work which comes under the classi- fication of maintenance work as described by Ordinance 2022 or any amendments to such ordinance. Permits shall be issued to Industrial Electricians who qualify as set forth in this revision to the existing 3 Electrical Code. When the holder of such a license fails to obtain a permit for a job before commencing work on such job, such person becomes liable for a double charge for the permit and other penalties as set out in the existing Electrical Code, All other sections of Article IV shall be applicable to this revision of the ordinance.
