Res 311 11/6/1957r RESOLUTION NO. 1/ RESOLUTION CREATING AN AVIATION BOARD FOR THE CITY OF WICHITA FALLS; PROVIDING FOR THE APPOINTMENT OF ITS MEMBERS; SETTING OUT THEIR POWERS AND DUTIES AND AUTHORIZING THEM TO NEGOTIATE WITH THE UNITED STATES AIR FORCE AS REPRESENTATIVES OF THE CITY OF WICHITA FALLS ON ANY MATTERS CONCERNING THE JOINT USE AGREEMENT AS IT NOW EXISTS. BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS: SECTION 1. There is hereby created an Aviation Board of the City of Wichita Falls composed of five (5) members, who shall each be a resident of the City of Wichita Falls, who shall serve without pay. SECTION 2. The members of said Board shall be appointed by the Board of Aldermen before becoming members of the Aviation Board. As soon as practical after the passage of this Resolution, the Board of Aldermen shall appoint five 5) residents of the City, and they shall serve for a term of two years, each, and at the end of the said two years the Board of Aldermen shall appoint a new Board. Members of the Aviation Board shall be eligible for appointment to a second term. All vacancies on the Board shall be filled by appointment of the Board of Aldermen, and shall be for the unexpired term of the vacating members Any member of the Aviation Board shall be removed from his office at any time by a five-sevenths majority vote of the Board of Aldermen, without any, reason being given therefor. SECTION 3. As soon after the appointment of the first Aviation Board as practical, and during the month of November, and each year thereafter, the Board shall elect one of its members Chairman and one Secretary, and their terms of office shall be for one year, The Board shall make its own rules regarding the place of meeting, the time thereof, and special meetings maybe called from time to time by the Chairman of the Board, or by the City Manager. Three members of the Board shall constitute a quorum in all matters and shall be sufficient for shall be appointedallanofficialmeeting. If the Chairman is absent, a Vice-Chairman pp by the members present. It shall be the duty of the Secretary to keep the Minutes of all meetings and record all transactions of the Board, and in the absence of the Secretary at a meeting, the members present may sect one who shall perform all the duties of the Secretary, and all Minutes and records shall be delivered immediately to the regular Secretary. SECTION 4. POWERS AND DUTIES OF THE BOARD: The Aviation Board shall act in an advisory capacity to the Board of Aldermen with reference to the aviation affairs of the City of Wichita Falls and shall assist them in particular in planning for future requirements. a) It shall plan a long range aviation program and encourage public interest therein, b) It shall make from time to time recommendations regarding the management of aviation facilities of the City of Wichita Falls, c) It shall seek the aid and cooperation of all persons owning private planes in the City with reference to the development of this City as an aviation center. d) It shall from time to time recommend to the Board of Aldermen passage of such ordinances as may be necessary to carry out its program, e) It shall act as a representative of the City of Wichita Falls in the present and,future negotiations with the United States Air Force, with reference to the j int use Agreement of Kell Field.
