The Honorable Frank Ikard, M. C.
New House Office Building
Washington, D. C.
Dear Frank:
On February 1, 1956, the City of Wichita Falls formally handed the
United States Air Force through the office of General Kelley, United
States Air Force Deputy Chief of Staff, a claim for damages in amount
of 22 million dollars. This claim for damages is a matter of record
on the books of the City Council of the City of Wichita Falls. Because
of subsequent negotiations with the Air Force for funds for relocation
of our municipal airport the City Council has authorized me and we deem
it advisable to withdraw this claim for damages. We will ask you to
execute whatever procedures are necessary to retrieve from the Air Force
this claim for damages.
My authorization is a part of the Minutes and records of the City Council
of Wichita Falls and I will request that you advise me at the earliest
possible moment when this has been executed.
This letter will also advise you that in the next few days the City of
Wichita Falls expects to file, through the office of General White,
with informational copies forwarded to you; a request for funds for
relocation of the municipal airport.
My very kindest personal regards.
Sincerely,
K. C. Spell, Mayor
City of Wichita Falls
