RESOLUTION ACCEPTING THE PROVISIONS OF
STATE HIGHWAY COMMISSION MINUTE ORDER

agrees to furnish all required right-of-way free of cost to the State:
For the construction of an Expressway System in Wichita Falls and Wichita County,
as provided in minute No. 37392, a copy of which is in our files and is made a part
of this Resolution. The Work proposed is the construction of an Expressway System
in and through Wichita Falls for the routing of U.S. 82 and 277, 281 and 287, and
the construction of an Industrial Route East of the Railroad tracks from U.S. 281 in the
North part of the City to U.S. 287 and 82 East of Wichita Falls,, sdth the
provision that the Minutes of the Highway Department be approved with the under-
standing that the signing of this instrument does not constitute approval of any
highway routes or type of highway, but is an expression of our willingness to
attempt to work out an agreement. It only authorizes the Highway Department to
proceed with studies and surveys.

the following statement of responsibilities and primes shill

Provided the local governmental officials of Wichita County and
Wichita Falls will:

1. Feral* free of cost to the State and clear of
obstructions and encumbrances the following minimum
right of way widths, It being understood that add-
itional widths will be required for special conditions
such as interchanges, grade separations and where rough
terrain exists:
a) to the section of the Expressway route from
the Dispersal System sortie to an Intersect!on
with preset U. S. Highway 287, provide a
desired minimum 2501 right of wage width, with
an absolute minim of 2200 width being acceptable
in the vicinity of Scotland Park if found nec-
essary due to controlling topograt•
b) Provide a minimum 100' right of way' along
the sections of Broad and Hot l ides Streets
whit h will constitute the Exprsssasuy Dispersal

Street and Seventeenth Streets.
c) Provide a minimum 300" right of way width on the
balance of the Expressway routes within the City,
metropolitan and rural areas.
d) For the industrial Route east of the railroads,
provide a usual width of 120' with a desirable
minimum of 100' and an absolute minimum of 90'
for the sections constructed to urban roadway
design, and a usual 1713+ width with an absolute
minimum of 120' for the sections constructed to
surburban roadway design.
2. For the Industrlcal Route, execute the Him Department's
standard forms for construction and maintenance as rewired
for usual highway projects within municipalities, and perform
such work as Is prescribed as the City's responsibility in
Highwey Commisston policy minute order 202&1 governing such
joint City-State municipal high projects.
3. Declare the portion of the Expressway routes lying within
the corporate limits oful chit a Falls, a Freeway in accordance
with the provisions of House 8111 541, 52nd Legislature, and
execute the Higy Department,s standard forms for ccars-
structloi* and maintenance of Expresswe y projects within
incorporated cities and towns.
4. For the limits of the Dispersal System, pass and enforce
ordinances providing for one way traffic operations and
parallel parking on the individual streets with the provision
that parking will be prohibited as future traffic engineering
studies may dictate.
5. Accept into the local road and street system all existing
highway routes which can be re 1 ingaishsd by the State be-
cause of the rerouting and relocation of highways as
established by this plan.
The Highway Department will:
I. By this action express its intent to develop to completion
the ultimate plan, it being understood that such work will
be undertaken by increments based on availability of funds,
traffic needs, and on continuous usable sections where
all required right of way has been acquired.
2. Proceed with survey* and plans for E sar type con-

present U. S. Highway 267, ae distance of 1.6 miles,
at an estimated cost of $1,600,000. This action
cancels the crigin*1 proposal for construction of this
project us contained in Minute 29962 and as awned
by Mime 34354, and supersedes the program item in
the 1955..56 Faso l i dated Him Progromnsmach pre-
tided partial financing or this section.
3. For the remainder of the plan as herein outlined, proceed
with sine eye and prepare and release deeds to the local
governmental agencies for acquisition of the required
rights of wey.
It is understood that the Department's future participation in cam-
struct an of the industrial Route shall be in accordance with
Commission policy for municipal highway projects as contained in
Minute 20264. It is also understood that Expressway development
extending to the Oklahoma State line shall remain subject to the
provisions of Minute 36699.
This order and Its acceptance by Wichita County eel the City of
Wichita Falls shall be construed as a lone range work plan mended
to secure the orderly, emsi ca l and expeditious completion of the
desired Improvements. This order will become operative upon ac-
ceptance by the proper officials of write County and the City of
Wichita Fells;, If not accepted within 120 days It shall become
automatically cancelled.
