I. Call to Order and Introductions
Stephen Garner called the meeting to order and all members and staff introduced
themselves.
II. Approval of Minutes
Penny Miller presented the draft minutes from April (there were no minutes for May, since
there was not a quorum to conduct business.) Clayton Lane moved the minutes of the
April meeting be approved. Larry Scott seconded. Minutes were approved.
III. Review of Lake Wichita Project Report
The committee reviewed the report from RPS Group, Lake Wichita Project:
Recommended Tasks to Complete USA CE Permit Application.
This document provides a list of what it will take to get everything we need for the Corps of
Engineers for permitting the Lake Wichita project. The projected cost is $325,000. A
timeline of 6— 12 months to complete these tasks would be necessary.

Fundraising needs to move forward to raise money for this next phase. Steve Garner has
secured at least $10,000. He would like City Council blessing to continue with at least 10%
collected.
Lakeside City has committed to between $2,500 and $5,000.
Miles Risley suggested we ask RPS for a phased contract proposal detailing the work they
will be able to do with the money we have now, since we won't have it all immediately.
Funds raised may be held in city trust or in another account, such as Friends of
Reservoirs. Points of contact for these accounts are: Jim Dockery, Director of Finance and
Assistant City Manager for the city and Tom Lang for the Friends of Reservoirs.
Steve Garner stated he feels it is time to start fundraising to really get the project moving
as Step 1 is to get permitting. Miles Risley stated that once the committee has the
$325,000 raised, there should be no reason for the City Council to deny the contract. He
also suggested releasing the information packet from PRS to the media early.
Steve Garner stated he has meetings with three prospective donors on June 12. Larry
Scott suggested everyone submit names of potential donors and foundations.
IV. Other Items of Discussion
Steve Garner stated he will send out an email to the Fundraising committee to set a
meeting time.
We are on the City Council agenda for the next meeting. Michael Chapman moved and
Penny Miller seconded a motion to present the report, Lake Wichita Project:
Recommended Tasks to Complete USA CE Permit Application, to the City Council on June
1 7.
Steve Garner reminded the committee that our 18-month charter expires in November.
Additionally, we are now moving beyond our original charge. He would like to move
beyond a "Study" committee to an "Action" committee and extend our charter beyond 18
months to see this project through.
Pete Gill reminded the committee to look beyond the City of Wichita Falls for funding as
the project benefits more than the city.
