On this the 10 day of April, 1961, the Board of
Aldermen of the City of Wichita Falls, Texas, convened in regular
meeting, at the regular meeting place, with the following members present,
to -wit:

Dr. Al T. Watcher,

with the following absent: Kenneth Johnson , yor,J.R.Ray, , constituting
a quorum, at which time the following proceedings were had:
Alderman vTinanger introduced a resolution and
moved that it be adopted. The motion was seconded by Alderman Thoes
The motion carrying with it the adoption of the resolution prevailed by the
following vote:

RESOLUTION NO. 1446
BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS, CANVASSING RETURNS•
AND DECLARING RESULTS OF AN ELECTION ON THE
QUESTIONS OF THE ISSUANCE OF $3,500,000.00
STREET IMPROVEMENT BONDS; $1,950,000.00
MUNICIPAL BUILDING AND AUDITOR MN BONDS;
$2,800,000.00 PARK BONDS; $400,000.00 FIRE
STATION BONDS; $100,000.00 LIBRARY IMPROVE -
MENT BONDS: $2,250,000.00 COLISEUM: BONDS
AND $2, 500, OOO.00 SEWER DeROVEMM AND
EXTENSION REVENUE BONDS.
WHEREAS, heretofore on the 13th day of March, 1961, the
Board of Aldermen of the City of Wichita Falls, Texas, adopted a resolution
calling an election to be held in said City on the 4th day of April, 1961,
on the following propositions:
PROPOSITION NO. 1
"Shall the Board of Aldermen of the City of
Wichita Falls, Texas, be authorized to issue the bonds
of said City in the sum of $3,500,000.00, maturing seri-
ally in such installments as may be fixed by the Board
of Aldermen, the maximum maturity being not more than
Forty (40) years from their date, bearing interest at a
rate not to exceed Five and one -half () per cent per
annum, and to levy a tax sufficient to pay interest as
it accrues and principal as it matures on said issue of
bonds, for the purpose of improving and extending the
streets of said City, as authorized by the Constitution
and laws of the State of Texas."
PROPOSITION No. 2
"Shall the Board of Aldermen of the City of
Wichita Falls, Texas, be authorized to issue the bonds
of said City in the sum of 1,950,000.00, maturing seri-
ally in such installments as may be fixed by the Board
of Aldermen, the maximum maturity being not more than
Forty (40) years from their date, bearing interest at a
rate not to exceed Five and one -half (5-21%) per cent per
annum, and to levy a tax sufficient to pay interest as
it accrues and principal as it matures on said issue of
bonds, for the purpose of constructing permanent improve-
ments to the Municipal Building and Auditorium in said
City, as authorized by the Constitution.and laws of the
State of Texas."
PROPOSITION NO. 3
„Shall the Board of Aldermen of the City of
Wichita Falls, Texas, be authorized to issue the bonds
of said City in the sum of $2,800,000.00, maturing seri-
ally in such installments as may be fixed by the Board
of Aldermen, the maximum maturity being not more than
Forty (40) years from their date, bearing interest at a
rate not to exceed Five and one -half (5-21%) per cent per
annum, and to levy a tax sufficient to pay interest as
it accrues and principal as it matures on said issue of
bonds, for the purpose of purchasing land for park pur-
poses and constructing improvements to the parks of the
City as authorized by the Constitution and laws of the
State of Texas."
PROPOSITION No. 4
"Shall the Board of Aldermen of the City of
Wichita Falls, Texas, be authorized to issue the bonds
of said City in the sum of $40o,000.00, maturing seri-
ally in such installments as may be fixed by the Board
of Aldermen, the maximum maturity being not more than
Forty (4O) years from their date, bearing interest at a
rate not to exceed Five and one -half (5-21%) per cent per
annum, and to levy a tax sufficient to pay interest as
it accrues and principal as it matures on said issue of
bonds, for the purpose of constructing and permanently
equipping fire stations in the City, as authorized by
the Constitution and laws of the-State of Texas."

PROPOSI'T'ION NO. 5
"Shall the Board of Aldermen of the City of
Wichita Falls, Texas, be authorized to issue the bonds
of said City in the sum of $100,000.00, maturing seri-
ally in such installments as may be faxed by the Board
of Aldermen, the maximum maturity being not more than
Forty (4o) years from their date, bearing interest at a
rate not to exceed Five and one-half (51,%) per cent per
annum, and to levy a tax sufficient to pay interest as
it accrues and principal as it matures on said issue of
bonds, for the purpose of providing improvements for the
public libraries of the City, as authorized by the Con-
stitution and laws of the State of Texas."
PR4POSIT oN NO. 6
"Shall the Board of Aldermen of the City of
Wichita Falls, Texas, be authorized to issue the bonds
of said City in the sum of $2,250,000.00, maturing seri-
ally in such installments as may be fixed by the Board
of Aldermen, the maximum maturity being not more than
Forty (40) years from their date, bearing interest at a
rate not to exceed Five and one -half {5-21%} per cent per
annum, and to levy a tax sufficient to pay interest as
it accrues and principal as it matures on said issue of
bonds, for the purpose of constructing a public build-
ing, to-wit: a coliseum in said City, as authorized
by the Constitution and laws of the State of Texas."
PROPOSITION NO. 7
"Shall the Board of Aldermen of the City of
Wichita Falls, Texas, be authorized to issue the bonds
of said City in the amount of $2,500,900.00, maturing
serially in such installments as may be fixed by the
Board of Aldermen, the maximum maturity being not more
than Forty (40) years from their date, bearing interest
at a rate not to exceed Five and one -half (5-2%) per cent
per annum, for the purpose of improving and extending the
sanitary sewer system of the City, to be issued in accor-
dance with and secured in the manner provided in Articles
1111. -1118, both inclusive, of the Revised Civil Statutes
of Texas, 1925, as amended, each bond to be conditioned
that the holder thereof shall never have the right to de-
mand payment of said obligation out of funds raised or
to be raised by taxation, secured by a pledge of the net
revenues from the operation of the Sewer System of said
City."
WHEREAS, said election was duly and legally held at the
time and places specified after due notice as required by law had been given
by posting and publication; and

as is reflected in the election returns heretofore filed with the City Clerk;
and
WHEREAS, only qualified taxpaying voters owning taxable
property in said City and who had duly rendered their property for taxation
were allowed to vote;
BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS:

1. That said election was duly called; that notice was
given in accordance with law and in accordance with the resolution calling
the election; that the election was held in accordance with law; that the
returns of said election have been made by the proper officers; that a
majority of the qualified voters who own taxable property in said City and
who have duly rendered the same for taxation voting at said election have
voted against Propositions Numbers 1 to 6, both inclusive, and have voted
in favor of the issuance of the Sewer Improvement and Extension Revenue Bonds.
2. That the Board of Aldermen is authorized to issue
said Sewer Improvement and Extension Revenue Bonds and to do any and all
things necessary or convenient in connection therewith.

full and correct copy of a resolution adopted by the Board of Aldermen of
the City ofWichita Falls, Texas, (and of the minutes pertaining thereto)
on the 10 day of April, 1961, canvassing returns and declaring results
of an election on the questions of the issuance of $3,500,000.00 Street
Improvement Bonds; $1,950,000.00 Municipal Building and Auditorium Bonds,
$2,800,000.00 Park Bonds; $400,000.00 Fire Station Bonds; $100,000,00
Library Improvement Bonds; $2,250,000.00 Coliseum Bonds and $2,500,000.00
Sever Improvement and Extension Revenue Bonds, which resolution is of record
in the minutes of said Board of Aldermen.
