On this the 13th day of March, 1961, the Board of
Aldermen of the City of Wichita Falls, Texas, convened in Regular Meeting
at the regular meeting place, with the following members present, to -wit:

Joe B. Meissner, Jr.,
Dr. Al T. Witcher,
E. J. Wininger,
Albert L. Fitts, City Clerk,
with the following absent: None , constituting
a quorum, at which time the following proceedings were had:
Alderman Witcher introduced a resolution and
moved that it be adopted. The motion was seconded by Alderman Ledford
The motion carrying with it the adoption of the resolution prevailed by the
following vote:
YEAS: Aldermen Ray, Thoes, Ledford, Meissner, Witcher
and Wininger and Mayor Johnson.
NAYS: None.

WICHITA FALLS, TEXAS, CALLING AN ELECTION

LIBRARY IMPROVEMENT BONDS; $2,250,000.00
COLISEUM BONDS AND $2,500,000.00 SEWER IM-
PROVEMENT AND EXTENSION REVENUE BONDS.
WHEREAS, the Board of Aldermen of the City of Wichita
Fells, Texas, deems it advisable to issue the bonds of the City for the
purposes hereinafter mentioned;
PE IT RESt�LVED BY THE BOARD OF ALDERMEN MF THE C17k OF
WICHITA FALLS, TEXAS:
1 That an election be held in the City of Wichita
Fails, Texas, on the 4th day of April, 1961, at which election the follow-
ing propositions shall be submitted.:
PROPOSITION NO. 1
„Shall, the Board of Aldermen of the City of
Wichita Falls, Texas, be authorized to issue the bonds
of said City in the sum of $3,500,000.00 maturing seri-
ally in such installments as may be fixed by the Board
of Aldermen, the maximum maturity being not more than
.Forty (40) years from their date, bearing interest at a
rate not to exceed Five and one -half (51%) per cent per
annum, and to levy a tax sufficient to pay interest as
it accrues and principal as it matures on said issue of
bonds, for the purpose of improving and extending the
streets of said City, as authorized by the Constitution
and laws of the State of Texas."
PROPOSITION NO. 2
"Shall the Board of Aldermen of the City of
Wichita Falls, Texas, be authorized to issue the bonds
of said City in the sum of $1,950,000.00 maturing seri-
ally in such installments as may be fixed by the Board
of Aldermen, the maximum mati.).rity being not more than
Forty (40) years from their date, bearing interest at a
rate not to exceed Five and one -half (511-5") per cent per
annum, and to levy a tax sufficient to pay interest as
it accrues and principal as it matures on said issue of
bonds, for the purpose of constructing permanent improve-
ments to the Municipal Building and Auditorium in said
City, as authorized by the Constitution and lags of the
State of Texas."

"Shall the Board Of Aldermen of the City of
Wichita. Falls, Texas. be atthori.zed to issue the bonds
of said City in the sum Cf $2.800,000.00, maturing eeri-
ally in such installments-as may be fixed by the Board
of Aldermen the maximum maturity being not more than
Forty (40) years from their date, bearing interest at a
rate not to exceed Five and one -half (5-21%) per cent per
annum, and to levy a tax sufficient to pay interest as
it accrues and principal, as it matures on said issue of
bonds, for the purpose of purchasing land for park pur-
poses and constructing improvements to the parks of the
City as authorized by the Constitution and laws of the
State of Texas,"
PROPOSITION N0. 4
"Shall the Board. of Aldermen of the City of
Wichita Falls Texas, be authorized to issue the bonds
of said City in the sum of $400,000,00 maturing seri-
ally in such installments as may be fixed by the Board
of Aldermen the maximum maturity being not more than
Forty (40) years from their date, bearing interest at a
rate not to exceed Five and one -half (5-21%) per cent per
annum, and to levy a tax sufficient to pay interest as
it accrues and principal as it matures on said issue of
bonds for the purpose of constructing and permanently
equipping fire stations in the City as authorized by
the Constitution and laws of the State of Texas

PROPOSITION i1T0. 5
"Shall the Board of Aldermen of the City of
Wichita Falls, Texas: be authorized to issue the bonds
of said City in the sum of $100,000 00, maturing seri-
ally in such installments as may be fixed by the Board
of Aldermen, the maximum maturity being not more than
Forty (40) years from their date, bearing interest at a
rate not to exceed Five and one -half (52 %) per cent per
annum and to levy a tax sufficient to pay interest as
it accrues and principal as it matures on said issue of
bonds, for the purpose of providing improvements for the
public libraries of the City, as. authorized by the Con-
stitution and laws of the State of Texas.,
PROPOSITION NO. 6
"Shall the Board. of Aldermen of the City of
Wichita Falls, Texas, be authorized to issue the bonds
of said City in the sum of $2;250.000.00; maturing seri-
ally in such installments as may be fixed by the Board
of Aldermen, the maximum maturity being not more than
Forty (40) years from their date, bearing interest at a
rate not to exceed. Five and one -half (5-21%) per cent per
annum and to levy a tax sufficient to pay interest as
it accrues and principal as it matures on said issue of
bonds, for the purpose of constructing a public build -
ing, to-wit: a coliseum in said City, as authorized
by the Constitution and laws of the State of Texas "
PROPOSITION Nc. 7
"Shall the Board of Aldermen cf the City of
Wichita Falls,, Texas, be authorized to issue the bonds
of said City in the amount of $2,500,000.00, maturing
serially in such installments as may be fixed by the
Board of Aldermen, the maximum maturity being not more
than Forty (40) years from their date, bearing interest
at a rate not tc exceed Five and one -half (52 %) per cent
per annum for the purpose of improving and extending the
sanitary sewer system of the City to be issued in accor-
dance with and secured in the manner provided in Articles
3111 -1118, both inclusive; of the Revised Civil Statutes
of Texas, 1925, as amended; each bond to be conditioned
that the holder thereof shall never have the right to de-
marid payment of said obligation out of funds raised or
to be raised by taxation; secured by a pledge of th6 net
revenues from the operation of the Sewer System of said
dity_"
2. That said election shall be held at the following

3. The said election shall be held under the pro-
-isions of Chapter 1, Title 22 of the Revised Civil Statutes of Texas,
925, as amended including the provisions of Article 704, as amended by
hapter 382., passed at the First Called Session of the Fourty fourth Legis-
ature, and only legally qualified electors who own taxable property in

Concerning each proposition, each voter shall mark
ut with black ink or black pencil one of the above expressions, thus
eaving the other as indicating his vote on the proposition.
5. A substantial copy of this resolution signed by
Mayor of said City and attested by the City Clerk shall serve as
notice of said election. Notice shall be given in accordance with
Article 7C4; Revised Civil Statutes of 1925, as amended, by Chapter 382,
passed at the First Called Session of the Forty Fourth Legislature, supra
;the Mayor is authorized and directed to have a copy of said notice posted
t the City Hall and at each voting place within said City not less than
een days prior to the date fixed for holding said election. He shall
so cause said notice to be published on the same day in each of two
ccessive weeks in a newspaper of general circulation published within
id City: the date of the first publication to be not less than fourteen
ys prior to the date set for said election. Except as otherwise ero-
ded in said Article 704, as amended, the manner of holding said election
be governed by the laws governing general elections
