''411ZE FAS, the city of Wichita Falls is contemplating build
ing a Dam: on the Little Wichita =giver at a site commonly known
as the Halsell Site, and;
1T MS, the town of Windthorst, Teras anticipates that
it may in the future require water from the Little Wichita River
for its fresh grater supply, and;
't E EAS , it is anticipated that t=ie 1970 or 1960 popula-
tion of Windthorst will be 1000 people, to will require 134
acre feet of ~rater per year, and;
U FAS, the Board of Aldermen of the City of Wichita
Fall: desires to help insure an adequate supply of fresh water
to the torn of Uindthorst.

OF WICHITA FALLS, TZAAS , THAT:
The City of Wichita Falls, in consideration of the people
of Windthor st's cooperation in applying for a permit authoriz-
ing the construction of such reservoir, agrees that the town of
Windthorst shall have the right to divert and use of the graters
of the State of Tetras from the Ealsell reservoir on the Little
Wichita ai.ver a total of 134 acre feet pe:^ year.
