We,
follows:
1. The Board of Aldermen of said City convened in
SPECIAL MEETING ON THE 5TH DAY OF SEPTEMBER, 1967,
at the City Hall, and the roll was called of the duly constituted
officers and members of said Board of Aldermen, to -wit:
the undersigned officers of said City, hereby certify as
Wilma Thomas, City Clerk R. C. Rancier, Mayor
Kenneth Hill S. M. Lyons
James M. Davis LeRoy Daniel
Max Kruger Cletus Schenk .
and all of said persons were present, except the following
absentees:
thus constituting a quorum. Whereupon, among other business,
the following was transacted at said Meeting: a written

was duly introduced for the consideration of said Board of Aldermen
and read in full.. It was then duly moved and seconded that said
Resolution be adopted - ;and,after due discussion, said motion,
carrying with it the adoption of said Resolution prevailed and
carried by the following vote:
YEAS: All members of said Board of Aldermen
shown present above voted "Aye ".
NAYS: None.
2. That a true, full and correct copy of the aforesaid
Resolution adopted atthe Meeting described in the above and fore-
going paragraph is attached to and follows this Certificate;
that said Resolution has been duly recorded in said Board of
Aldermen's minutes of said Meeting; that the above and foregoing
paragraph is a true, full and correct excerpt from said Board of
Aldermen's minutes of said Meeting pertaining to the adoption of
said Resolution; that the persons named in the above and foregoing
paragraph are the duly chosen, qualified and acting officers and
members of said Board of Aldermen as indicated therein; that each
of the officers and members of said Board of Aldermen was duly and
sufficiently notified officially and personally in advance, of the
time, place and purpose of the aforesaid Meeting, and that said
Resolution would be introduced and considered for adoption at said
Meeting, and each of said officers and members consented, in ad-
vance, to the holding of said Meeting for such purpose; and that
said Meeting was open to the public as required by law.
3. That the Mayor of said City has approved, and hereby ap-
proves, the aforesaid Resolution; that the Mayor and the City Clerk
of said City have duly signed said Resolution'; and that the Mayor
and the City Clerk of said City hereby declare that their signing
of this Certificate shall constitute the signing of the attached
and following copy of said Resolution for all purposes.

WHEREAS, the Board of Aldermen of said City deems it ad-
visable to issue the bonds of said City for the purposes herein-
after stated.
THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS:
1. That an election shall be held in said City on the
28th day of September, 1467, in the several regular Election

2. That at said election the following PROPOSITIONS
shall be submitted in accordance with law:
PROPOSITION NO. 1
Shall the Board of Aldermen of said City be authoriz-
ed to issue the bonds of said City, in one or more series
or issues, in the aggregate principal amount of $390,000,
with the bonds of each such series or issue, respectively,
to mature serially within not to exceed 40 years from
their date, and to bear interest at rates not to exceed
52% per annum, for the purpose of constructing and per-
manently equipping a community health unit building; and
shall said Board of Aldermen be authorized to levy and
cause to be assessed and collected annual ad valorem
taxes in an amount sufficient to pay the annual interest
on said bonds and provide a sinking fund to pay said bonds
at maturity?
PROPOSITION NO. 2
Shall the Board of Aldermen of said City be authoriz-
ed to issue the bonds of said City, in one or more series
or issues, in the aggregate principal amount of $770,000,
with the bonds of each such series or issue, respectively,
to mature serially within not to exceed 40 years from
their date, and to bear interest at rates not to exceed
52% per annum, for the purpose of purchasing and improving
lands for park purposes; and shall said Board of Aldermen
be authorized to levy and cause to be assessed and collect-
ed annual ad valorem taxes in an amount sufficient to pay
the annual interest on said bonds and provide a sinking
fund to pay said bonds at maturity?

PROPOSITION NO. 3
Shall the Board of Aldermen of said City be authoriz-
ed to issue the bonds of said City, in one or more series
or issues, in the aggregate principal amount of $375,000,
with the bonds of each such series or issue, respectively,
to mature serially within not to exceed 40 years from
their date, and to bear interest at rates not to exceed
52% per annum, for the purpose of constructing and permanent-
ly equipping fire stations in said City; and shall said
Board of Aldermen be authorized to levy and cause to be
assessed and collected annual ad valorem taxes in an amount
sufficient to pay the annual interest on said bonds and
provide a sinking fund to pay said bonds at maturity?
PROPOSITION NO. 4
Shall the Board of Aldermen of said City be authoriz-
ed to issue the bonds of said City, in one or more series
or issues, in the aggregate principal amount of $3,235,000,
with the bonds of each such series or issue, respectively,
to mature serially within not to exceed 40 years from
their date, and to bear interest at rates not to exceed
52% per annum, for the purpose of constructing and permanent -
ly equipping a civic activities center in said City; and
shah. said Board of Aldermen be authorized to levy and
cause to be assessed and collected annual ad valorem taxes
in an amount sufficient to pay the annual interest on said
bonds and provide a sinking fund to pay said bonds at
maturity?
PROP OS I T ION NO. 5
Shall the Board of Aldermen of said City be authoriz-
ed to issue the bonds of said City, in one or more series
or issues, in the aggregate principal amount of $10,670,000,
with the bonds of each such series or issue, respectively,
to mature serially within not to exceed 40 years from
their date, and to bear interest at rates not to exceed
52% per annum, for the purpose of constructing and improv-
ing streets in said City, and providing drainage in
connection therewith; and shall said Board of Aldermen be
authorized to levy and cause to be assessed and collected
annual ad valorem taxes in an amount sufficient to pay the
annual interest on said bonds and provide a sinking fund
to pay said bonds at maturity?
3. That the official ballots for said election shall
be prepared in accordance with the Texas Election Code so as to
permit the electors to vote "FOR" or "AGAINST" the aforesaid
propositions, which shall be set forth in substantially the follow-
