WHEREAS, it has heretofore been the policy of the City
of Wichita Falls not to provide water and sewer services outside
the City Limits, but it now appears that this policy should be
changed to a certain extent.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN
OF THE CITY OF WICHITA FALLS, TEXAS, THAT:
The memorandum dated February 27th, 1967 from Jack Davis,
City Manager, to Mayor and Board of Aldermen, a copy of which is
attached hereto, is hereby approved and adopted as the official
policy of the City of Wichita Falls regarding the furnishing of
water and sewer services outside the corporate limits of the
City of Wichita Falls.
PASSED AND APPROVED this the 2nd day of March, 1967.

For many years, the Council has followed tha policy of restricting

Council does agree to relax this policy, ? would recommend the following
conditions be ingosad On anyone seeking annexation. Certain occasions
arise where no particular benefit accrues to the City to have an area
annexed where the only service that we can or should provide is the
utility. Lear in mind that we can annex these properties at any time
we so desire merely wy action Of the Council.
The following restrictions should be set .forth:
1. That the extension not be made further than 300 feet
from the existing city limit boundaries.
0. That both Crater and sewer be utilized, if both are
available-
3. The owner most extend the service at his own expense.
4. That any extension be approved by the Director of Public
Utilities, and that it be consistent with our existing or
proposed system.
5. That this agreemea.t not be construed to encourage sub-
division dove lopmenz outside the corporate limits and that
extensions shall not be made from the line unless approved
by the City.
6. T _az z__e owner's land must be contiguous to the city
limits or the owner must obtain easements in behalf of the
City to provide for the proper and orderly extension.
7. A play rust be submitted to the City showing all
planned uses for the utilities and said use is limited
to tat purpose unless approved by the City Manager.
