BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
The committee report dated February 13th, 1967, submitted
on that date to the Board of Aldermen by said committee composed
of Aldermen Daniel, Kruger, Hill and Burross, be and the same
is hereby accepted and approved and the committee is discharged;
further, no further action shall be taken on the proposed measure.

COMMITTEE REPORT
TO: Wichita Falls Board of Aldermen DATE: February 13, 1967

Members - Max Kruger, Kenneth Hill, Dr. D. Clifford Burross
SUBJECT: Initiative Petition for 56-Hour Work Week for Fire Department
This committee was appointed on December 27, 1966, to study the petition,
captioned above, and to report back to the City Council within 60 days.
This report is submitted herewith and signed by the individual committee
members.
Recommendation:
It is the finding of this committee, based upon the opinion of the City
Attorney, that the subject matter of the petition has been withdrawn from
the initiatory process by the State Legislature. The State Legislature
has historically entered into and pre-empted the regulation of duty hours
of firemen and policemen. We strongly disagree with this interference in
local affairs, but do recognize it as the controlling law.
Since the subject matter of this petition has been withdrawn from the
initiatory process, we have not considered this issue on its merits nor
conducted a public hearing for that purpose. Therefore, we recommend
that the City Council accept the report of this committee and by Reso-
lution, attached hereto, that we be discharged as a committee to con-
sider the petition.
