BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
The provisions of Minute No. 58021 passed by the Texas
Highway Commission on June 30th, 1966, are acceptable to the
City of Wichita Falls. It is hereby ordered that the City of
Wichita Falls cooperate with the State Highway Department and
proceed with the obligations so stipulated in said Minute Order
as being responsibilities of the City.

WHEREAS, in WICHITA COUNTY the Wichita Falls Urban Transportation Study now
nearing completion will provide a comprehensive plan for future development
of traffic ways to care for present and anticipated traffic volumes; and
WHEREAS, such transportation plan indicates the need for an additional express-
way facility in the City of Wichita Falls extending from the present location
of U. S. Highways 82 and 277 at or near F. M. Road 369, Northeast along or
near Kell Boulevard to U. S. Highways 82 and 287 at or near Sibley Street,
a distance of approximately 7.5 miles; and
WHEREAS, the City of Wichita Falls has requested that such a facility be under-
taken as a part of the State highway system and have indicated their willingness
and ability to enter into preliminaries leading to the ultimate development of
such a facility; and
WHEREAS, an analysis of the request and the transportation plan indicates that
such a facility would be a desirable part of the State highway system;
NOW, THEREFORE, the State Highway Engineer is directed to transmit the following
proposal to the City of Wichita Falls:
The Texas Highway Department will:
1. Designate the above described section along or near Kell Boulevard as
the future route of U. S. Highways 82 and 277, will participate in the
purchase of right of way and provide for its ultimate construction as
an expressway facility, all in accordance with existing laws and policies
of the Texas Highway Department.
Provided the City will:
1. Participate in the purchase of right of way and such items of construction
required by Departmental policies for municipal projects.
2. Agree to accept the present location of U. S. Highways 82 and 277 from
the intersection of Loop 11 and present U. S. Highways 82 and 277 to present
U. S. Highway 287 into their street system for maintenance.
This action is taken in the interest of advance planning with the understanding
that State funds are not now available for the purchase of right of way and con-
struction. It is understood that the work will be undertaken by increments as
funds become available for allocation in future programs of work.
Upon acceptance of the provisions of this Order by the appropriate officials
of the City of Wichita Falls, the State Highway Engineer is directed to proceed
with Engineering Surveys to Establish the Location and Determine Right of Way
Requirements.
This Order shall become operative upon acceptance by the City of Wichita Falls
and if not accepted within 90 days of the date hereof, the action herein con-
tained shall be automatically cancelled.
