Res 1302 5/2/1972RESOLUTION NO. /J2 BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS, THAT: The City Manager is hereby authorized to negotiate and execute for the City of Wichita Falls a contract with one of the following firms, Griffinhagen-Kroeger, Inc. , The Jacobs Company, Inc. , or Yarger & Associates, Inc. , to update the City' s position classification and wage plan in accordance with the general speci- fications attached to this Resolution; the consideration to be paid by the City in such contract shall not exceed the sum of $20,000. PASSED AND APPROVED THIS the 2nd day of May, 1972. 4 // „ i/ ilt,iu MAYO R ATTEST: iL:/%1 .-S---J2z City Clerk 4 AGREEMENT THIS AGREEMENT, made and executed this _ 1_day of Y'1+A`( 1972, by and between the CITY OF WICHITA FALLS, TEXAS, hereinafter referred to as First Party, and GRIFFENHAGEN-KROEGER, INC., management consultants, hereinafter referred to as Second Party. WITNESSETH: WHEREAS, First Party desires a classification of positions on the basis of their duties and responsibilities and seeks expert recommendations as to proper rates of pay for each such class of positions; and WHEREAS, Second Party has heretofore performed similar services for states, their political subdivisions and municipal corporations, and is skilled in such services; NOW THEREFORE, in order to secure the desired classification and pay plan, IT IS HEREBY MUTUALLY AGREED AS FOLLOWS: 1. Second Party agrees to: a. Prepare, have printed, and distribute position information questionnaires and instructions to be completed by individual employees and their supervisors on the current duties, responsibilities and requirements of each position included in the survey, with provisions for review and comment by their department heads. b. Hold Meetings with directors, department heads, and such other individuals as First Party may designate to explain fully the purpose of the classification and pay survey and answer all questions about the method of its conduct. c. Review completed position information questionnaires, conduct field examinations of duties when necessary to adequately determine responsibilities and working conditions of representative positions and/or hold discussion with employees or their supervisors to determine the same. d. Analyze questionnaires and supplemental information gathered by field examinations and prepare tentative classification plan containing descriptive class specifications, tentative allocation lists showing the class to which each position is provisionally assigned; and an evaluation of the relative level of each class in terms of a mutually developed factor rating plan. e. Review the tentative classification plan with department heads and employees, adjust the same as appropriate, based on any supplemental or corrected information furnished during the review, and prepare individual reports on cases for which requests for changes were received. f. Prepare Class Specifications for each class containing the class title, a description of typical duties and responsibilities of the positions in the class, evaluations factors 'for' each position in the class, and a'statement of the desirable qualifications requirements for entrance into positions of the class. 2- g. Identify appropriate benchmark classes, conduct a, sury_ay, salaries and fringe benefits by means of appropriate questionnaires and/or personal contacts with appropriate types of employees within the local labor market area, both governmental and non-governmental, as ,well as other typical southwest cities. h. Study and make recommendations for the, development of Innovative Wage Plan to cover such features as incentive pay and wage shift differentials, exceptional service pay, and flexible step advancement through pay range based on meritorious performance. i. Develop a recommended pay plan based upon bench mark classes and ranges for classes with salary and/or wage schedule and appropriate grading interests of the employer and employees. j. Prepare final allocation records by department, listing each position in the survey, with its proposed class title and pay grade. k. Prepare complete regulations and procedural manuals for the adoption, implementation, administration and maintenance of the classification and pay plans. 1. Prepare and present a report summarizing the procedure and methods used in the survey and development of the classification and pay p lans, and including the final classification and pay plan. Submit 100 copies of said plan to First Party within 120 days after initiating the study, unless mutually agreed otherwise by the parties. 3- y m. Provide, at a time to be mutually agreed upon, one working day of consulting service to explain and discuss conclusions and recommendations (1) at the time of review of preliminary plans and (2) at a time during a reasonable period after submission of the report. 2. Second Party further agrees to begin work on this study within 10 days of the effective date of this agreement and to assign, as its Project Manager, Mr. Elmer V. Williams, or such other qualified person as mutually agreed by the parties. 3. First Party agrees to provide furnished working space, including local telephone service, and to permit access to all reasonable information concerning the duties and responsibilities of all employees whose positions are included in the survey. 4. In full payment for all services detailed above, First Party agrees to furnish working quarters and local telephone service as heretofore provided, and in addition agrees to pay to Second Party a sum of money in the amount of $18,000, payable in installments of $4,000 after 30, 60 and 90 days and $6,000 upon the submission of the final recommendations; provided that if the total number of full-time positions on the final allocation list exceeds 900, the total payment shall be increased by $15 for each full-time position over that number. 4- EXECUTED the day and year first set out above.
