Res 1400 3/12/1973CERTIFICATE FOR RESOLUTION CALLING A BOND ELECTION THE STATE OF TEXAS COUNTY OF WICHITA CITY OF WICHITA FALLS We, the undersigned officers of said City , hereby certify as follows: 1. The Board of Aldermen of said City convened in REGULAR MEETING ON THE 12TH DAY OF MARCH , 1973 , at the City Hall , and the roll was called of the duly constituted officers and members of said Board of Aldermen, to-wit: Wilma J. Thomas , City Clerk J. Winston Wallander, Mayor Harry Campsey Harrison E. Taylor Larry Lambert Willard J. Still J. C. Boyd, Jr.Peggy McCullough and all of said p rsons were present , except the following absentees : thus constituting a quorum. Whereupon, among other business , the following was transacted at said Meeting : a written RESOLUTION CALLING A BOND ELECTION was duly introduced for the consideration of said Board of Alder- men and read in full. It was then duly moved and seconded that said Resolution be adopted; and, after due discussion, said motion, carrying with it the adoption of said Resolution prevail- ed and carried by the following vote: YEAS: All members of said Board of Aldermen shown present above voted "Yea" . NAYS: None. 2. That a true, full and correct copy of the aforesaid Resolution adopted at the Meeting described in the above and fore- going paragraph is attached to and follows this Certificate; that said Resolution has been duly recorded in said Board of Aldermen's minutes of said Meeting; that the above and foregoing paragraph is a true, full, and correct excerpt from said Board of Aldermen's minutes of said Meeting pertaining to the adoption of said Resolution; that the persons named in the above and foregoing paragraph are the duly chosen, qualified and acting officers and members of said Board of Aldermen as indicated therein; that each of the officers and members of said Board of Aldermen was duly and sufficiently notified officially and personally in advance, of the time , place , and purpose of the aforesaid Meeting, and that said Resolution would be introduced and considered for adoption at said Meeting, and each of said officers and members consented, in advance , to the holding of said Meeting for such purpose; and that said Meeting was open to the public, and public notice of the time , place, and purpose of said meeting was given, all as required by Vernon 's Ann. Civ. St. Article 6252-17 . 3. That the Mayor of said City has approved, and hereby approves , the aforesaid Resolution; that the Mayor and the City Clerk of said City have duly signed said Resolution; and that the Mayor and the City Clerk of said City hereby declare that their signing of this Certificate shall constitute the signing of the attached and following copy of said Resolution for all purposes . City Clerk OF ayor SEAL) RESOLUTION NO. 1400 RESOLUTION CALLING A BOND ELECTION THE STATE OF TEXAS COUNTY OF WICHITA CITY OF WICHITA FALLS WHEREAS , it is deemed necessary and advisable to call the election hereinafter ordered. THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS: 1. That an election shall be held on APRIL 3 , 1973, in said City in the several regular election precincts of said City, at the several regular polling places , and with the Presiding Judges and Alternate Presiding Judges , as set forth in "Exhibit A" , which is attached hereto and made a part of this Resolution for all purposes. 2. That each Presiding Judge shall appoint not less than two nor more than four qualified election clerks to serve and assist in conducting said election; provided that in each in- stance where the Presiding Judge actually serves as expected, the Alternate Presiding Judge shall be one of such clerks . 3. That by approving and signing this Resolution the Mayor of said City officially confirms his appointment of said election officers to serve at said election; and by adopting this Resolu- tion the governing body of said City approves and concurs in the appointment of said election officers. 4. That all resident, qualified electors of said City shall be entitled to vote at said election. 5. That notice of said election shall be given by posting a substantial copy of this Resolution in each of the Election Precincts of said City and also at the City Hall, not less than 15 days prior to the date set for said election; and, a sub- stantial copy of this Resolution also shall be published on the same day in each of two successive weeks in a newspaper of general circulation published in said City, the date of the first publi- cation to be not less than 14 days prior to the date set for said election. 6. That at said election the following PROPOSITION shall be submitted in accordance with law: PROPOSITION Shall the Board of Aldermen of the City of Wichita Falls , Texas , be authorized to issue the bonds of said City , in one or more series or issues , in the aggregate principal amount of $2 ,000 ,000 , with the bonds of each such series or issue, respectively, to mature serially within not to exceed forty years from their date, and to be sold at such prices and bear interest at such rates as shall be determin- ed__within the discretion of the Board of Aldermen, for the purpose of improving and extending said City's Sewer System, with said bonds to be secured by and payable from a lien on and pledge of the Net Revenues of said City's Waterworks and Sewer System? 7.
