RESOLUTION CALLING A REFERENDUM ELECTION
ON THE BICENTENNIAL MEMORIAL CENTER, AND
SELECTING A SITE THEREFOR.
BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. An election shall be held in the City of
Wichita Falls, Texas on Tuesday, August 13th, 1974 in the
election precincts of said City, at the several regular
polling places, and with the Presiding Judges and Alter-
nate Presiding Judges, as set forth in "Exhibit A" , which
is attached hereto and made a part of this resolution for
all purposes.
SECTION 2. The Presiding Judge for each precinct
shall appoint such clerks, not less than two nor more than
four, as he deems necessary for the proper conduct of the
election.
SECTION 3. The Chief of Police shall post a properly
executed copy of this resolution, order and notice at the
places where the election is to be held, such notice to be
posted at lease thirty (30) days before the date of said
election.
SECTION 4. There shall be submitted to a vote of the
electors at such referendum election two ordinances approp-
riating $3 , 000, 000 out of the Revenue Sharing Trust Fund for
the construction of a Bicentennial Memorial Center in the
City of Wichita Falls. One such proposed ordinance would
provide for the construction of such Memorial Center at the
Auditorium site; a copy of such proposed appropriation ordi-
nance is attached hereto as "Exhibit B" and made a part of
this resolution for all purposes. The other proposed ordi-
nance would provide for the construction of such Memorial
Center at the Ohio Street site; a copy of such proposed
appropriation ordinance is attached hereto as "Exhibit C"
and made a part of this resolution for all purposes.
SECTION 5. The official ballots for said election
shall be prepared in accordance with the Texas Election Code
so as to permit the electors to vote for or against such pro-
posed ordinances, which shall be set forth in substantially
the following form:
AN ORDINANCE APPROPRIATING $3,000,000
FOR FROM THE REVENUE SHARING TRUST FUND
AGAINST
FOR THE CONSTRUCTION OF A BICENTENNIAL
MEMORIAL CENTER AT THE AUDITORIUM SITE.
AN ORDINANCE APPROPRIATING $3 ,000 ,000
FOR FROM THE REVENUE SHARING TRUST FUND
AGAINST
FOR THE CONSTRUCTION OF A BICENTENNIAL
MEMORIAL CENTER AT THE OHIO STREET SITE.
SECTION 6. In accordance with Section 55 of the charter
of the City of Wichita Falls, if both ordinances are approved
in the election, the one receiving the highest affirmative
vote shall prevail, and the other shall be void.

Revenue Sharing Trust Fund the sum of $3, 000, 000 for the
construction of a Bicentennial Memorial Center.
SECTION 2. Such Bicentennial Memorial Center shall be
constructed at the Auditorium site, which is a four square
block site containing approximately 580, 000 square feet or
13 acres, bounded by 6th and 8th Streets and Bluff and Austin
Streets.
