Ord 2588 5/5/1970 ORDINANCE NO. 625y-1 AN ORDINANCE AMENDING CHAPTER 23 OF THE CODE OF ORDINANCES OF THE CITY OF WICHITA FALLS, PROVIDING FOR PLUMBING ADVISORY BOARD. BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS, THAT: SECTION 1. Chapter 23 of the Code of Ordinances of the City of Wichita Falls is hereby amended by adding a new Article I.A. , which shall read as follows: "Article I.A. Plumbing Advisory Board Sec. 23-14. Created; composition; appointment; salary. There is hereby created a Plumbing Advisory Board for the City. The Plumbing Advisory Board shall consist of five (5) members, who shall be appointed by the Mayor with the approval of the Board of Aldermen, and each shall serve for a term of two (2) years, or until his successor is appointed and qualified. One member of the Board shall be a mechanical engineer, one member shall be an employee of Lone Star Gas Company, one member shall be a licensed master plumber, one member shall be a licensed journeyman plumber, and one member shall be an individual who is in no way associated with any of the other four members of the Board. The Secretary of the Board shall be the Plumbing Inspector for the City. All members of said Board shall be residents of the City, and shall serve without pay. The terms of such members shall be staggered, so that the terms of two members shall expire one year, and the terms of the other three members shall expire the next year. Sec. 23-15. Powers and duties. The Plumbing Advisory Board shall investigate and make recommendations to the Board of Aldermen as to modifications in the Wichita Falls Plumbing Code, and the use of new materials that come onto the market. The Board shall have authority to grant modifications or variances to the Plumbing Code for any specific case, and to modify an order of the Plumbing Inspector. In varying the applications of any provision of the Plumb- ing Code or in modifying any order of the Plumbing In- spector, not less than three (3) affirmative votes shall be required. Any such decision shall be in writing and shall specify in what manner such variation or modifica- tion shall be made and the conditions upon which it shall be made and the reasons therefor, one of which reasons must be to prevent undue hardship. Sec. 23-16. Rules; meetings. The Plumbing Advisory Board shall promulgate its own rules of procedure and shall meet at such times as it may set, and shall be subject to called meetings by either the Secretary or the Chairman of said Board." - 2 - SECTION 2 . Section 23-100 of the Code of Ordinances is hereby repealed. SECTION 3. The fact that there is presently no provision in the Code of Ordinances for the Plumbing Advisory Board creates an emergency, and this Ordinance is declared an emergency measure, and shall become effective upon its passage.
