ORDINANCE NO. AQY
AN ORDINANCE ESTABLISHING THE NAMING OF STREETS AND NUMBERING
OF PARCELS AND BUILDINGS, STATING THE METHOD OF NUMBERING, THE KIND OF
NUMBERS, THE DUTY OF THE DIRECTOR OF PLANNING TO DESIGNATE NAMES AND
NUMBERS, AND PROVIDING FOR A PENALTY.
Be it ordained by the Board of Aldermen of the City of Wichita
Falls, in Wichita County, Texas;
Section 1: Definitions
For the purpose of this ordinance, the following terms, phrases,
words and their derivations shall have the meaning ascribed to them in
this section:
a. Cul-de-sac. A cul-de-sac is a minor street not more than
600' in length, having but one vehicular access to another
street and terminated by a vehicular turn around of not
less than 100' in diameter in residential areas, and not
less than 200' in diameter in commercial and industrial areas.
b. Minor Loop. A minor loop is a minor street having 10 or
less platted lots which originates or terminates on the same
through street.
c. Prefix. A prefix is an alphabetic letter which is applied
when a street crosses a base line. The purpose of the prefix
is to indicate the compass direction from a base line described
in City Ordinance 390.
d. Primary Number. A primary number is a number of not more
than five (5) digits and which is assigned to a parcel so
that a parcel can be uniquely identified on the street on
which it is platted.
e. Street Name. The street name is a word not exceeding twelve
(12) characters which has been established by city ordinance,
by dedication, or, in the case of a private street, by official
approval of the Planning Board.
f. Street Type. The street type is a word or abbreviation of
a word not exceeding four (4) characters used to classify
a street name into categories such as Street, Avenue, Circle,
Lane, and other similar descriptors.
g. Suffix. A suffix is an alphabetic letter and/or a set of
number(s) not exceeding three (3) characters which is used
to uniquely identify separate buildings upon parcels and/or
separate activities within buildings.
Section 2: Numbering Convention
That for the purpose of numbering and more particularly locating
all buildings and parcels in the City of Wichita Falls, all streets in
the city shall be considered as even hundreds in the numbering scheme
according to the relative position of each street or avenue, and the
parcel and building numbers in the blocks next to said streets and avenues

a. All numbering of the city shall proceed eastward, westward,
northward, and southward from the base line described in
City Ordinance No. 390 in accordance with said schedules,
except as modified by Section 4 of this Ordinance.
b. Where possible, lots and buildings shall be uniquely identi-
• fied by a street number of no more than five (5) digits.
c. Separate buildings may be uniquely identified by the use
of an alphabetic letter used in combination with a primary
street number. This convention shall be approved by the
Director of Planning only when strict compliance with this
Ordinance would result in severe confusion.
d. Residential dwelling units within a single residential
building on a single parcel shall be numbered in sequence
starting with the number 1. This shall include duplexes.
The number i shall not be permitted as a unique identifier.
e. Residential units within a complex of multiple residential
structures shall be numbered in accordance with one of
the following:
(1) In sequence starting with the number one (1) in
each building.
(2) In hundred series in multi-story structures running
in consecutive order through the complex with the
one hundred (100) series designating ground level,
and the two hundred (200) series designating second
story units, etc.
f. Cul-de-sacs and minor loops shall be numbered in consecutive
order starting with the number one (1).
g. Spaces within mobile home parks shall be numbered in
sequence beginning with the number one (1).
Section 3: Establishment of the Base Line
That the base line or dividing line separating east, west,
north and south street numbers shall be identical with those base lines
described in repealed Ordinance No. 390, passed and approved the thir-
teenth day of February, 1922, now on record in the Office of the City
Clerk. These base lines are described as follows:
a. That the base line or dividing line separating east
and west street numbering shall on the north side of
the Wichita River, be Webster Street and is hereby
extended north to the city limits, and south of the
Wichita River the base line shall be Patterson Street
and Mill Street along the east line of the original
townsite and Jalonic Addition, then with the center
line of Section #10, J. A. Scott Survey south. This
base line is hereby extended to follow the South
Expressway southward to the city limits.
b. That the Wichita River shall be the base line for
numbering streets running north and south, which are
west of the east line of Section 15 and 16 of the J. A.
Scott Survey, and is hereby extended to the city
limits; and east of the east line of Section 15 and 16
of the J. A. Scott Survey the base line shall be
Barwise Street on the north line of Section 11
of J. A. Scott Survey, and is hereby extended due east
to the city limits.
c. The numbering system established by the said Ordinance

existence at the time shall remain in effect.
d. Henceforth all base lines shall automatically be extended
when new territory is annexed to the City of Wichita Falls.
Section 4: Future Additions to Corporate Limits
When future extensions to the city are made or new additions
are placed on record, it shall be the duty of the Director of Planning
to prepare numbers for said extensions or additions, and said numbers
shall correspond to the general scheme of the numbering contained in
this ordinance. The following conditions shall govern street numbering
unless otherwise covered in other sections of this ordinance.
a. All streets bearing less than north 45° east, or north
45° west, shall assume the north/south numbering system.

b. All streets bearing more than north 45° east, or north
45° west, shall assume the east/west numbering system
established in this ordinance.
c. The longest segment (north/south, east/west, or diagonal)
will determine whether the street will conform to a
north/south or to an east/west numbering scheme.
Section 5: Street Naming Conventions
Streets in new subdivisions shall conform with the following
requirements:
a. Names of new public streets shall not duplicate or
cause confusion with the names of existing streets,
unless the new public street is a continuation of,
or is in alignment with an existing street, in which
case the name of the existing street shall be used.
b. The naming of private streets or drives is prohibited,
unless such names are approved by the Planning Board.
Names of private streets and driveways may be recog-
nized and approved by the Planning Board if such
names do not conflict with names of other public or
recognized private streets within the city. It will
be the owner's responsibility to reimburse the city
for the construction and placing of signs of the same.

existing or future private streets or drives shall not
be changed, nor shall such streets or drives be extended
without approval of the Planning Board. The owner shall
also be responsible to the city for maintenance and

replacement of the signs when needed.
c. No minor streets such as cul-de-sacs, circles, and
minor loops shall carry the same primary street name
as that of any previously dedicated or recognized
• private street.

d. If a street crosses a base line, it shall carry a prefix
of N, north; S, south; E, east; or W, west. The pur-
pose of the prefix is to indicate direction from a
base line.
e. All streets shall carry a name and one of the following
street types identifiers: Access Road, Avenue, Bend,
Boulevard, Circle, Cove, Court, Curve, Downs, Drive, Expressway,
Freeway, Highway, Lane, Loop, Parkway, Path, Pathway,
Place, Ramp, Road, Row, Street, Square, Trace, Trail,
Terrace, Way.
f. Twelve (12) characters shall be the maximum number of
letters in a street name.
Section 6: Reservation of Numbers
For the purpose of reserving address numbers along street
segments,, each sixty feet (60') of frontage shall constitute a lot
or a space for a parcel number.
Section 7: Type of Address Numbers
All numbers on business or residence houses 'in the city shall
be of a figure not less than three inches in height and approximately
two or more inches in width and shall be so'placed as to be seen plainly
from the street. They shall be purchased and paid for by the owner
or agent of the property. The figures shall be of durable metal, glass,
or enamel, or they may be painted of neat design and durable material
on the glass of the transom of the door. New subdivisions upon completion
of street construction shall have the address of each residence painted
on curb with letters on a white backing. Perishable materials as wood,
paper, and card, and marking of pen, pencil, or other easily displaced
substance shall not be deemed a compliance with this ordinance.
Section 8: Duties of Planning Director
It shall be the duty of the Director of Planning to designate
all address ranges in conformity with the preceding provisions. Numbers
shall be furnished the owner or agent of each house new or hereafter
built with its proper number in accordance with sequences determined by
the Director of Planning before issuance of a building permit by the
Building Inspection Department, or when a parcel of land is final
platted for record.

When any house is not correctly numbered or not numbered at
all, the Director of Planning shall give such house its proper number
and shall notify the owner, agent, or occupant to number such house
correctly in accordance with this ordinance.
Questions of uncertainty as to the exact number or sequence
of numbers or the meaning and intent of the textual provisions of this
ordinance shall be determined by the Director of Planning according to
the rules and regulations which may be adopted hereafter for the purpose
of consistency.
Section 9: Placement and Replacement of Address Numbers
It shall be the duty of the owner or agents of business or residence
buildings to number properly and correctly the same and in like manner number all new
buildings in construction or hereafter constructed, within five (5) days after
the building is completed, or within two (2) days after it is occupied. Build-
ings removed from one lot to another shall in like manner be renumbered according
to the new location within five (5) days after such removal and relocation, or
within two (2) days after it is occupied. The owners, agents, or other persons
making repairs or additions to buildings shall cause the number (or others of
proper kind) to be replaced immediately should the repairs or improvements
require temporary removal of the numbers.
Section 10: Withholding of Municipal Services
No municipal services shall be rendered to any parcel, building or
buildings which do not comply with the addressing and numbering conventions set
forth by this ordinance.
Section 11: Penalty for Violation
Any person whether owner, agent, or occupant, who shall after twenty
(20) days' written notice from the Director of Planning fail or refuse to
number correctly any house owned, occupied, or controlled by said person, or
who shall fail to refuse to number any house which has been removed from one
lot to another, or which has been repaired; or who shall number any house
otherwise than in conformity with this ordinance, or who shall obliterate,
conceal or obscure any house number by paint or other means, or shall name,
rename or extend any private street without official approval of the Planning
Board, shall be deemed guilty of misdemeanor and upon conviction shall be fined
in any sum not less than Five Dollars ($5.00) nor more than One Hundred Dollars
($100.00) . Each day in violation beyond the twenty (20) day period shall be
deemed a separate offense.
