RESOLUTION REPEALING RESOLUTION NO. 1673; REESTAB-
LISHES THE WICHITA FALLS CITIZENS TRAFFIC SAFETY
COUNCIL; PROVIDING FOR AUTHORITY AND RESPONSIBILITIES
OF THE WICHITA FALLS CITIZENS TRAFFIC SAFETY COUNCIL;
PROVIDING FOR MEMBERSHIP AND FISCAL RESPONSIBILITIES
OF THE WICHITA FALLS CITIZENS TRAFFIC SAFETY COUNCIL.
WHEREAS, the Wichita Falls Citizens Traffic Safety Council was
established by Resolution No. 1673, passed and approved on the 10th
day of June, 1975, which provided for the membership and powers and
responsibilities of said Council ; and,
WHEREAS, the Wichita Falls Citizens Traffic Safety Council has
proven its worth by implementing and establishing several innovative
programs of traffic safety in Wichita Falls, including the school
safety patrol program, the Defensive Driving Course referral program
and the drunk drivers rehabilitation school ; and,
WHEREAS, the Wichita Falls Citizens Traffic Safety Council desires
a broader mandate from the Board of Aldermen to allow it to take more
responsibility in planning and implementing traffic safety programs in
Wichita Falls.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE
CITY OF WICHITA FALLS, TEXAS, THAT:
1 . Resolution No. 1673 is hereby repealed.
2. There is hereby established a Wichita Falls Citizens Traffic
Safety Council which shall be comprised of twelve (12) voting members
who are citizens of the City of Wichita Falls, who shall serve without
pay and who shall be approved by the Board of Aldermen. In addition
thereto, there may be a maximum of six (6) non-voting members who may
serve on the Council . The normal term of membership on the Council
shall be three (3) years but it may be renewed for an additional two (2)
years. The maximum term of service on the Council shall be five (5)
years for any member.
3. The non-voting members of the Council shall be persons who
are employeed by governmental or public agencies and have regular duties
that promote traffic safety in Wichita Falls. Seven (7) voting members
shall constitute a quorum.
4. Members of the City staff may be appointed by the City Manager
as non-voting members of the Council upon recommendation of the Council .
The Executive Secretary of the Council shall be a non-voting member of
the City staff and be directly responsible to the City Manager or his
designated representative. The Executive Secretary' s duties shall
include providing administrative support to the Council and coordinating
the Council 's activities, recommendations, and requirements with
appropriate governmental officials.
5. The exclusive purpose of the Wichita Falls Citizens Traffic
Safety Council shall be to promote traffic safety in Wichita Falls,
Texas. It shall act in an advisory, coordinating, educational ,
promotional and action capacity to fulfill that purpose. The Council
shall not be a policy-making body and its actions shall not be
construed as changing, superseding or preempting the authority or
responsibility of any elected or appointed official .
6. The Council is hereby given the authority and power to solicit
funds from voluntary contributions for the following purposes only:
Traffic safety projects, safety education material , awards and recognition.
However, this authority shall not be construed as creating Council
control over general funds of the City or State and Federal Grant
Funds budgeted or received for traffic safety purposes, or authorizing
the Council to enter into any contract or create any obligation on the
part of the City of Wichita Falls. Funds received by the Council shall
be deposited with the Accounting-Finance Office and placed into a general
fund reserve account. Funds shall be maintained in that reserve account
separate from all other general fund revenues and reserve accounts.
Expenditures from this reserve account shall be processed by the
Accounting-Finance Office upon authorization by the Council as per the
Bylaws of the Council concerning finances, when properly initiated by
purchase requisition, purchase order or payment authorization.

7. The Council shall adopt such rules and regulations governing
its proceedings as it may deem proper, including the time and place
of meetings, and the election of a President and Vice-President each
to serve a one year term from the date of election.
8. The minutes of each meeting of the Council shall be forwarded
to the Board of Aldermen for receipt.

BYLAWS OF THE WICHITA FALLS CITIZENS TRAFFIC SAFETY COUNCIL
Purpose,: The exclusive purpose of the Wichita Falls Citizens Traffic
Safety Council is to promote traffic safety in Wichita Falls, Texas.
It will act in an advisory, coordinating, educational, promotional,
and action capacity to fulfill that purpose.
MEMBERSHIP
Numbers : Membership of the Council will consist of twelve (12) voting
members and no more than six (6) non-voting members .
Qualifications : Voting members must be residents of the City of Wichita
Falls and will serve without pay. They will be nominated by the member-
ship committee and voted on at the next regular meeting. To be accepted
they must receive at least 8 affirmative votes from the voting members.
Terms: The term of membership is three years ; however, members may receive
a renewal for another two year term. The renewal recommendation must be
made by the membership committee with approval procedures the same as for
prospective members . The term starts immediately upon approval of the
Council. Membership of voting members will terminate upon expiration of
their term (if not renewed) , written resignation of the member, death,
or by action of the Council.
Removal : To be removed from the Council for reasons not contained in
these bylaws , the individual concerned must be advised of the proposed
action during a regular meeting (or by letter within 3 workdays there-
after) . The item will be put on the agenda for the next regular meeting
and the vote to eliminate the individual must have the majority of the

voting members present . a
Disqualification: Any member who fails to attend four (4) consecutive
regular meetings or who fails to attend at least six (6) regular meet-
ings in twelve (12) month period will be disqualified from serving. on
the Council . Removal of the individual will become effective immedi-
ately upon certification by any council member using the minutes of
the meetings as documentation of attendance.
ORGANIZATION
Officers : The Council will hold an election each year to elect a
president, vice-president, and treasurer. Notice of election will
be given at least one month prior to the election month.
Terms : Terms of office will run from July through June. No officer
will serve two or more consecutive terms in the same office.
Duties : The President will : approve the agenda for regular meetings;
set the time and lace of regular meetings ; and take whatever actionPgg
is necessary to further the efficient and effective conduct of Council
business .
The Vice-President will assist the President in conducting the business
of the Council ; and perform the duties of the President when the Presi-
dent is not available to conduct those duties .
The Treasurer will perform the functions of Chairman of the Finance
Committee and will make monthly reports to the Council on the income,
expeditures and balance of the Council ' s funds .
The Executive Secretary will be a non-voting member in the employ of
the City of Wichita Falls . The duties of the Executive Secretary will

include providing all necessary administrative support to the Council;
coordinating the Council ' s activities , recommendations , and requirements
with the appropriate governmental officials ; and coordinating, prepar-
ing and disseminating the agenda to the members for every meeting.
PROCEDURES
Regular Meetings : Members of the Council will meet regularly at the
same time each month. Council meetings will be open to the public
and held in accordance with the Texas Open Meetings Law.
Special Meetings : Special meetings may be called at anytime by order
of the President, or the Vice-President in the President' s absence.
Quorum: Seven voting members will constitute a quorum. If a quorum
is not present, the meeting may be conducted as scheduled except that
policies, decisions , and actions will not be made or instituted.
Closed Sessions: The presiding officer will have the authority to
call the meeting into a closed session in compliance with the Texas
Open Meetings law. Following the closed session, the Council will be
re-opened and the results of the closed session will be announced and
recorded in the minutes .
Change of Bylaws : These bylaws may be ammended or revised during a
regular meeting provided notice is given in the previous regular meet-
ing. It will take the concurrence of eight voting members for the change
to be approved. However, before the change is effective, it must have
final approval by the Board of Aldermen.
Presiding Officer: If the President, Vice-President , or Treasurer are
not present, a majority of the remaining voting members will determine
who will conduct the remainder of that day' s business .

Committees: The President may appoint any voting and non-voting
member to any committee necessary to further the Council ' s business.
The term of that committee will be determined by the President.
This bylaws require Finance and Membership committees .
Agenda: Any member may suggest agenda items to the Executive
Secretary or President at least seven (7) workdays prior to
each meeting . The Executive Secretary and President will coordinate
the proposed agenda and the Executive Secretary will prepare and
disseminate the agenda to the members at least five (5) workdays
prior to the meeting .
Finances : The elected Treasurer will be the Chairman of the Finance
Committee. Council funds will be placed in the City of Wichita Falls
General Fund with accountability of income and expeditures reported
monthly to the Council membership . Expenditures in excess of $100
must be approved by the majority of the voting members of the Council
during a regular or special meeting after recommedation by the Finance
Committee. Expenditures less than $100 must be approved by the
Finance Committee except advanced blanket authorizations may be made
in writing for fixed routine charges . Council funds should be limited
to traffic safety projects , safety education material , awards , and
recognition. Authorization to expend funds is limited to the council ' s
Executive Secretary or his/her secretary.
