AN ORDINANCE AMENDING CHAPTER 29 OF THE CODE OF
ORDINANCES PROHIBITING STOPPING, STANDING AND
PARKING ON THE ENTRANCE AND EXIT DRIVES AT THE
MEMORIAL ATHLETIC COMPLEX, AND ALONG THE CURB
AROUND THE FOOTBALL STADIUM, AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
SECTION 1. The Code of Ordinances of the City of Wichita
Falls is hereby amended by adding a new Section 29-123, which
shall read as follows:
"Section 29-123. When notice thereof is given by erecting
signs or painting of curbs red, no person shall stop, stand or
park a vehicle, except when necessary to avoid conflict with
other traffic or in compliance with the directions of a police
officer, on the entrance and exit drives at the Memorial Athletic
Complex located at the southwest corner of Southwest Parkway and
Barnett Road, or along the curb around the football stadium at
such location. Any person violating this section shall be guilty
of a misdemeanor, and, in addition, if such vehicle is so parked
as to constitute a definite hazard or obstruction to the movement
of traffic, the vehicle may be removed and impounded in accordance
with the provisions of Section 29-29 of this Code of Ordinances. "
SECTION 2. The fact that the football season has begun, and
large numbers of people with motor vehicles are using the Memorial
Athletic Complex, creates an urgent public need for this ordinance
for the preservation of the peace, health and safety of property
of the City, and this ordinance is declared an emergency measure,
and shall become effective immediately upon the passage thereof.
