AN ORDINANCE PROVIDING FOR THE CREATION OF MOBILE HOME
SUBDIVISIONS, AMENDING CERTAIN PORTIONS OF ORDINANCE NO. 2118,
AND SECTION 30-2 OF THE CODE OF ORDINANCES OF THE CITY OF
WICHITA FALLS, TEXAS, AND REGULATING THE PLACEMENT OF MOBILE
HOMES OUTSIDE OF MOBILE HOME PARKS AND SUBDIVISIONS.
Be it ordained by the Board of Aldermen of the City of Wichita Falls,
Texas, that;
Section 1. Mobile Home Subdivisions may be created for the purpose
of subdividing land into residential lots to be sold for the exclusive use of
mobile homes. Such Mobile Home Subdivisions shall be of a size of not less than
4 acres. If a preliminary plat containing more than four acres is approved by
the Planning Board, then the subdivision may be platted in sections; however,
the first section must contain not less than 4 acres . No permits for industrial
or commercial construction shall be issued by the Building Inspector on any
designated mobile home lot located in a Mobile Home Subdivision. Mobile homes
may be placed on platted lots in Mobile Home Subdivisions only under the
conditions set forth in Section 30-2, Chapter 30 of the Code of Ordinances of
the City of Wichita Falls, Texas . Mobile Home Subdivisions shall meet all
requirements of Ordinance 2118, except, however, the amendments described in
Section 2 of this ordinance shall apply specifically to Mobile Home Subdivisions.
The final plat of a Mobile Home Subdivision shall contain wording to the effect
that all lots in the subdivision are designated for the exclusive use of mobile
homes. The owner of the property shall also submit with the preliminary plat a
copy of the proposed restrictive covenants of the subdivision, which covenants
shall contain a clause restricting the use of all lots to mobile homes.
Section 2. The following portions of ordinances of the City of Wichita
Falls , Texas are hereby amended as follows:
a. Ordinance 2118, Section 3, paragraph L is hereby amended to add
the following sentence:
"A Mobile Home Subdivision is a subdivision of not less than four
acres in size which is created for the exclusive purpose of
providing lot sites for sale for residential occupancy by mobile
homes ."
b. Ordinance 2118, paragraph L (1) of Section 9 is amended to add
the following sentences:
"Lots in a Mobile Home Subdivision shall have an area of not less
than 5,000 square feet and shall be not less than 50 feet wide
measured at right angles to the side lot lines . In the case of
irregularly shaped lots, the minimum width shall be 40 feet
measured at the front building line."
c. Ordinance No. 2118, Section 9, Subsection L, paragraph (6) is
hereby amended to add the following sentences:
"Lots in a Mobile Home Subdivision shall have a front building
set-back of not less than 20 feet. A corner lot shall have a
minimum set-back on the side street of at least 15 feet."
d. Ordinance No. 2118, Section 9, Subsection L, paragraph (7) is
hereby amended to add the following sentence:
"Minimum rear yard set-backs in Mobile Home Subdivisions shall
be ten (10) feet."

Section 3. Mobile Home Subdivisions must also meet the following
additional specifications:
a. Utilities . All utilities shall be located underground.
b. Underskirting. All underspaces shall be completely enclosed
with _masonry, porcelainized steel, baked enamel steel or other material
equal in fire resistance, durability and appearance. Underspaces
shall he completely enclosed before a Certificate of Occupancy will
be issued by the Building Inspector.
c. Storage Facilities . Enclosed storage facilities of not less than
200 cubic feet must be Located on each lot. Such storage facilities
shall be designed in a manner which enhances the appearance of the
subdivision, and shall be faced with masonry, porcelainized steel,
baked enamel steel or other material equal in fire resistance,
durability and appearance. No storage of any material will be
permitted underneath the mobile home.
d. Separation. Mobile Home Subdivisions shall be separated from
standard residential subdivisions by a dedicated street or a
dedicated alley.

e. Double Frontage Lots . Double frontage lots should be avoided
except where essential to provide separation of residential
development from traffic arterials or to overcome specific disad-
vantages of topography and orientation. When lots have double
frontage, a building setback line shall be established for each street
and screening shall be provided according to the following:
(1) A solid masonry or wooden screening fence not less than
six (6) feet in height shall be erected and maintained along the
property line dividing a mobile home subdivision from the right-
of-way of an arterial highway, or;
(2) A greenbelt planting strip shall be provided as buffering
consisting of a row of deciduous and/or evergreen trees spaced not
more than twenty-five (25) feet apart. Deciduous trees shall have
a minimum height of six (6) feet and evergreen trees shall have a
minimum height of three (3) feet when planted. A row of evergreen
shrubs shall be planted between the row of trees and abutting
highway right-of-way. These shrubs shall be of a size and species
that will grow to a height of no less than five (5) feet.
(3) No such screening fence or foliage buffering shall be erected
or planted so as to obstruct the vision of motorists at alley,
street, or drive intersections.
f. Parking. Two paved off-street parking spaces shall be provided
for each lot, and shall meet the following requirements:

g. Number of Mobile Homes Per tot. Only one mobile home shall be
placed on an individual lot within a mobile home subdivision.

Section 4. Section 30-2 of the Code of Ordinances of the City of
Wichita Falls, Texas is hereby amended to add the following paragraphs:
"(c) A mobile home may be placed on a lot outside of a mobile home
park or subdivision providing it also:
(1) Is underskirted with masonry, porcelainized steel, baked
enamel steel or other material equal in fire resistance,
durability, and appearance. Underspaces shall be completely
enclosed before a Certificate of Occupancy will be issued by
the Building Inspector.
(2) Enclosed storage facilities with a minimum capacity of
200 cubic feet must be located on the lot. Such storage
facilities shall be designed in a manner which enhances the
appearance of the subdivision, and shall be faced with masonry,
porcelainized steel, baked enamel steel or other material equal
in fire resistance, durability and appearance. No storage of
any material will be permitted underneath the mobile home.
(d) Not more than one mobile home shall be placed on an existing
platted lot, and no mobile home shall be placed on an existing
platted lot where there is already an existing structure."
Section 5. All ordinances and resolutions of the City of Wichita
Falls, Texas, in conflict herewith are hereby repealed.
