AN ORDINANCE AMENDING SECTION 2-3 , REPEALING
SECTIONS 2-92 and 2-93, AND AMENDING SECTIONS
2-77 THROUGH 2-80, COMBINING THE DEPARTMENTS
OF PUBLIC UTILITIES AND WATER DEVELOPMENT.
BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS, THAT;
SECTION 1. Section 2-3 of the Code of Ordinances is hereby
amended by deleting the words "Water Development" from subsection
(a) thereof.
SECTION 2 . Sections 2-92 and 2-93 of the Code of Ordinances
are hereby repealed.
SECTION 3. Section 2-77 of the Code of Ordinances is amended
by deleting therefrom the sentence which reads, "The salary of the
director of public utilities shall be fixed by the board of alder-
men. "
SECTION 4. Section 2-78 of the Code of Ordinances is hereby
amended to read as follows:
"Sec. 2-78. Same - Duties generally.
The director of public utilities shall have charge
of the water supply, lakes, water purification and
waste water treatment, water distribution system,
sanitary sewer system, and all property and appliances
incident thereto and connected with the operation of
the department, or any extension thereof. He shall
perform such other duties as have heretofore been im-
posed upon him or may be hereafter imposed upon him
by the ordinances of the city. "
SECTION 5. Section 2-79 of the Code of Ordinances is
hereby amended to read as follows:
"Sec. 2-79. Identification of employees.
(a) Inspectors, foremen and employees of the depart-
ment whose duty it may be to enter upon private premises
to make inspections, read meters, or examine pipes, fix-
tures, or attachments, used in connection with the water
system, will be provided with credentials to identify
them as authorized agents of the department.
(b) No person other than an authorized officer or
. .
employee of the department of public utilities shall
have or exhibit any credentials of the department.
It shall be the duty of each and every officer, and
employee of the department upon resignation or dis-
missal to forthwith surrender and deliver to his
supervisor or department head all credentials, tools
and other property belonging to the department. "
SECTION 6. Section 2-80 of the Code of Ordinances is
hereby amended to read as follows:
"Sec. 2-80. Right of entry of employees; refusal of ad-
mittance.
(a) All officers, inspectors, foremen and other
authorized employees of the department of public
utilities shall upon presentation of his creden-
tials, have free access at all reasonable hours
to any premises supplied with city water for the
purpose of making repairs, inspections, or for the
purpose of reading the water meters.
(b) In case any such authorized employees be
refused admittance to any premises, or being ad-
mitted, shall be hindered or prevented in making
such inspection, repairs, or reading meters, the
department of public utilities shall cause the
water to be turned off from such premises after
giving twenty-four hours written notice to such
owner or occupant of such premises. "
SECTION 7 . This ordinance shall become effective on March 1,
1974.
