AN ORDINANCE AMENDING SECTION 29-43 OF THE
CODE OF ORDINANCES OF THE CITY OF WICHITA
FALLS WHICH PROVIDES FOR THE AUTHORITY OF
THE CITY TRAFFIC ENGINEER TO PROHIBIT CER-
TAIN TURNS, AND AMENDING SECTION 29-44 OF
THE CODE OF ORDINANCES OF THE CITY OF
WICHITA FALLS WHICH PROVIDES FOR THE REGU-
LATION OF U TURNS ON CITY STREETS, ROADS
AND ALLEYS.
BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
SECTION 1. Section 29-43 of the Code of Ordinances is
amended to read as follows:
"Sec. 29-43. Authority to prohibit turns at certain
intersections.
The city traffic engineer is hereby authorized to
determine those intersections at which drivers of vehicles
shall not make a right or left turn, and shall place proper
signs at such intersections. The making of such turns may be
prohibited between certain hours of any day and permitted at
other hours, in which event the same shall be plainly indica-
ted on the signs or they may be removed when such turns are
permitted.
Whenever authorized signs are erected indicating
that no right or left turn is permitted, no driver of a vehi-
cle shall disobey the directions of any such sign. "
SECTION 2. Section 29-44 of the Code of Ordinances is
hereby amended in its entirety to read as follows:
"Sec. 29-44. U turns.
(1) A U turn is a turning movement made by a
vehicle so as to proceed in the opposite
direction upon a street, road or alley.
(2) Drivers of vehicles are prohibited from
making U turns on all public streets, roads
and alleys within the City limits of the
City of Wichita Falls except at the follow-
ing places:
(a) At an intersection controlled by traffic
control signal lights where signs are
posted by the City Traffic Engineer
which state that U turns are permitted;
(b) On a dead end street or a cul-de-sac;
(c) At official median openings on those
streets divided by medians which have
not been posted by the City Traffic
Engineer with a sign or signs prohibit-
ing U turns.
(3) The City Traffic Engineer shall have the auth-
ority to determine those official median open-
ings and dead end streets where U turns would
be unsafe and may place signs prohibiting U
turns at such places. The making of U turns
may be prohibited between certain hours of any
day and permitted at other hours in which event
the same shall be plainly indicated on the signs
or they may be removed when such turns are per-
mitted.
(4) Whenever authorized signs are erected indicating
that U turns are prohibited, no driver shall dis-
obey them.
(5) No driver shall make a U turn where permitted un-
less such movement can be made with safety and
without interfering with other traffic. "
SECTION 3. Due to the paramount importance of the safe
and orderly flow of traffic upon the streets and highways of this
City and to provide for the protection of the lives and property
of the citizens who use the streets of this City, this ordinance
is declared to be an emergency measure. This ordinance shall,
therefore, take effect immediately upon its passage.
