RESOLUTION REPEALING RESOLUTION 2331; ESTABLISHING
A GOALS FOR WICHITA FALLS COMMITTEE; ESTABLISHING
A TASK FORCE FOR RECONSTRUCTION & REDEVELOPMENT
OF THE TORNADO AFFECTED AREA; AND MAKING APPOINT-
MENTS TO AN EXECUTIVE COMMITTEE OF THE GOALS
COMMITTEE AND TO THE TASK FORCE.
WHEREAS, Resolution 2331 adopted on April 24, 1979 added additional responsi-
bilities for the Citizens Advisory Committee to those ennumerated in Resolution 616; and,
WHEREAS, Resolution 2331 also created an Ad Hoc Committee for Redevelopment
and Reconstruction of the Tornado Affected Area for short term strategies and policies
to be recommended to the Board of Aldermen whose creation would terminate on
April 10, 1980; and,
WHEREAS, the Board of Aldermen now believe it necessary to reorganize the
structure and responsibilities of these two committees in an effort to meet both short
and long term needs of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF
THE CITY OF WICHITA FALLS, TEXAS, THAT:
1. Resolution No. 2331 is hereby repealed.
2. The Citizens Advisory Committee will remain as organized and charged
in Resolution No. 616.
3. There is hereby created a Goals for Wichita Falls Committee as an advisory
committee to the Board of Aldermen with the following responsibilities and organiz-
ational structure:
a. To develop long-range goals for the City of Wichita Falls with
implementation strategies and funding alternatives.
b. To integrate the particular needs, plans and strategies for the
redevelopment and reconstruction of the tornado affected area into a Com-
prehensive plan for the Wichita Falls Urban Area.
c. To mobilize and coordinate both public and private resources
which are necessary and desired to carry-out short and long-range plans
and goals which are adopted for the Wichita Falls Urban Area.

d. To be organized with an Executive Committee of nine (9)
members and eleven (11) subcommittees which shall report directly
to the Executive Committee.
e. The Executive Committee shall be composed of the following
persons.
David Wolverton John Gavin
Joe Prothro George Ross, Jr.
Dick Waggoner Ronnie Rucker
Paul Teague Lonny Morrison
Nancy Sherrill
f. The Subcommittees of the Goals Committee shall be concerned
with the following areas with appointment of chairmen and members to be
made by the Executive Committee:
1. Education 7. Human Resources
2. Economy 8. Natural Resources
3. General Government 9. Recreation
4. Health Resources 10. Community Relations
5. Housing 11. Facilities
6. Transportation
4. There is hereby created a Task Force for the Reconstruction and Develop-
ment of the Tornado Affected Area whose members shall be appointed by the Board of
Aldermen with the following responsibilities and organizational structure.
a. To recommend short-term strategies and policies for the
redevelopment of the tornado affected area to the Board of Aldermen.
b. To also be a Subcommittee of the Goals Committee in report-
ing on recommendations to the Executive Committee.
c. To assign its members to serve on other subcommittees of
the Goals Committee.
d. To be composed of the following members:
