Ord 2920 11/19/1974 ORDINANCE NO. 2920 AN ORDINANCE EXTENDING THE CITY LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, BY ANNEXING CERTAIN LANDS ADJACENT TO THE TERRITORIAL LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, WHICH LANDS ARE DESCRIBED IN THIS ORDINANCE. BE IT ORDAINED BY THE BOARD OF ALDERMEN' OF THE CITY OF WICHITA FALLS, TEXAS: _ SECTION 1. That the following tract of land located in Wichita County, Texas, be and the same is hereby ordered to be annexed and to be included within the corporate limits of .the City of Wichita Falls, Texas, and the corporate limits be extended so as to include said tract of land in Wichita County, Texas, the same being more particularly described as follows: TRACT I BEING all of the Ward Addition to the City of Wichita Falls, Texas out of Rancho Vista Place and the Kemp Subdivision of the William Mayer Survey, as recorded in Volume 22, pages 39 and 40 of the Wichita County Plat Records, save and except that portion of the said Ward Addition lying within the present city limits, and contain- ing 2.90 acres more or less. SECTION 2. In conformity with Section 6 of Article 970a of the Revised Civil Statutes of Texas, before the annexation proceedings were instituted, the Board of Aldermen called a public hearing on September 24, 1974 to provide an opportunity for all interested persons to be heard; notice of such hearing was published once in the Wichita Falls Record News not more than twenty (20) days nor less than ten (10) days prior to the public hearing. Such public hearing was held on October 22, 1974, which was not more than twenty (20) days nor less than ten (10) days prior to the institution of the annexation proceedings. SECTION 3. In conformity with Section 3-A of the amended Charter of the City of Wichita Falls, Texas, this ordinance is on the 5th day of November, 1974 introduced and the City' Clerk is directed to publish said ordinance one (1) time in a newspaper of general circulation published in the City of Wichita Falls, Texas, and seven (7) days thereafter this ordinance may be finally acted upon. SECTION 4. The fact that this is an urbanizing area, and City safety, health and police controls and measures will be needed, creates an emergency, and it is hereby declared that this ordinance is an emergency measure on the grounds of public need for the preservation of the peace, health, and safety of property of the city, and this ordinance shall go into effect immediately upon its passage. This ordinance having been introduced on the 5th day of November, 1974 and having been published in a newspaper of general circulation in the City of Wichita Falls, Texas, to wit, the Wichita Falls Record News, one (1) time, on the 7th day of November, 1974 and seven (7) days after such publication having elapsed, this ordinance is finally passed and approved this the 19th day of November, 1974. TRACT II A tract of land out of the A. R. Collins Survey, A-414, Wichita County, Texas, and being more specifically described by metes and bounds as follows: BEGINNING at a point in the West right-of-way line of U.S. 277-281 Expressway (Central Freeway) , said point bears South 66° 05' East 3058.50 feet from the North- west corner of the A. R. Collins Survey; THENCE South 57° 39' West 1010.54 feet to a point in a curve of the West right-of-way line of the M.K.T. Railroad for the Northwest corner of this tract, the bearing of the tangent to the curve at said point being South 29° 33' East; THENCE in a Southeasterly direction along the East right-of-way line of the M.K.T. Railroad along a 1.007 degree curve to the left, having a radius of 5690.99 feet, a distance of 1033.13 feet to a fence corner in said curve for the Southwest corner of this tract and the occupied Northwest corner of the Ray Puckett lands, the bearing of the tangent to the curve at said point being North 50° 02' 50" East; THENCE North 89° 51' East 1127.50 feet along the occupied North line of the Ray Puckett lands to a fence corner in a curve of the West right-of-way line of U.S. 277- 281 Expressway (Central Freeway) for the Southeast corner of this tract, the bearing of the tangent to the curve at said point being South 62° 25' West; THENCE along the West right-of-way line of Central Freeway as follows: in a Northwesterly direction along a 1.500 degree curve to the left, having a radius of 3819.72 feet, a distance` of 317.78 feet to a Texas Highway Department (THD) monument for a point of tangency; North 32° 21' West 1314.22 feet to the place of beginning; SAVE AND EXCEPT a 200 feet wide strip of land on the east side of the above described tract adjacent to Central Freeway, which strip of land lies within the existing city limits. CONTAINING 24.47 acres more or less excluding the said 200 feet wide strip of land. SECTION 2.
